1.0 GENERAL INFORMATION
1.1 Purpose
The Municipality of Anchorage (MOA), Solid Waste Services (SWS) Department,
seeks proposals from qualified firms to provide Operations and Maintenance at Risk
(OMAR) advisory services in support of the planning and design of a Waste-to-
Energy (WTE) facility. The selected OMAR firm will provide operational input and
guidance to inform facility design decisions, with emphasis on long-term operational
success, including operability, safety, maintainability, reliability, and regulatory
compliance. Partnerships/subcontracting arrangements are encouraged where the
combined value of parties involved adds to the total experience and ability of the
proposer; however, MOA will require to engage with a single firm or entity with
business operations in Alaska and an Alaskan registered office.
The selected O&M advisory services provider will function in a "shadow operator"
capacity, offering practical, experience-based input across all aspects of project
development to help ensure the proposed facility is operationally feasible, efficient,
and effective. Services will include, but are not limited to, providing design-phase
operability reviews, operations-driven cost intelligence, advising on operational
logistics and maintenance planning, supporting stakeholder engagement as part of
an integrated project team, and contributing to the development of the facility's
operations and maintenance approach. The detailed scope of work is outlined in
Section 3.0 of this RFP. The OMAR will collaborate closely with the Municipality, its
Program Management Office (PMO), the design consultant, and its Construction
Manager-at-Risk (CMAR) consultant to support informed decision-making and to
promote cost certainty, constructability, operability, schedule reliability, safety, and
overall project success.
Subject to satisfactory performance during the planning and design phases, the
selected firm may be afforded the opportunity to enter into negotiations with the
Municipality of Anchorage for a future contract to provide operations and
maintenance services for the constructed and commissioned facility. In addition, the
Municipality may consider, at its sole discretion and subject to separate procurement

processes and required approvals, additional commercial arrangements, including a
Power Purchase Agreement, if such arrangements are determined to be in the best
interest of the Municipality.
The issuance of this RFP and receipt of proposals does not obligate the Municipality
of Anchorage to award a contract or to proceed with the Project as currently
contemplated. The Municipality reserves the right, in its sole discretion, to modify the
scope, schedule, or sequencing of the Project, or to delay, suspend, or discontinue
advancement of the Project based on funding availability, regulatory considerations,
policy decisions, or other factors determined to be in the Municipality's best interest.
In such event, the Municipality shall have no obligation beyond payment for
authorized services satisfactorily performed in accordance with the contract.
1.2 Background
The Municipality of Anchorage (MOA) is evaluating the development of a Waste-to-
Energy (WTE) facility at the Anchorage Regional Landfill (ARL). The facility is
intended to combust municipal solid waste to generate electricity for distribution to
the Alaska Railbelt grid, increasing landfill life and supporting MOA sustainability and
energy resiliency goals. In addition, the WTE complex will utilize biosolids as a fuel
source. A portion of the power generated by the WTE facility will power a
contaminated soils treatment system capable of destroying PFAS and PFOA. The
WTE facility is envisioned to produce approximately 25 MW of electricity utilizing
1000 tons per day of solid waste from the MOA.
The MOA Program Management Office (PMO) has been established to lead the
project's conceptual planning, design, and permitting efforts. These responsibilities
include siting analyses, waste-shed analysis, waste characterization, preliminary
facility design, environmental permitting, community and stakeholder engagement,
capital and O&M cost and revenue modeling, identification of regulatory and
approval pathways, and development of the overall project schedule. The
program's objective is to deliver a Waste-to-Energy facility that provides long-term
strategic utility benefits while addressing existing and emerging environmental
liabilities for the Municipality of Anchorage and the State of Alaska.
Given the project's complexity and the number of external interfaces-including
regional waste supply, environmental permitting, community engagement, and grid
interconnection-early and sustained engagement with an operational partner is
critical. Securing electrical utility input for all phases of the project design and
construction provides essential guidance on system capacity, interconnection
feasibility, export limitations, protection and control requirements, statutory/legal
requirements and operational standards. This engagement ensures that design
assumptions are compatible with the Railbelt grid's technical, regulatory, and
operational frameworks, thereby reducing late-stage design risk, expediting
approvals, and improving overall project viability.

1.3 Questions

1.4 Preparation Costs
The Municipality will not be responsible for proposal preparation costs, nor for costs
including attorney fees associated with any (administrative, judicial, or otherwise)
challenge to the determination of the highest ranked Proposer and/or award of
contract and/or rejection of proposal. By submitting a proposal each Proposer agrees
to be bound in this respect and waives all claims to such costs and fees.
2.0 RULES GOVERNING COMPETITION
2.1 Examination of Proposals
Proposers should carefully examine the entire RFP and any addenda thereto, and
all related materials and data referenced in the RFP. Proposers should become fully
aware of the nature of the work and the conditions likely to be encountered in
performing the work.
2.2 Proposal Acceptance Period
Award of this proposal is anticipated to be announced within 150 calendar days,
although all offers must be complete and irrevocable for 180 calendar days following
the submission date.
2.3 Proposal Format
Proposals are to be prepared in such a way as to provide a straightforward, concise
delineation of the Proposer's capabilities to satisfy the requirements of this RFP.
Emphasis should be concentrated on
1) conformance to the RFP instructions.
2) responsiveness to the RFP requirements.
3) completeness and clarity of content.

All proposals must be signed (electronically through BidExpress or manually/
DocuSign) by an officer or other agent of a corporate vendor if authorized to sign
contracts on its behalf; a member of a partnership; the owner of a privately-owned
vendor; or other agent if properly authorized by a power of attorney or equivalent
document. Signature on the "Letter of Transmittal" (See Paragraph 4.3) will meet this
requirement.
Failure to sign the Proposal is grounds for rejection. The name and title of the
individual(s) signing the proposal must be clearly shown immediately below the
signature.
2.5 Proposal Submission Requirements
Proposers may submit their proposals following the processes stated in 2.5.1 or
2.5.2, but not both.

complete proposal, including attachments.
2.5.2.3 All copies of the proposals shall be submitted in a single
sealed cover which shall be plainly marked as a Request for
Proposal Response with the Number and Title prominently
displayed on the outside of the package.

2.6 News Releases
News releases by or on the behalf of any Proposer pertaining to the award resulting
from the RFP shall not be made without prior written approval of the Municipal
Purchasing Director.
2.7 Disposition of Proposals
All materials submitted in response to this RFP will become the property of the
Municipality of Anchorage. One copy of the submitted material shall be retained for
the official files of the Purchasing Department and will become public record after
award of the Contract.
2.8 Oral Change/Interpretation
No oral change or interpretation of any provision contained in this RFP is valid
whether issued at a pre-proposal conference or otherwise. Written addenda will be
issued when changes, clarifications, or amendments to proposal documents are
deemed necessary by the Municipality.
2.9 Modification/Withdrawal of Proposals
A Proposer may withdraw a proposal at any time prior to the final submission date
by sending written notification of its withdrawal, signed by an agent authorized to
represent the agency. The Proposer may thereafter submit a new proposal prior to
the final submission date; or submit written modification or addition to a proposal prior
to the final submission date. Modifications offered in any other manner, oral or written
will not be considered. A final proposal cannot be changed or withdrawn after the
submission date, except for modifications requested by the Municipality after the date
of receipt and following oral presentations.
Modifications to electronically-submitted proposals may be made any time prior to
the proposal deadline using BidExpress.
2.10 Late Submissions
PROPOSALS NOT RECEIVED BY THE DATE AND TIME AND AT THE
LOCATION SPECIFIED IN THE RFP COVER LETTER WILL NOT BE
CONSIDERED AND WILL BE RETURNED UNOPENED.
2.11 Rejection of Proposals
The Municipality of Anchorage reserves the right to reject any or all proposals if
determined to be in the best interest of the Municipality.

2.12 Equal Employment Opportunity Contract Compliance
2.12.1 Every municipal contract shall include language substantially the same
as the following: "The contractor will not discriminate against any employee or
applicant for employment because of race, color, religion, national origin,
ancestry, age, sex, sexual orientation, gender identity, marital status, or physical
or mental disability. The contractor will comply with all laws concerning the
prohibition of discrimination including, but not limited to, Title 5 and Title 7 of the
Anchorage Municipal Code."
2.12.2 Every municipal contract shall state, in all solicitations or advertisements
for employees to work under the contract, that all qualified applicants will receive
consideration for employment without regard to race, color, religion, national
origin, ancestry, age, sex, sexual orientation, gender identity, marital status, or
physical or mental disability.
2.13 Confidential/Proprietary Information
The content of proposals will be kept confidential until the selection of the Contractor
is announced. At that time, the selected proposal is open for review to the competing
proposers only (except for information properly identified as being proprietary). After
the award of the contract, all submitted proposals shall become public information
except for properly identified proprietary information. If a proposer wishes individual
pages, which contain actual business, proprietary information to be held confidential,
each page must be marked and an explanation furnished of its proprietary nature. In
addition to marking individual pages, the Proposal's Cover must also be annotated
with the words "THIS PROPOSAL CONTAINS PROPRIETARY INFORMATION".
"Confidential and Proprietary" information is not meant to include any information
which, at the time of disclosure, is generally known by the public and/or competitors.
MOA's ability to treat information submitted as confidential is limited by Anchorage
Municipal Code. Proposers concerned with the confidentiality of information
submitted should familiarize themselves with the following Anchorage Municipal

3.0 SCOPE OF WORK
3.1 Operational Capabilities
Proposers shall consider and address the following operational capabilities, which
are critical to the safe, reliable, and compliant operation of the Waste-to-Energy

Facility. These capabilities should reflect industry best practices, demonstrated
operational experience, and an understanding of the long-term performance,
maintainability, and regulatory requirements associated with comparable facilities.
* Demonstrated technical expertise in the operation of power generation
facilities, including combustion systems, emissions control technologies, and
electrical power generation systems.
* Deep understanding of the Southcentral Railbelt electrical grid and
infrastructure including all aspects of grid utilization, power generation sources,
and operational impacts affecting the WTE facility design.
* Understanding of large integrated facility operations to support development of
Operations management systems and maintenance strategies.
* Understanding of Anchorage and Southcentral Alaska supply chain and
logistics providers for operations and logistics support
* Understanding of safety and risk management methodologies supporting a
safe design.
* Regulatory compliance knowledge (environmental, RCA filings, permitting)
associated with a project of this type
* Capability to engage key operational stakeholders to support alignment of an
integrated operational model that benefits affected stakeholders including
waste providers and end users.
* Development of Concept of Operations (CONOPS) for proposed solution.
* Provide accurate Operations and Maintenance cost modeling and providing
input into necessary commercial agreements such as power purchase
agreements.
* Familiarity with the local utility interfaces and communication network
architecture.
3.2 Project Tasks
3.2.1 Conceptual Design Subject Matter Expert (SME) Input
Provide a Subject Matter Expert in electrical power systems and power
generation facility operations-preferably with direct Waste-to-Energy (WTE)
experience-to support current and future phases of design. The SME shall
provide and evaluate design input affecting the long-term operation of the
facility, including operability, reliability, maintainability, and logistics
considerations.
This role is expected to provide input into the design and strategic operational
decisions, identify key constraints and interfaces, and provide guidance and
input on the impact to the operability of existing infrastructure, including the
Railbelt grid. The role will actively support stakeholder engagement and the
planning, negotiation and contracting with operational supply, logistics and

partners necessary to complete the financial business plan, and later to
support detailed design, construction and handover to go-live operations.
In addition, this role will provide engineering and design input to all electrical
infrastructure required to tie into the electrical transmission grid, including but
not limited to:
* Design input throughout concept design.
* 30%, 60%, 95% Design Review.
* Safety Reviews including Hazid/Hazop.
* Constructability reviews.
* Network Architecture.
* Demonstrated understanding of Anchorage and Southcentral Alaska
supply chains and logistics providers for operational support, including
maritime, road, and rail transport; transport of hazardous materials;
and familiarity with Alaska's heavy industrial labor market, workforce
availability, and associated operating challenges.
* Understanding of safety and risk management methodologies
supporting safe design and operations.
* Safety System Architecture and external interfaces, and;
* SME of Utility Interfaces with an emphasis on grid infrastructure
interconnects-power, gas, waste streams and operational impacts.
The SME's shall be duly credentialed
The Subject Matter Experts shall be duly credentialed, appropriately
licensed where required, and demonstrably experienced in the operation of
utility-scale or industrial power generation facilities of comparable size and
complexity. SMEs shall possess qualifications, certifications, and practical
operating experience relevant to the systems and functions described
below.
Required competencies include, but are not limited to:
* Fuel management and combustion optimization, including fuel
quality control, calorific value and moisture considerations,
contamination mitigation, and coordination of inbound fuel logistics
appropriate to the generation technology.
* Residuals and by-product management, including ash or process by-
product handling, beneficial-use pathways where applicable, and
environmental compliance considerations.
* High-pressure boiler and steam-plant credentials, including
stationary engineer licensure where applicable; familiarity with
ASME and National Board Inspection Code (NBIC) standards; and
