The Pennsylvania State Police (PSP), Bureau of Patrol (BOP) is issuing this Invitation for Bid (IFB) to procure radars, antennas, and accessories per the attached specifications. This is a no substitute solicitation.

Questions must be submitted in writing to RA-SPPSPBIDS@PA.gov no later than February 17, 2026 at 11:00 a.m.

All bids must be submitted through the PA supplier portal at www.pasupplierportal.state.pa.us

The Reciprocal Limitations Requirement Act form (GSPUR-89) and Worker Protection and Investment form (BOP-2201) provided must be completed by an authorized vendor representative and uploaded with bid submission.

ONLY ELECTRONIC BID RESPONSES WILL BE ACCEPTED FOR SUBMISSION. All bidders are responsible for monitoring the DGS eMartketplace website to view any change notices for this IFB. The change notices shall become incorporated as part of this bid. In order to submit a bid response, vendors must be registered. To register, obtain a vendor number, and to allow for submission of an online bid, please visit www.pasupplierportal.state.pa.us

I-1. Statement of the Project.

A. The Pennsylvania State Police (PSP), Bureau of Patrol (BOP) is issuing this Invitation

for Bid (IFB) to procure radars, antennas, and accessories. These specifications and

quantities are set forth in these specifications as for all related products and services.

This is a no substitute solicitation.

I-3. Manufacturer Authorization

A. If the Offeror submitting a response to this IFB and is not the original manufacturer of

the equipment being provided, the Offeror must submit a Manufacturers Authorization

Letter which clearly states the Offeror is authorized to provide the OEM’s equipment

and services required by this IFB. The Manufacturers Authorization Letter must

reference “IFB 6100065321 – PSP BOP Radars, Antennas, and Accessories”

I-5. Delivery Special Instructions

A. Delivery will be in two shipments. The first will be following award of bid, consisting of 20

of Product 7000, 20 of Product 1629, 130 of Product 833 and 130 of Product 845. The

second shipment will be in August with the remaining 165 of Product 845 and 165 of Product

833. All unit pricing should include any applicable shipping and handling costs.
