Rural Municipalities of Alberta (RMA)
Canoe/Sourcewell is requesting proposals for Public Utility Equipment with Related Accessories and Supplies in a national contracting solution for use by its members.
Members include thousands of governmental, higher education, K-12 education, not-for-profit, tribal government, and other public agencies located in Canada. A full copy of the Request for Proposals can be found on the Sourcewell Procurement Portal [https://proportal.sourcewell-mn.gov]. Only proposals submitted through the Sourcewell Procurement Portal will be considered. Proposals are due no later than September 11, 2025 at 4:30 p.m. Central Time, and late proposals will not be considered.
1. Sourcewell and Canoe are seeking proposals for Public Utility Equipment with Related Accessories and Supplies including, but not limited to:
a. Chassis-mounted, trailer-mounted, and self-propelled (wheel or track):
i. Aerial lifts, towers, buckets, and platforms of all types, such as telescopic, articulated, mast, boom, etc.;
ii. Digger derricks;
iii. Cable placing, pulling, and tensioning equipment; and,
iv. Directional drills, trenchless excavation equipment, thrust and boring machines, soil piercing tools, trenchers, rock wheels, and pile drivers.
b. Accessories, supplies, replacement parts, and services; utility locating equipment;
related to the offering of the solutions in subsections 1. a. above.
2. The primary focus of this solicitation is on Public Utility Equipment with Related Accessories and Supplies. This solicitation should NOT be construed to include excavators principally intended for the cleaning of sewer lines, catch basins, and storm sewers, or for municipal pumping applications.
3. This solicitation does not include those equipment, products, or services covered under categories included in contracts currently maintained by Sourcewell:
a. Sewer Vacuum, Hydro-Excavation, and Municipal Pumping Equipment with Related Accessories and Supplies (RFP #101221);
b. Trailers with Related Equipment, Accessories, and Services (RFP #092922), except the trailer-mounted solutions identified in subsections 1.a. i.-iv. above;
c. Heavy Construction Equipment with Related Attachments and Technology (RFP #011723);
d. Medium Duty and Compact Construction Equipment with Related Attachments (RFP #020223);
e. Ag Tractors with Related Attachments, Accessories, and Supplies (RFP #082923);
f. Class 4-8 Chassis and Cabs with Related Equipment, Accessories, and Services (RFP #032824);
g. Forklifts, Lift Trucks with Related Products and Services (RFP #053024); and
h. Underground Infrastructure Inspection and Rehabilitation Equipment with Related Services (RFP #080525).
4. The term of any resulting contract(s) awarded by Sourcewell under this solicitation will be four years. Sourcewell and supplier may agree to up to three additional one-year extensions based on the best interests of Sourcewell and its Participating Entities. Sourcewell retains the right to consider additional extensions beyond seven years as required under exceptional circumstances.
5. A full copy of the Request for Proposals can be found on the Sourcewell Procurement Portal [https://proportal.sourcewell-mn.gov]. Only proposals submitted through the Sourcewell Procurement Portal will be considered. Proposer’s complete proposal must be submitted through the Sourcewell Procurement Portal no later than the date and time specified in the Solicitation Schedule. Any other form of proposal submission, whether electronic, paper, or otherwise, will not be considered by Sourcewell. Only complete proposals that are timely submitted through the Sourcewell Procurement Portal will be considered. Late proposals will not be considered. It is the Proposer’s sole responsibility to ensure that the proposal is received on time.
6. Following submission of proposals, negotiations may be permitted.
7.
