Public Utilities Water AMI System
The City of Conway, South Carolina is inviting Proposals from qualified vendors for the
installation and implementation of an Advanced Metering Infrastructure (AMI) System. The
scope will include the selection and implementation of a Fixed Based System that will work
effectively with the City of Conway’s personnel and existing water infrastructure. The City
reserves the right to delete any section from the bid as it deems appropriate.

The City of Conway is accepting sealed bids for the installation of a new Public Utilities AMI
System.
Located at 2940 Jerry Barnhill Blvd, Conway, SC 29527. Bidders must verify dimensions in
person. Site visit can be scheduled by contacting Wanda Singleton @ 843-248-1770.
The Contractor will be responsible in following all applicable City ordinances, federal, state, and
county laws and regulation. The contractor and surety shall indemnify, defend, and save
harmless the city, all of its officers, representatives, agents and employees against any claim or
liability arising from or based on the violation of any such laws, regulations, ordinances, order or
decree whether by itself or its employees.
Contractor will be responsible for obtaining all permits that are required for these
projects. All bidders must hold Proper License for this work after the bid has been
awarded. Must have a City Business License prior to beginning any work. All work must
be completed and turned into the City in a reasonable time frame.
The City of Conway Public Utilities Department will be available as needed during this project.
Bidders are required to conduct a site visit prior to bidding this project. Site visits can be
scheduled by contacting Wanda Singleton @ 843-248-1770.
The project Public Utilities AMI System will be received in the Procurement Office which is
located at 2940 Jerry Barnhill Blvd., until Tuesday, February 17, 2026 @ 2:00 PM, at which
time only the names of the Offerors and bids amounts will be announced. Any proposal
received later than the specified time /date will not be accepted /considered. Before the final
selection is made, all evaluation factors will be taken into consideration before awarding a
contract for services. City reserves the right to accept or reject any or all bids.
All proposals shall be sealed and list the title of the current bid.

subject requirements provided for in any applicable City of Conway Codes and Ordinances.
REQUEST FOR PROPOSAL
I-1 PURPOSE The Request for Bid for Public Utilities AMI System.
SCOPE OF WORK
The meter reading data collection infrastructure shall be designed, provided, and installed within
The City of Conway’s service area. The infrastructure shall provide complete coverage for all
accounts within the service area for the City of Conway, both inside and outside of the City
limits. Providers shall ensure new meter installation or existing meter conversion is being read
and data is being collected. After all of the reading infrastructure is installed, the City shall begin
the process of phasing out all failed meters and/or endpoints not covered under warranty as well
as installing all new meter base/tap settings. Meters and endpoints shall also be required for the
City’s staff to install as normal reading and associated meter/endpoint maintenance are being
conducted. Also, any new taps added to the City’s service during this project shall require a new
meter and reading equipment installation. Additional information is provided in other areas of
these specifications.
The City presently uses Badger M25 RTR, M70 RTR, E-Series Gen 1 & 2, Master Meter Sonata,
E-Linx, Octaves, Sensus iPERL, Neptune Mach 10 & T10. The city estimates that there are just
over 22,000 water meters within the City of Conway’s service area.
Meter Specifications (if applicable):
- Provide detail specifications of the meter being offered
- Provide installation requirements as it relates to the City’s current meter program
- Include meter reading software required
- Include warranty information
- Provide technology forecast
- Provide advantages of meter being offered.
Any and all meters replaced within the scope of this project:
1. Shall meet or exceed ANSI/AWWA Standard C700, C710, and/or C713 (for accuracy
and pressure loss)
2. Shall comply with NSF/ANSI Standard 61 Annex F and G compliant and tested to
AWWA standards
3. Must be able to be visually read at all times (for residential meters)
4. Zero lead construction
5. Meters may have a brass body with mechanical register and have a visual leak indicator
or all electronic, programmable and hermetically sealed with a tempered glass cover.
6. Mechanical registers, brass and/or composite meters must have a 20-year life cycle and
the appropriate warranty as well
7. If meter is not brass construction, material must be approved by the City and meet all
AWWA standards.

8. Electronic register must have a 20-year life cycle and 20-year battery life guarantee.
9. Electronic registers must have monitoring alarms such as leak detection, reverse flow,
empty pipe, tampering and a battery life but not limited to these listed.
10. A twenty (20) year battery life warranty shall be provided on each endpoint.
11. Must be approved and meet all the City’s specifications and standard details.
12. Describe the cross compatibility of the radio with existing meter types. Provide list of
compatible manufactures.
13. Provide list of available options for MRTU with respect to the number of ports for single
and multi-meter installations.
14. Provide number of daily transmissions sent by the MRTU’s
15. Provide the frequency of readings collected by the MRTU’s.
16. Provide information on the MRTU’s capabilities of transmitting data through metal
and/or polymer meter box lids.
17. Describe the ability of MRTU’s to be used for AMI systems. If units are cross-
compatible, describe the process for converting from AMI and vice-versa.
18. Provide information on the ability of MRTU to operate without malfunction in various pit
conditions, including submerged in a wet pit.
19. Provide information regarding the FCC approval of MRTU’s including which FCC
part(s) the MRTUs have been approved under
20. Provide information on battery life on MRTUs (if applicable)
21. Include the warranties and/or guarantee policy with respect to each item of proposed
equipment. Provide a procedure for submitting warranty claims.
22. Provide Certification File in .csv format with test accuracy information for each meter
shipment.
All meter boxes shall be in accordance with the City’s specifications (e.g. Ford or Mueller
stretch box/long box type).
All AMI components shall have as a minimum, a one-year warranty, from date of acceptance for
the City.
The Provider shall provide all required transportation, labor, material, equipment, cables,
connectors and all other related appurtenances, training and software to install a real-time, two-
way communicating AMI System to read meters, for both existing and future installations, with
the City of Conway’s service area.
As new meter installations and phased out meter replacements are used within the City of
Conway’s service area, the Provider must guarantee that all installations can be read with the
AMI system. Any necessary repeaters, towers, collectors and appurtenances that are needed to
provide this coverage are at the expense of the Provider.
All material used that comes in contact with water shall conform to NSF 61 and NSF 372 lead-
free standards.
The Provider shall make available any and all meters, endpoints, through the lid mounting kits,
antennas, cables, connectors and related appurtenances to the City.

The Provider shall include a guaranteed timeline of new component delivery and warranty
replacement for each item (i.e. data collectors, endpoints, repeaters, meters and registers). The
Provider shall also include a list of their inventory equipment that is maintained and in stock.
The Provider shall not move key personnel in and out of the project during its implementation
but shall assign a single project manager who shall work the project to completion. The project
manager shall be experienced and have been with the company for no less that five (5) years. In
the beginning, the project manager shall meet weekly with key City personnel to provide a
progress report of the project, problems, complaints issues/resolutions; and projected work plan
for the next week.
The Provider must supply any and all information detailing the qualifications their team has in
performing the outlined scope of work.
The Provider must submit and offer the latest, most technologically advance AMI system on the
market today. The Provider must also guarantee that technology, software and/or equipment
advancements, shall not force the replacement of operational equipment before its projected life
cycle of thirty (30) years.
The meter reading system shall be a fixed-base network system that shall continually receive,
store and communicate data to and from meters within the City of Conway service area. On
demand reads must be available in the event a real time is required from the office personnel.
The system shall also allow mobile and manual entry of meter readings. No reprogramming must
be required for the system to allow mobile reads in the event of a network failure. All system
parts furnished (reading equipment, RF transmitters, and meters with absolute encoders) shall be
produced from an ISO 9001 rated manufacture facility.
Meter Reading Specifications (if applicable):
- Provide detailed specifications of software and equipment for the meter reading
technology being offered
- Provide process and equipment requirements as it relates to Owner’s current meter
reading program.
- Include warranty information on equipment
- Provide technology forecast
- Provide advantages of meter reading technology being offered
The meter reading system shall have reporting capabilities that include but are not limited to the
following:
1. No consumption
2. Unread or non-communicating endpoint
3. Hourly meter reading
4. Reverse flow
5. Leak notification
6. Any type of Tamper
