Pueblo Shelter Capital Needs Assessment

The City of Pueblo is seeking proposals from qualified firms to conduct a comprehensive Capital Needs Assessment (CNA) for the Pueblo Shelter campus including properties at 710, 718, and 728 West 4th Street, Pueblo, CO. The purpose of this assessment is to evaluate the current condition of the city's assets, identify necessary capital improvements, and prioritize these needs to ensure the efficient allocation of resources. The assessment will identify critical infrastructure needs, accessibility improvements, and strategies to enhance equity, self-sufficiency, and service delivery to the homeless population.

The City of Pueblo took over ownership and operations of the Pueblo Shelter in 2024. The City owns three parcels on the complex, located at 710 – 728 West 4 ^th , Pueblo, CO, 81003. Capital improvements are necessary for each parcel to transform the property into a shelter complex capable of providing various services to Pueblo’s unhoused citizens.
