Description:

The City of Monroe, Ohio (the “Owner” or the “City”) intend to contract for Design-Build (DB) services in connection with its new PUBLIC WORKS SERVICE FACILITY (the “Project”).

As required by Ohio Revised Code Section 153.67, et seq., the Owner requests statements of qualifications from experienced design-build firms to provide comprehensive design-build services to the Owner in connection with the Work for the Project. This Request for Qualifications (RFQ) includes criteria against which qualifications submitted will be reviewed and evaluated to develop the short-list of firms from which pricing will be requested in the second phase of the selection process. The short-listed firms will be asked to provide both pricing and technical proposals, which will be reviewed and evaluated to determine the Design-Build firm that will provide the best value to the Owner for the Project.

Project Overview:

The project consists of the design, construction and commissioning of a new Public Works Service Facility for the City of Monroe to replace an existing facility that no longer meets the requirements of the City.  The new facility site is located at 100 Clark Boulevard, Monroe, OH 45050.

The project scope includes the following project functions / programmed spaces:

  • Administrative office
  • Heated vehicle storage
  • Salt/Materials storage
  • Brine system
  • Site elements including public and secured parking areas, material storage / “laydown” areas, general vehicular circulation drives

Written Questions Submittal Deadline – July 24, 2025 at 2:00pm (local time)

Submittal Deadline:

SOQs will be received until 2:00 pm, local time, August 1, 2025.

Submittals received after this time may be considered solely in Owner’s discretion. The City reserves the right to waive any defect or technicality in any SOQ received or to eliminate any firm that submits an incomplete or inadequate SOQ or that is not responsive to the requirements of this RFQ.

Required Qualifications Description:

  1. Design-Build experience on projects exceeding $10M.
  2. Public works facility experience.
  3. Demonstrated budget and schedule management success.
  4. Ohio Bonding capacity and licensing requirements.
  5. Compliance with prevailing wage requirements.
