1. Can you provide the details of “local vendor preference” as it relates to this RFP please?
This preference shall apply only when (a) the total dollar purchase is ten thousand dollars
($10,000.00) or more; (b) the vendor has a physical business address located and operating
within the limits of City of Conway and has been doing business in the city for a period of
twelve (12) months or more; and (c) the vendor provides proof of payment of all applicable
City of Conway taxes and fees if so requested.
2. Will meters complying with “AWWA C715-18(R22) Cold-Water Meters--Electromagnetic
and Ultrasonic Type for Revenue Applications” be considered for this project? YES
3. Total quantity for each size meter being quoted in this RFP?
Meter size is ¾”, quantity is nine hundred seventy-five (975)
4. Furnish only project or Furnish and Install?
It is a Furnish with the options to install. That is why it says alternate bid.
5. Does the prime contractor need to hold the license to install meters, or can the sub-
contractor hold this license?
The sub-contractor can hold the license.
6. Please confirm the exact ¾ meter spec. i.e. is this a true ¾ x ¾ or a 5/8 x ¾.

8. Number of metering points in the entire system
The City estimates that there or just over 22,000 water meters within the City of Conway’s
service area.

14. Can the City confirm if meter/module installation services are being requested with
the RFP
This RFP is for the AMI network with an alternate bid for 975 ¾” meters.
15. In the RFP documents it states City of Conway has approximately 22,000 water
meters. Question: Is this project for a pilot study only?
No, this is a system change for the existing Badger software.
16. Is the City just looking for a reading system since the meters and endpoints are
alternates?
The City is looking for a new RD# system, we will also change meters if necessary,
to be compatible with the new software.
17. Is the Alternate Bid “Installation (Labor)” an hourly rate to install the meters and
endpoints or infrastructure?
Yes, the hourly rate is only for the installation of meters. This is just an option and
not guaranteed. Please bid it as per hour per meter.
18. Is there a delivery schedule or timeline available?
Expected completion date for the overall project is projected for six (6) months from
implementation. Please indicate your expected or planned completion date, not to
exceed the nine (9) month projection. Providers are required to specify a completion
time on the official request for proposal form. This timeframe does not include
meter change outs. This timeline only includes the infrastructure.
19. What do the 975 meters and endpoints in the Pricing form represent? Are these the
failing meters Conway is looking to replace or are these the operational
maintenance meters? Can the City please clarify? Operational meters. Need only
endpoints.
20. Would Conway consider extending the deadline by 2 weeks to allow for Q&A details
to be provided and then selection of potential partners? Per Addendum 2, questions
regarding this project will be accepting until Tuesday, February 24, 2026.
21. In the Scope of Work, it mentions, “After all of the reading infrastructure is installed,
the City shall begin the process of phasing out all failed meters and/or endpoints
not covered under warranty as well as installing all new meter base/tap settings” –
Does this mean the City plans to install the system if no infrastructure is required
(no collectors, repeaters, or towers)? The referenced language means that once the
selected AMI system required reading infrastructure if any is fully installed and
operational , the City will begin phasing out failed meters and endpoints not under
warranty. Infrastructure needs will depend on the technology proposed by the
selected vendor
22. The RFP states, “A majority of the City’s meters lids have holes available for
through-the-lid kit installation.” Can the City please provide the details and
breakdowns of lids throughout the service territory? Metal with 2in holes drilled to
mount endpoints.
23. The RFP requests, “Reoccurring annual equipment maintenance and software cost,
including hosting and any other fees, shall be itemized and summarized for a total
annual cost.” There is no space to provide this information in the Pricing Form. How
would the City like to see this and other items that are not included in the Pricing
Form in the RFP? Please make your own itemized and summarized form
24. A performance and payment bond is mentioned for contracts in excess of
$50,000.00. Can the City provide parameters for the bond? Is there a form the City
would like completed? Bond Security- Any bid that is in excess of $25,000.00 will be
required to supply a 5% bid bond with their bid. Any awarded contract in excess of
$50,000.00 a performance/payment bond will be required (per Conway City
Ordinance).
When a construction contract is awarded in the excess of
$50,000.00 the following bonds or security shall be delivered to the city and shall
become binding on the parties upon the execution of the contract.
Performance bond in the amount of one hundred (100) percent of the price
specified in the contract.
Either bond may be reduced by fifty (50) percent when determined in writing that a
reduction is necessary or warranted. Bonds may be required on lesser amount if the
circumstances warrant the same.
The City Administrator may waive the bond requirement upon written notification to
the City Council when based upon his/her determination that such bond is
unnecessary.
Forfeiture of bid surety. If the successful bidder does not enter into a contract
within ten days after mailing of notice of award of contract, he shall forfeit and
surety which accompanied his bid, unless the city is responsible for the delay.
He/she shall also be held liable for any cost in excess of his bid surety which the city
incurs in purchasing the goods or services elsewhere; provided, however, that the
city administrator in his discretion may waive this forfeiture.
25. The RFP dictates including a list of materials in a specific order, does it matter
where in the response these items are included (in order)? I.E. can we place all
those materials together at the end of the response document? Yes
26. Does the Certification Regarding Site Visit Prior to Bid need to be completed at the
site visit or can it simply be included as part of the response? The Certification
Regarding Site Visit Prior to Bid form should be submitted as part of the response.
27. Please provide some clarification on exactly what the scope of work is around
installation of meters/endpoints? If possible, please provide an estimate of
quantity/size of meters to be installed/replaced by the provider/contractor vs. what
will be addressed by the city.
Change out all of the CE meters in BOOK 104 and bring back to the City where they
will be placed in a designated area for decommission. Existing ME/Cellular Meter
are also to be changed out only in BOOK 104. These meters can be placed in a
separate designated area for the City to refurbish parts, if necessary, and reuse
elsewhere in the system. 975 ¾” meters only. Contractor will replace all meters and
will bring back to the City yard and place in designated area. From there, the Meter
Department will be decommissioning or refurbishing.
28. The RFP references specifications for meter lid/boxes, but no indication if any are to
replaced/provided by the bidder. Please clarify.
If the contractor reaches a meter box that does not have a hole in the lid for an
endpoint, the City will provide the lids for those applications.
29. The RFP references that some pit lids have already been pre-drilled. Is it possible to
provide an estimated quantity and size of the current hole?
We do not have an accurate count, in BOOK 104, no mass upgrade as occurred, so
it is assumed that most lids are undrilled.
30. What is the current wiring configuration for current meters? If a connector, what
kind (i.e. Nicor or other)? If bare wire, are there 3-wires? And/or do some meters
have no wires coming from the register? Can an estimation be provided of
quantities of each? We do not have an estimate. Mostly Nicor but also have Badger
twist tight connectors
31. The RFP references some meters are currently being read with a Badger cellular
solution. How many are being read through that solution, and how are the other
meters in Conway’s service area being read? For the RFP and its concern to BOOK
104, the current RD# breakdown is as follows: 540 ME, 238 CE, 193 Cellular. These
numbers are for the ¾” meters only. We can provide the numbers for the rest of the
system, if needed.
32. Can the City provide a breakdown of meter size/quantities to be provided?
Meter size is ¾”, quantity is nine hundred seventy-five (975)
33. Can the City please confirm that the ability to download the AMI software to their
server is a requirement for this RFP? Not a requirement
34. Could the City clarify on whether this bid is for the AMI network only and not
meters? This RFP is for the AMI network with an alternate bid for 975 ¾” meters.
35. Some lids do not fit properly. Will you want the contractor to change them out or would the
city like to take care of these? City will take care of those
36. Will the city be responsible for disposing of the old radios and meters? Or will they want the
contractor to take care of the disposal? The City will take care of disposal
37. Is a secure space available for a laydown yard with room for a 40’ conex and (if need be) a
20’ conex, and or warehouse space. Conex boxes if needed.
38. RFP requests an hourly rate for meter installation; we would like to request this be changed
to a “per-meter” cost or provide a more detailed desription of the scope required for this
rate
The hourly rate is only for the installation of the 975 ¾” meters. This is just an option
and not guaranteed. Please bid it as per hour per meter.
39. Should taxes be included in the pricing totals Taxes should be listed on a separate line item
40. The tender requests 20 years of battery life (p. 4, section 8) + the supplier's
commitment to 30 years of operation of the system without replacing end units or other
components even in the event of technological updates (bottom of p. 5) + a minimum
warranty of only one year (p. 4, middle). It is not really clear what the requirement is?
Can you explain this please?
A twenty (20) year battery life warranty shall be provided on each endpoint. If unable
to provide 20 year battery life warranty. Clearly state in proposal, battery life
warranty
All AMI components shall have as a minimum, a one-year warranty, from date of
acceptance for the City.
Proposers shall provide a technology forecast describing the expected evolution of
the proposed water meter reading system over the next 30 years, including planned
