Request for Proposal

PROVISION of PROJECT MANAGEMENT SERVICES Hamlet of Tees – Reservoir and Bulk-Fill Station Engineering Management and Construction Management

Lacombe County Council has recently determined to construct a new reservoir and fill
station which will fill larger water trucks more efficiently than the County’s existing bulkfill
station in the area (located in Mirror). Functionality, scalability and versatility of this
new station is important, use of this filling station may range from 20 Litre residential
refillable water bottles to 62,000 Litre B-Trains.

Additionally, the Public Works Storage Building in Figure 1 would also be supplied by
this new reservoir and fill station.

Furthermore, Council’s intention is to connect the future Hamlet of Tees water
distribution system to this facility. The facility needs to be adaptable and intentionally
designed for this future distribution system. A seamless integration from a bulk water
truck fill to include a distribution system is critical. Costly and invasive modifications
to this new facility soon after construction would be highly inefficient and undesirable.

By submitting a response to this RFP, each Proponent accepts its terms and
conditions. In addition, by submitting its response each Proponent waives all
claims, rights, demands and the benefit of any provisions of any statute, rule of law
or regulation that might adversely affect the rights of Lacombe County under this
RFP.

Proponents are not to make any public statements about the proposal process
without the prior written permission of Lacombe County.

By submitting a Proposal the Proponent, and each firm, corporation or individual
member of the Proponent, represents and confirms to the Owner, with the
knowledge and intention that the Owner may rely on such representation and
confirmation, that its Proposal has been prepared without collusion or fraud, and
in fair competition with Proposals from other Proponents.

Lacombe County is to rule as non-compliant the proposal(s) of any proponent(s)
who seek to canvass or deliberately contact a Lacombe County Councillor or
Lacombe County staff member other than the Lacombe County Contact Person
(or other such person as the Lacombe County designates), in relation to the
proposal and in a manner which attempts to or could influence the outcome of the
proposal.

Proposals shall be irrevocable and open for acceptance by the Owner for a
period of 90 calendar days following the RFP Close Date.

Lacombe County reserves the right to reject any and all proposals or cancel this
RFP at any time and for any reason without any obligation or any reimbursement
compensating any proponent.
