SECTION 6/CAMPBELL AIRSTRIP ROAD LIMITED ROAD SERVICE AREA (LRSA)
The Section 6/Campbell Airstrip Road Limited Road Service Area (LRSA) consists of approximately 9.2 miles of
roads, of which 0.1 miles are graveled, 3.2 miles are paved (A/C pavement) and 5.9 miles are RAP surfaced, as
depicted in Exhibit A, Street Names/Section 6/Campbell Airstrip Road LRSA Boundary and shown in Exhibit B,
Section 6/Campbell Airstrip Road LRSA Map.
This Contract is for year-round road maintenance services for snow clearing, ice ripping, sanding, steam thawing,
summer road surface maintenance (see Section 5 of Scope of Work/Technical specifications), culvert and drainage
maintenance, brush cutting and other basic right-of-way maintenance. However, under the State of Alaska
Department of Labor Title 36, the Laborers’ and Mechanics’ Minimum Rates of Pay may apply for such services
and must be paid accordingly.
Unless otherwise indicated, all bid items shall include a fully qualified operator. See Section 8. E., of the Scope of
Work/Specifications regarding qualification of operators. No substitute of equipment will be allowed after opening
of bids or before the contract is executed by the Municipality of Anchorage.
Payment shall be on hours equipment is actually utilized within the service area. Unless otherwise specified in this
document the Contractor will be paid a minimum of two (2) hours for each piece of equipment responding to a call
out.
MINIMUM EQUIPMENT REQUIRED FOR THE CONTRACT RATE

Description
2015 Model Minimum Grader (Cat 140M3, equal or better), AWD with fourteen foot (14’)
standard grading blade, hydraulic snow gate, hydraulic snow wing, rear ripper, six radial all
season sipped tires (Bridgestone V-Steel Snow Wedge or equivalent), and six tire chains,
“Stay Back 50 Feet” signs, rear backup light (flood lamp type), amber strobes rear, tow
chain/cable/strap and reflectors/flares. At minimum, one grader shall include a 10 foot
righthand, grader-mounted wing. Additionally, equipment shall meet all State of Alaska Division
of Motor Vehicles (SOA DMV) requirements. At the discretion of the Administrator, 3/4 inch
serrated cutting edges shall be used and shall be paid at an additional 7% of the bid rate. No
additional charge may be included for mounting or dismounting any additional equipment
whether or not prescribed. Year-Round Use.

Description
2005 Model minimum Water/Flusher Truck, 2500 gallon minimum capacity tank. Flushing
capabilities shall include producing between 90-100 lbs of water pressure with minimum of two
nozzles in the open position. One flusher and one watering nozzle front, one flusher nozzle
side, two rear watering nozzles, and one top mounted adjustable water cannon with cab-
mounted remote controls for directional and variable spray nozzle or rear hose reel with 50 feet
minimum length of hose for manual watering. Necessary hydrant permits and meters

Description
2005 Model Minimum Chassis mounted, fully enclosed van with mounted 2010 Model
Minimum Steam Boiler / Steam generator with operator & 1 laborer, Minimum of 1,300,000
BTU per hour heat output. Boiler shall provide a rated evaporative capacity of minimum
1,000 pounds of water per hour with a 20 percent overload capacity. Boiler shall have a
minimum capacity of 500 gallons of water and 100 gallons of fuel. Rate shall include boiler
operator and one (1) laborer. See Section. 4. for additional equipment, accessories, and
tool requirements. Beacons, related safety equipment, exterior flood lights, studded snow
