The purpose of this RFP is to fund a VPP or DERMS to be located in the District at site(s) to be identified by the Offeror. The project funded by this RFP should be designed to provide insights and new learnings to assist the Commission in identifying technologies and policies that can be implemented in the District to modernize the distribution energy delivery system for increased sustainability. | Karen M. SECTION I. Questions and Answers
Question 1
Would a potential VPP site outside of the District of Columbia (i.e., Beltsville, MD) be
allowed?
Answer
Per Section A.2 of the RFP- The purpose of this RFP is to fund a VPP or DERMS to
be located in the District at site(s) to be identified by the Offeror; therefore, the
Commission will not consider a site outside of the District of Columbia.
Question 2
According to the RFP under Section D.4.3.1 Preliminary Implementation Plan and Schedule
(15 Points) “Offerors are required to include a preliminary implementation plan, schedule,
and milestones as part of their initial proposal, in accordance with Sections B.1.1. and B.3.
of this document." Section B.3 includes the “Applicable Documents and Resources.” Is
"B.3" an error and the PSC meant to reference "B.1.3"?
Answer
Delete in its entirety: Offerors are required to include a preliminary implementation
plan, schedule, and milestones as part of their initial proposal, in accordance with
Sections B.1.1. and B.3. of this document.
And Replace with:
“Offerors are required to include a preliminary implementation plan, schedule, and
milestones as part of their initial proposal, in accordance with Section B.1
of this document”.
Question 3
RFP page 18, section D.4.4.1 Organizational Overview asks for a copy of the Equal
Opportunity/Affirmative Action Policy. Does this apply to only principal firms or
subcontractors as well?
Answer
This is applicable to the principal firm and any subcontractor or joint venture partner
firms.
Question 4
Section C.2.1 requires that Certified Business Enterprises, with preference for small
business enterprises; must perform work equal to at least 35% of the contract value, unless
they are the prime Awardee. Would the Commission consider expanding this requirement
to consider other small, disadvantaged businesses (such as minority- or woman-owned)
eligible to meet the 35% requirement?
Answer
No, the Commission requires 35% participation by firms certified by DSLBD.
