NOTICE TO BIDDERS
A N O T I C E I S H E R E B Y G I V E N that sealed Bid Packets will be received by the Township of South Brunswick, County of
Middlesex, State of New Jersey on Thursday, December 4, 2025, at 10:00 AM prevailing time at the Township of South Brunswick
Municipal Building, 540 Ridge Road, Monmouth Junction, NJ 08852 at which time and place the Bid Packets will be publicly unsealed
and its contents announced in public for Dundee Road and Ritter Road Roadway Improvements.
The scope of Work contemplated for the abovenamed Project includes asphalt pavement construction; construction of concrete curbs,
sidewalks, and driveways; drainage work; removal and construction of sanitary sewers and house services; construction of water mains,
fire hydrants, and house services; as well as all other Work of any type or description necessary for contemplation of the Project, whether
or not specifically described in these Contract Documents. Bidders shall submit two separate proposals, one to construct the Project using
conventional asphalt paving techniques, and a second to construct the Project using full depth asphalt pavement reclamation (“FDR”) in
lieu of conventional techniques. The basis of award will be the lowest amount bid for either proposal, based on available funds.
All Work on this Contract shall be completed within One Hundred Sixty-Five (165) Calendar Days from Notice to Proceed.
Contract Documents and Plans for the proposed Work, which have been prepared by Dennis Mantlick, P.E., of the firm of T&M Associates,
will be made available electronically or at the office of said engineer at 11 Tindall Road, Middletown, New Jersey 07748. Interested
Bidders must send an e-mail request to Patti Sirico at psirico@tandmassociates.com. Bidders will be provided with a link to download the
documents after receipt of proper notice and payment of a non-refundable charge of Twenty-Five Dollars ($25.00) payable to “T&M
Associates” to defray the cost thereof. Bidders interested in obtaining hard copies of the documents in person from the office must make
an appointment with Patti Sirico. Bidders will be furnished with a hard copy of the Contract Documents upon proper notice and payment
of a non-refundable charge of One Hundred Twenty-five Dollars ($125.00) payable to “T&M Associates” at the offices of T&M Associates
to defray the cost thereof.
The provided Bid Packet must be completed in the manner designated in the Contract Documents, must be enclosed in a sealed envelope
bearing the name and address of the Bidder and the name of the Project on the outside and must be addressed to Township of South
Brunswick. Also, Bid Packets must be accompanied by a Statement of Consent of Surety from a surety company holding a Certificate of
Authorization to do business in the State of New Jersey and either a Bid Bond or a Certified Check drawn to the order of “Township of
South Brunswick” for not less than ten percent (10%) of the total bid price amount, except that the check shall not exceed $20,000.00. The
successful Bidder is hereby notified that a Performance and Payment Bonds for the full amount of this Project is required.
The award of the Contract for this Project will not be made unless and until the necessary funds have been provided by the Township of
South Brunswick in a lawful manner. Please be advised that this Project is being funded through the Township of South Brunswick. By
virtue of Executive Order #34 (1976), vendors currently suspended, debarred or disqualified are excluded from participating on this Project.
The successful Bidder shall be required to comply with the applicable statutory requirements of the Contract Documents and Plans which
include all of the following: (i) N.J.A.C. 17:27; (ii) N.J.S.A. 10:5-31 et seq.; (iii) Business Registrations (N.J.S.A. 52:32-44); (iv) Prevailing Wage
Act (N.J.S.A. 34:11-56.25, et seq.); (v) Public Work Contractor Registration (N.J.S.A. 34:11-56.48); and (vi) Affirmative Action Requirements
(N.J.S.A. 10:5-1, et seq.); and any other legal requirements applicable to this Project.
The Township of South Brunswick intends to award this Project to the lowest responsible and responsive Bidder in accordance with
applicable law. The Township of South Brunswick reserves the right to reject any and all Bid Packets to the extent permitted by law. An
award will be made, or Bid Packets will be rejected within sixty (60) Calendar Days after the opening of the Bid Packets.
