All responsible sources may submit a proposal as long as it complies with the RFP requirements.

The Government is planning a Pre-Proposal Conference and the date for this conference will be in the solicitation.
Pursuant to FAR 4.1102(a) Offerors are required to be registered in SAM at the time an offer is submitted in order to comply with the annual representations and certifications requirements. Therefore, you are encouraged to complete the registration process and have an active account in sam.gov prior to proposal submission.
