PROJECT SUMMARY
Quigley Memorial Stadium Redevelopment, Programming, and Partnership Opportunity.
The City of West Haven is seeking proposals from qualified organizations, institutions, non-
profit organizations, sports organizations, educational institutions, investors, philanthropic
foundations, and private entities interested in partnering with the City to revitalize and enhance
Quigley Memorial Stadium, located at 362 Front Avenue, West Haven, Connecticut which is 7.6
acres of land in total.
This Request for Proposals (RFP) is issued solely to gather information regarding potential
partnerships, funding opportunities, programming concepts, and long-term operational models
that would preserve Quigley Stadium while increasing public use and economic benefit to the
City of West Haven.
This RFP is a solicitation for proposals and is intended to result in the award of a contract.

Respondents are required to submit One (1) original and three (3) copies in a sealed envelope. must
be clearly marked "RFP#2027-04 Quigley Memorial Stadium". Proposals will be opened in the
Procurement office upon bid closing. Address: 3rd flr, 355 Main St West Haven, CT. They will be
open at 12:00pm on 09/17/2026. Proposals received after this time and date specified above will be
rejected. No oral, telephonic, emailed, or faxed corrections, deletions, or additions to any response
shall be accepted. The City reserves the right to reject any or all responses, and to waive any or all
formalities in connection with this request. Proposals which do not incorporate our requested format,
including quoting items as described, will not be considered. Unless otherwise stated in the
solicitation. No alternate responses will be considered unless alternate responses are specifically
requested by the City. The City reserves the right to award multiple vendors under this solicitation.
A response to this solicitation does not permit the City to award a contract, to pay any costs incurred
in the preparation of a response to this request, or to procure the city contract for services, supplies
or equipment. The City will not award to any respondent who is not qualified under applicable
Federal, State and local laws and regulations.

BACKGROUND
Quigley Memorial Stadium is one of Connecticut's historic baseball venues. Constructed in
1947, it formerly served as the home of the West Haven Yankees, West Haven Whitecaps, and
West Haven Athletics. Today, the stadium continues to host local amateur baseball.
The City has also explored historic preservation opportunities, and community discussions have
included expanding the stadium into a multi-use sports venue while preserving its historic
character.
The City of West Haven envisions Quigley Memorial Stadium as a restored, vibrant community
asset that honors its rich baseball heritage while serving as a year-round vendue for athletics,
recreation, education, entertainment, and community events. Through partnerships with public,
private, nonprofit and educational organizations, the City seeks to transform Quigley Stadium
into a regional destination that improves quality of life for residents, attracts visitors, and
stimulates local economic development, while preserving an iconic piece of West Haven's
history for future generations.
PROJECT OBJECTIVES
The City seeks innovative ideas that preserve this important city asset while creating new
recreational, economic development, tourism, and community engagement opportunities. As well
as the City concepts, strategies, and partnership opportunities to guide the future redevelopment

and long-term sustainability of Quigley Stadium. Respondents are encouraged to propose ideas
that preserve and celebrate the stadium's historic significance while enhancing public safety,
accessibility, and overall functionality. The City is particularly interested in solutions that expand
year-round recreational and community use, create new opportunities for youth and adult sports
programming, attract regional and tournament-level sporting events, stimulate economic activity,
encourage private investment, and reduce long-term operating and maintenance costs. The
ultimate vision is to transform Quigley Stadium into a vibrant, multi-purpose destination that
serves residents, attracts visitors, and provides lasting social and economic benefits to the
community.
FUNDING OPPORTUNITIES
Information from organizations with experience identifying, securing, or facilitating funding
opportunities to support the redevelopment, operation, and sustainability of Quigley Stadium.
Respondents are encouraged to describe potential financing strategies, funding sources, or
partnership models that could be leveraged for the project, including but not limited to private
capital investment, naming rights agreements, corporate sponsorships, sports tourism and
recreation development funding, public-private partnerships (P3s), long-term lease arrangements,
and facility partnerships. The City welcomes innovative financing approaches that reduce the
financial burden on the West Haven taxpayers while supporting successful redevelopment and
ongoing operation of the stadium.
POTENTIAL FACILITY IMPROVEMENTS
Potential Facility Improvements include but may not be limited to providing recommendations
for the renovation, modernization, and long-term enhancement to Quigley Stadium and its
surrounding facilities. Responses should address potential improvements to athletic
infrastructure, spectator amenities, accessibility, operational efficiency, and sustainability. Areas
of interest include, field reconstruction, irrigation and drainage systems, evaluation of synthetic
turf versus natural grass, stadium seating, ADA accessibility improvements, restroom and
concession facilities, press box renovation, scoreboard replacement, LED sports lighting, parking
enhancements, security systems, Wi-Fi infrastructure, sound systems, locker rooms, batting
cages, practice fields, walking paths, landscaping, and environmental sustainability initiatives.
Respondents are encouraged to recommend innovative design concepts, technologies, and best
practices that will improve the functionality, resilience, and overall user experience while
supporting the City's vision for premier regional sports and community destination.
Regarding information from organizations interested in the future use, operation, and
enhancement of Quigley Stadium. Respondents should provide a comprehensive overview of
their organization, including the legal name of the organization, the number of years it has been
in operation, its mission and purpose, and a description of relevant experience managing,
operating, developing, or programming comparable athletic, recreational, entertainment, or
community facilities. Respondents are encouraged to highlight qualifications, successful

projects, and any experience working with municipalities, educational institutions, nonprofit
organizations, or public-private partnerships.
Respondents should also describe their interest in the Quigley Stadium project and present
their overall vision for the facility. The response should explain the intended use of the
stadium, the types of activities and programming that would be offered, and how the
proposed use would support recreational, educational, cultural, athletic, or economic
development objectives for the City. Respondents should estimate the anticipated number of
events to be held annually, projected annual attendance, and describe the expected
community benefits, including opportunities for local organizations, youth programs,
tourism, economic activity, and public access.
The City also requests information regarding the respondents' proposed financial approach to
the project. Responses are to identify the estimated capital investment required, available
financing sources or funding commitments, and any other financial resources. Respondents
should discuss potential sponsorship opportunities, naming rights, advertising, fundraising
initiatives, or revenue-generating partnerships, and describe any proposed public-private
partnership structure, including the respective roles and responsibilities of the City and the
respondent.
In addition, respondents should provide an overview of their proposed operational approach
for Quigley Stadium. This should include anticipated maintenance responsibilities,
scheduling and facility reservation procedures, staffing plans, security and public safety
measures, and day-to-day operational management. Respondents should also identify
potential revenue generation opportunities. including concessions, ticket sales, facility
rentals, tournaments, special events, sponsorships, and other income-producing activities
that would contribute to the long-term financial sustainability and successful operation of the
facility.
EVALUATION CRITERIA
The City will evaluate Respondents' proposals based on factors including, but not
necessarily limited to, a review of the proposed use(s) and development scope,
Respondents' capacity to complete the project. Specifically, the City will evaluate, for each

best interest of the City. This RFP does not obligate the City to accept any proposal, award a
contract, or pay any costs that Respondents incur in the preparation or submission of
proposals.
