REQUEST FOR PROPOSALS
The Little Rock Workforce Development Board (LRWDB) hereby solicits proposals from qualified consultants and/or facilitators to provide outreach & communications services of up to $20,000 per annum to the LRWDB for the Workforce (WIOA) Programs. Applicants must be qualified consultants or facilitators with at least 5 years of experience, preferably knowledgeable of WIOA and current trends in workforce development, and competent in the creation of reports, documents, facilitation plans, website updates and any variety of responses to ensure compliance with federal, state and local regulations.
A detailed template for submitting proposals will be available after 12:00 p.m., July 13, 2026 by request online at www.lrworkforce.com or by request at the contact named below. Each written email request must include a contact name, a return physical address, an email address and a telephone number where by changes and alerts to the RFP can be made.

One (1) signed original in PDF format must be emailed to WJ.Monagle@arkansas.gov no later than 5:00 p.m., July 20, 2026. Proposals must be submitted as specified in the request for proposal package. Selection will be based on cost and an evaluation of the offeror’s responsiveness to all areas of the RFP. Funds utilized for the purpose of responding to this RFP may not be included in final or actual funding amounts. The LRWDB reserves the right to accept or reject any or all of the proposals received, to negotiate with selected entities, or to cancel this RFP in part or in its entirety.
