PUBLIC ANNOUNCEMENT OF INTENT TO SOLE SOURCE ARCHITECT-ENGINEERING (A-E) TITLE II SERVICES TO THE DESIGNER OF RECORD, KENNETH HAHN, ARCHITECTS FOR MILITARY WORKING DOG KENNEL, McCONNELL AFB, KS

The 22nd Contracting Squadron, intends to solicit and negotiate with only one source in accordance with U.S.C. 3204(a)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, for the post award construction A-E Title II site and inspection services in support of the construction Project 195777, Construct Military Working Dog (MWD) Kennel, located at McConnell AFB, Wichita, KS. Kenneth Hahn, Architects is the original Designer of Record (DOR) for this project and is deemed to be the most highly qualified to perform this requirement.

Title II construction phase services include professional engineering DOR reach-back services. Through the development of the 100%, issued for Construction Design, Kenneth Hahn, Architects, has the highly specialized experience and past performance sufficiently linked and logically related to the original design intent relevant to this requirement.

As DOR, Kenneth Hahn, Architect has knowledge of the design which allows for a uniquely efficient ability to provide the Government support in responding to requests for information, clarification of design criteria, review of submittal documents, and oversight of on-site construction adherence to the design. This efficiency in their ability to respond to aspects of the design provides for a valuable savings in time and cost to the Government. Award to any other A-E source is not a viable option/alternative since the Air force has invested in DOR liability for design, the Government has determined that the identified contractor is the “only one responsible source” as defined by FAR 6.301-1(a)(2)(ii) for the required services.

This Notice of Intent is NOT a request for competitive proposals, bids, quotations or SF 330 Capability statements. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. Information is NOT requested but if received will be considered solely for the purpose of determining whether to conduct future competitive procurements.

The provided synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The Government does not intend to pay for any information provided under this notice.

Synopsis

The following Title II services are required:

The Contractor will furnish post award construction A-E Title II site and inspection services for the MWD Kennel as required in connection with the Statement of Work (SOW)(See Attach1).

1. Quality Assurance Construction Inspection Services. The A-E will perform on-site surveillance throughout construction as needed. The A-E will provide on-call architectural and engineering response to quality control issues that may arise during the contract execution of projects originally designed by the contracted DOR. Address Requests-For-Information (RFIs), confirming accuracy of the RFI information based on current site conditions.

2. Review and develop draft response for construction submittals for Government use. The A-E will be required to perform submittal reviews, attend site visits as requested by the Government, assist with cost estimates, modification and changes as a result of unforeseen site conditions.

3. The A-E will analyze problems, determine a solution and provide documentation such as drawings, additional specifications, etc. as needed to clearly convey to the government and the construction contractor the construction work required to resolve the issue.
