OVERVIEW AND INTENT
1. Overview
This Request for Proposals (RFP) is issued to solicit sealed submissions from qualified contractors
for the purchase, delivery, and installation of a Public Works Office Building.
The City is seeking to evaluate proposals for the purchase of new or pre-owned options.

SCOPE OF WORK OR SERVICES
The purpose of the scope and specifications is to illustrate the City’s intended purchase.
To establish a baseline for quality, specific processes, equipment types, or materials may be identified in
the plans or specifications. This may include descriptive references, the naming of specific manufacturers
or brands, or the specification of particular materials or products.
The proposal for the scope of work shall include all labor, materials, tools, staging, permit,
fees, licenses, hoisting, hauling, taxes, equipment and supervision required.

All work shall be performed in strict accordance to the contract documents and shall include, but not be
specifically limited to, the following:
Any and all damage to the surrounding area must be repaired;
Contractor to include protection of work site (i.e. barricades, caution tape, windscreen, lock for
gate(s) etc.);
The structures must meet all current Volusia County and Florida Building and Fire Codes with a
minimum wind rating of 160mph and meet Florida Building Code (FBC), which is based on the
American Society of Civil Engineers (ASCE) standard;
The buildings must be Americans with Disabilities Act (ADA)-compliant and meet any applicable
Florida architectural accessibility standards. Modular fabrication and installation shall meet or
exceed all Modular Building Institute (MBI) standards for Office Modular Buildings, and Americans
with Disabilities Act (ADA).
The provision of all necessary Volusia County requirements – related Notices of Approval (NOA’s)
and all required building permits and testing;
The Contractor shall be responsible for obtaining and coordinating the marking of all subsurface
utility elements – line locations, vaults, and the like – by an experienced, qualified, private line
location company, and by Sunshine State Line Locations. Any damage to any sub-surface
elements shall be the sole responsibility of the Contractor, and the Contractor shall bear
all costs of required repair and/or replacement;
Site must be left in “ready” for use conditions;
Warranty and Guarantee: Proposal shall include the warranty and guarantee associated with the
labor and materials. Minimum requirements include three (3) year on material, and labor;

The building project shall follow all applicable federal, state and local building codes, laws,
ordinances, rules and regulations;
Final inspection, issuance of certificate of occupancy, and approval by the City’s Public
Works Representative prior to final payment.
The City will be responsible for water, sewer and electrical utilities to the sites;
LOTS # 1 & # 2 - NEW or USED Modular Office Building
The modular building shall meet, exceed or be similar to the following specifications:
Building Size: Thirty-feet (30’) x sixty feet (60’), 1,800 sq.ft., or similar size
Floor Structure: Steel Frame with two inch (2”) x eight inch (8”) wood joists and plywood floor decking
Floor finish: Vinyl Composite Tile throughout
Exterior walls: Wood stud, sheathing as required, and finished on the outside with Hardie Panel siding,
or substantially similar alternative (concrete board)
Rooms: Six (6) office spaces, with one as a storage room for lockers, two (2) restrooms (One (1) ADA
with ADA shower), one (1) breakroom,
Exterior Trim: Hardie Trim, or substantially similar alternative
Windows: Eight (8) or nine (9), thirty-six inch (36”) x sixty inch (60”) impact rated white vinyl frame
vertical slide insulated (low E glass) Windows with Vinyl Mini-blinds
Doors: Two (2) thirty-six inch (36”) x eighty inch (80”) impact rated steel/steel exterior door with view
block, door hardware and deadlocks.
Eight (8) or nine (9), thirty-six inch (36”) x eighty inch (80”) pre-hung woodgrain finish interior doors with
steel frame.
Roof: White Ethylene Propylene Diene Monomer (EPDM) Rubber Roof installed per Florida Building
Code (Volusia County)
HVAC System: The HVAC system shall consist of the required number of 2-ton, wall-hung air
conditioning units. Each unit will include fiberglass supply ducts and ducted return air systems. The
installation shall also include thermostats, supply diffusers, and return air grilles as necessary for proper
operation and distribution.
Interior walls: The interior walls will be constructed with wood studs, insulated and finished with
prefinished vinyl covered gypsum drywall. Trim package to be standard and four inch (4”) vinyl cove base
throughout.
Ceiling: Prefinished @ eight feet (8’) above floor.
Electric: To consist of a two hundred (200) amp single phase electrical panel. Exhaust fan in bathrooms.
2/40 diffused fluorescent lighting and LED porch lights. Outlets located on all walls, approximately ten
(10) empty j boxes to be included. J boxes shall be stubbed thru the floor unless otherwise instructed.
Location of j boxes may be designated by the City. In addition, the City requires junction boxes to provide
hookup for camera/security system.
Plumbing: Building to include two (2) bathrooms, one (1) standard commode, one (1) ADA commode,
one (1) ADA shower, two (2) wall mount lavatories, two (2) mirrors, with stainless steel kitchen sink and
faucet in breakroom, and an instantaneous water heater.
Cabinets: Up to ten (10) linear feet of oak base and overhead cabinets in breakroom.
Steps: Aluminum steps with 5’x5’ landing, handrails tied down pursuant to local building code.
Ramp: Include as an alternate, a ramp to meet ADA requirements, for access to the modular building.
Installation: The building shall be installed on a foundation that meets Florida Building Code (whether
that is dry-stack block foundation or solid concrete foundation) utilizing above grade pads and hurricane
ground anchors to comply with Florida Building Code (Volusia County). Foundation design assumes 2500
PSF soil bearing capacity. Finished floor elevation shall be no less than forty inches (40”) above grade.
Anchors and hardware shall all be galvanized to delay corrosion.
Skirting: Use of PVC lattice or substantially similar alternative.

LOT # 3 - NEW Metal Office Building
The steel building shall meet, exceed or be similar to the following specifications:
Building Size: Thirty-feet (30’) x sixty feet (60’), 1,800 sq.ft., or similar size

Floor finish: Vinyl Composite Tile throughout or other options.
Exterior walls: Metal and insulated.
Rooms: Six (6) office spaces, with one as a storage room for lockers, two (2) restrooms (One (1) ADA

GENERAL TERMS AND CONDITIONS
1. Definitions
The City of DeBary, Florida may be referred to as “The City of DeBary”,or “The City”, herein.
The term “Contractor” shall refer to the company, individual, or organization that responds to this
Request for Proposal (RFP) and/or is awarded.
2. Length of Contract and Renewals: This RFP intends to establish a contract for an initial period of
three (3) years from the date of the award by the City of DeBary with two (2) additional one-year
renewal options at the same prices, terms, conditions, and specifications upon mutual agreement by
the City of DeBary and the Contractor. Renewals must be in writing, with the signature of the
Contractor’s authorized representative and the City of DeBary.
3. Cancellation: The City of DeBary reserves the right to cancel this Invitation to RFP, in whole or in part,
when it is in the City of DeBary’s best interest. Notice of cancellation will be posted on the City's
webpage, VendorLink and DemandStar.
4. RFP Submission: RFP submittals are due at the date and time indicated on the Contractor
Acknowledgement Form or as amended in the form of an addendum issued by the Purchasing
Department.

To facilitate processing, please mark the outside of the envelope in the lower left hand corner as follows:

The envelope shall also include the Respondent’s return address in the upper left hand corner.
Respondents shall submit FOUR (4) copies of the proposal in a sealed, opaque envelope or box.
The respondent may submit the proposals by mail, parcel delivery service, or in person.
Neither the City nor its representatives shall be liable for any expenses incurred in connection with the
preparation of a response to the RFP. Respondents should prepare their submittals simply and
economically, providing a straightforward and concise description of the respondent’s ability to meet
the requirements of the RFP.
Please note that Sections 119.071(1)(b), (c) and 815.045 of the Florida Statutes address in part the
issue of the public nature of sealed bids, qualifications or proposals as well as the confidential nature
of certain trade secrets. The RFP, qualifications or proposal submitted by your company may contain
areas, which are designated "confidential" or "exempt from disclosure." A generic notation that
information is "confidential" shall not suffice. Failure to provide a detailed explanation and justification
including statutory cites and specific reference to your submittal(s) detailing what provisions, if any, you
believe are exempt from disclosure, may result in your submittal(s) being subject to disclosure in
accordance with Chapter 119 of the Florida Statutes. If the respondent believes their information to be
exempt from disclosure, the respondent must supply an additional “redacted” copy of the proposal
response their RFP submittal.
