Summary

This RFA is being released for Public Facilities & Improvement and Housing Rehabilitation activities. This RFA is an opportunity for qualified organizations to submit Applications to Orange County Community Resources (OCCR), a division of the County. OCCR plans to contract with applicant’s who meet the requirements of this solicitation to provide the service below. Please refer to the General and Funding Information section for anticipated terms of contract(s).

Public Facilities & Improvements (PF&I)- Application A

High Priority PF&I projects include:

  1. Parks and Recreation Facilities
  2. Senior Centers
  3. Homeless Facilities
  4. Neighborhood Facilities
  5. Water/Sewer Improvements
  6. Street and Lighting Improvements
  7. Sidewalk Improvements

PF&I projects must constitute and meet one or more PF&I High Priority Projects.

Housing Rehabilitation (HR)- Application B

High priority projects for HR are projects that strengthen, preserve, and enhance the physical character and quality of life in Orange County’s low-and moderate-income neighborhoods, including the housing stock.

Applicants may submit Applications for one HR and/or one PF&I project and waitlisted project requested in this RFA. Separate Applications are required for each service type. Complete Application A for Public Facilities and Improvements, and Application B for Housing Rehabilitation.

Metropolitan Cities – Metropolitan Cities will also be funded U.S. Department of Housing and Urban Development (HUD) allocated amounts using the County as Pass Through Entity, and will not have to participate in this RFA process.

Background

INTRODUTION

Orange County Community Resources (“OCCR”), a division of the County, invites the submission of 24 CFR 570 Community Development Block Grant (“CDBG”) CFDA # 14.218 funded Public Facilities & Improvements (“PF&I”) and Housing Rehabilitation (HR) Applications which meet a high priority need as outlined in the County’s FY 2025-29 Consolidated Plan and Citizen Participation Plan. Applications, which are awarded funding, will become part of the Urban County’s Annual Action Plan, to be submitted to HUD, by May 2026.

BACKGROUND

The Orange County Urban County Program is comprised of twelve (12) cities with populations under 50,000 (participating cities), two (2) cities, Placentia and Yorba Linda, with populations over 50,000 (metropolitan cities) and unincorporated areas of Orange County. The twelve (12) participating cities include Brea, Cypress, Dana Point, Laguna Beach, Laguna Hills, Laguna Woods, La Palma, Los Alamitos, San Juan Capistrano, Seal Beach, Stanton, and Villa Park. These cities are not eligible to receive Community Planning and Development (“CPD”) program funds directly from the U.S. Department of Housing and Urban Development (“HUD”) and have opted to participate in the CPD programs through the Urban County Program. The cities of Placentia and Yorba Linda, with populations of over 50,000, are eligible to participate in the CPD program as an entitlement jurisdiction and have elected to join with the Urban County Program as a metropolitan city.

Public Facilities and Improvements: Under the CDBG Program, grantees may use funds to undertake a variety of public facilities and public improvement projects. In general, public facilities and public improvements are interpreted to include all facilities and improvements that are publicly owned, or that are owned by a nonprofit and open to the general public as further defined in 24 CFR 570.201 (c). As in prior years, Public Facilities and Improvement Applicants must complete one application for each year in this RFA process (FY 2026-27).

Housing Rehabilitation: Under the CDBG Program, grantees may use funds to undertake a variety of Housing Rehabilitation projects. In general HR is interpreted to include single and multiple residential units as further defined in 24 CFR 570.202. Housing Rehabilitation Applicants must complete one Application for a three-year funding cycle in this RFA process (FY 2026-27, FY 2027- 28 and FY 2028-29).

To ensure integrity and reliability, the Application review process is applied to each application on a consistent basis. In addition, maximum flexibility has been built into the Application review process to ensure that Federal and local resources are available to assist the County in meeting its Community Development needs. Although OC Housing and Community Development staff is available to provide any needed technical support.
