INTRODUCTION
The City of Malibu is requesting written qualifications from Public Safety Patrol Service
Providers for the provision of comprehensive Public Safety Patrol Services throughout the
City neighborhoods and areas of Pacific Coast Highway impacted by the Palisades Fire.
BACKGROUND
The City of Malibu (City) is a coastal city located in the northwestern portion of Los Angeles
County, California, along 21 miles of the Pacific Ocean, with a population of approximately
10,000. The City is a general law city incorporated under California law in 1991. It operates
under the Council/Manager form of government and is considered a contract city. The five
Members of the City Council are elected at large. They serve staggered four-year terms,
with the Mayor selected among the Councilmembers. The City covers approximately 21
miles along the coast and offers a full range of municipal services. The City has 108 full-
time employees and 12 full-time equivalent part-time employees. The city, organized into
seven departments, provides several in-house services, including management and
administrative services, building safety, community services, public safety and
preparedness, environmental sustainability, planning, and public works. Police and fire
services are provided via contract with Los Angeles County. Other services, such as the
City Attorney, water, street maintenance, and garbage collection services, are also
provided by contract or from Los Angeles County. The City’s Adopted Fiscal Year 2024-
2025 General Fund Operating Budget is $61.8 million, and the City’s Overall Operating
Budget is $85.9 million.
On January 7, 2025, the Palisades Fire began in the Santa Monica Mountains hillsides of
Pacific Palisades, extending throughout Pacific Palisades, Topanga, and the City of
Malibu. The fire was contained on January 31, 2025, and the City has been steadfast on
working with all federal, state, county, and private utility partners to ensure an efficient
recovery process since then. Pacific Coast Highway (PCH) remains under resident and
contractor-only closure from Will Rogers State Beach in Pacific Palisades to Carbon
Beach in Malibu due to the widespread damage caused by the Palisades Fire. The
closure is in place until further notice, but it is expected to be lifted this summer, which
would welcome a strong influx of visitors to the city. Many visitors looking to access the
City’s shopping centers, business districts, hiking trails, and beaches would pass through
neighborhoods and areas of PCH heavily impacted by the Palisades Fire, increasing the
risk of criminal activity.
Currently, the California National Guard’s Military Police Brigade provides public safety
coverage at all canyon road entrances and access checkpoints within the burn area;
however, they’re expected to withdraw their resources prior to the summer. Though
support will be provided by the Los Angeles County Sheriff’s Department (LASD) as
needed, LASD has resumed pre-Palisades Fire operations, and the burn area will have
decreased law enforcement presence as a result. To deter potential criminal activity and
achieve more consistent public safety surveillance during an influx of visitors that is
expected after a potential PCH opening, the City aims to add public safety patrol services
throughout the areas of concern.

The ideal Public Safety Patrol Service Provider will provide public safety vehicles for each
assigned on-duty public safety patrol staff member. City-issued decals are to be attached
to each public safety patrol vehicle while operating within the City. Each staff member is
to follow uniform policies and a code of conduct in accordance with the hiring of a public
safety patrol service provider. Community member inquiries outside of the scope of work
are to be handled by City staff.
SCOPE OF WORK
The City is requesting written qualifications from public safety patrol providers for the
provision of comprehensive public safety patrol services for up to a two-year period.
The professional services provider will be required to perform the following:
1) Conduct Public Safety Patrol Services in neighborhoods impacted by the Palisades
Fire and areas within the resident and contractor-only closures, including the
neighborhoods of Big Rock, Calle del Barco, Las Flores, La Costa, Rambla
Vista/Pacifica, Carbon Canyon, and along the stretch of the Pacific Coast Highway
within the burn area.
2) Coordinate with City staff and the Los Angeles County Sheriff’s Department to
develop coverage schedules to maximize effectiveness and prevent duplication of
effort.
3) Conduct routine check-ins with the City’s Public Safety Department to provide an
overview of criminal activity, community behavior, traffic, and other concerns
occurring within the patrol areas.
4) Contact the Los Angeles County Sheriff’s Department, as needed, to respond to
criminal activity in the patrol areas, including theft, arson, vandalism, and more.
5) Contact the City’s Parking Enforcement Team, as needed, to respond to illegal
parking that poses public safety hazards.
6) Participate in community meetings, as needed, to provide insight into public safety
patrol coverage and gain knowledge about areas where additional patrols will be
required.
7) Be available to the City’s Public Safety Department, the Los Angeles County
Sheriff’s Department, and Los Angeles County Fire Department and Paramedics to
respond to requests for service during operation periods, which include scaling up
or scaling down patrol coverage.
THE QUALIFICATIONS PROPOSAL
Each qualifications proposal must include the following information:

a. Provide a summary of the company’s qualifications, credentials, and
experience related to the project.
b. Describe the size of your company and indicate the principal company
official(s) and other personnel assigned to work on behalf of your company.
c. Provide a list of three of the company’s prior clients with contact information
(names, titles, addresses, phone numbers, and email addresses) for the
appropriate people at the client organization that the City can contact.
2. Understanding of the Scope of Work
Provide a narrative reflecting the company’s understanding of the scope of work and
a detailed qualifications proposal for implementing the project.
3. Professional Services Agreement
The selected company must use and comply with the terms and conditions of the
City’s standard Professional Services Agreement, as provided in the attachment to
this RFQ.
4. Insurance
The company must be able to supply a Certificate of Liability Insurance.
5. Litigation
Firms are required to list past, current, or pending litigation resulting from professional
services rendered over the past five years. If a court or an arbitrator rendered a
decision, state the results.
6. Fees
Under a separate cover, provide a rate proposal for the services to be provided that
includes personnel costs, overhead, and supplies needed to support the public safety
patrol operations. The City is requesting a rate proposal for an 8-hour per day shift,
12-hour per day shift, and 24-hour per day shift. The number of personnel and hours
of service are to be determined.
PROPOSAL PROCEDURE
Clarifications: The City will respond to requests for clarification to the RFQ in written
Addendum(s), as needed. Inquiries should be directed by email only to Susan Dueñas at
SDueñas@MalibuCity.org. No verbal requests will be accepted. All requests for clarification
must be received by Friday, April 18, 2025, at 4:00 p.m.
RFQs shall be submitted electronically to SDueñas@MalibuCity.org no later than 4:00 p.m.
on Wednesday, April 23, 2025. All submissions received after the deadline will be
considered non-responsive. The City reserves the right to extend the deadline or accept a
late submittal with good cause shown. No faxed or emailed proposals will be accepted.
Response Preparations: No reimbursement will be made by the City for costs incurred in
the preparation of the response to this request for qualifications. Submitted materials will
not be returned and become the property of the City of Malibu.

Right to Reject Proposals: Submission of qualifications indicating acceptance by the
company of the conditions contained in this request for qualifications unless clearly and
specifically noted in the proposal submitted and confirmed in the agreement between the
City of Malibu and the organization selected. The City reserves the right without prejudice
to reject any or all proposals.
