Section 1.0 - Site Visits:
All prospective bidders can schedule a site visit through George Folse or Daren Cook with the
Department of Parks and Recreation between 8:00 a.m. to 2:00 p.m. Monday through Friday.

Section 2.0 -License Requirements:
The following Louisiana State license shall be required for this project:
* Commercial License - LIMITED SPECIALTY SERVICES
Section 3.0 - Permits:
The successful bidder shall obtain any and all permits required by the Jefferson Parish
Department of Inspection. The successful bidder shall also be responsible for payment of these
permits. All permits must be obtained prior to the start of the project.
Section 4.0 - Pre-Construction Conference and Notice to Proceed:
A Pre-Construction Conference shall be held between the successful bidder and the owner
before any work commences. No work shall be performed until the successful bidder receives a
written "Notice to Proceed" to begin work.
Section 5.0 - Scope:
We extend this proposal to provide labor, materials, equipment, transportation, and all other
incidentals necessary to Supply and Install New Telescoping Gymnasium Bleaches at Mike Miley
Playground 6716 W Metairie Ave, Metairie LA. 70003
Section 6.0 Submittals:
If the bidder intends to provide materials equal to or better than owner-specified materials, the
following shall be provided with the bid submission. Provide the requested information with
your bid to ensure the bid is deemed responsive.

* Manufacturer's catalog data
* Detail sheets
* Specifications of product
* Warranty information
* Submit manufacturer's installation instructions and descriptive literature.
* Manufacturer's operating and maintenance manuals.
Section 7.0 - Quantities/Inspection:
Bidders must inspect the site and perform their measurements to determine the proper
quantity of materials and equipment required to complete this project. All measurements given
in these specifications are for informational purposes only.
Section 8.0 Bid Specifications:
Note: Wherever a brand name, make, manufacturer, model, or catalog number is
specified, it is used only to denote the quality standard of product desired and does not
restrict bidders to that brand or manufacturer. Such references are intended solely to
convey the general style, type, character, and minimum quality of product required.
Equivalent products may be acceptable if, in the Parish's sole discretion, they meet all
specifications and project needs. Required documentation for proposed equivalents shall
be submitted in accordance with these specifications.
* All materials for this project shall be bidder-supplied new.
* Old Bleaches shall be removed by Owner.
* Labor and Materials to install new Closed Deck Telescoping Gymnasium Bleaches.
* Size One (1) Bank X Six (6) Rows X Eighty (80) Feet Long, plus End Rails.
* Self-Storing End Rails: Provide steel self-storing 42" high self - storing end guard rails with
tubular supports and vertical intermediate members to comply with all code requirements.
Rails shall be fitted to each exposed bank end from third row and above with all steel-to-steel
connections. Finish shall be a polyester powder coat.
* Rise per row shall be 10.25 inches.
* Row to Row spacing shall be 24 inches.
* New Bleaches shall be wall attached.

* The bleacher system shall be comprised of multiple tiered, closed deck seating rows
operating in a telescopic manner, incorporating the most economical quantity of sections
while still complying with all loading requirements.
* The first moving row shall be secured with friction or mechanical locks. Other rows shall be
mechanically locked, operable only upon unlocking and cycling the first row, quantity to be
determined by Manufacture Engineering.
* Each bleacher row shall be comprised of risers, seat and deck components, and a complete
set of supportive columns and braces.
* The telescopic bleacher shall incorporate a locking system permitting the use of one,
several, or all rows, each locked in the extended position.
Section 8.1 Quality Assurance:
* Qualifications
Manufacturing: Manufacturer shall be regularly engaged in the design and
o
manufacturing of telescopic seating for not less than twenty years.
Deviations: It will be the responsibility of the bidder to furnish with their bid, a list
o
clarifying any deviations from the specifications, written or implied. Those bidders
not submitting a list of deviations will be presumed to have bid as specified.
Section 8.2 Design Criteria:
* Telescopic bleacher design and fabrication shall conform to NFPA 10.1
* Telescopic gymnasium seating will be designed to support a vertical live load of 100 PSF,
but not less than 120 PLF on both seat boards and footboards. Seating shall also be
designed to carry a horizontal sway force of 24 PLF parallel to the seating and 10 PLF
perpendicular to the seating.
* Steel components shall be cold-formed from appropriate width strip stock conforming
to ASTM A570 - Grade C 30KSI, ASTM A653- Grade 33 and 50, ASTM A500 - Grade B 46
KSI as applicable.
* Lumber components are kiln dried, finger jointed, edge glued southern pine of grade "B
& B Finish" manufactured to the current SPIB glued-laminated

* Plywood deck boards shall be fabricated from Douglas Fir Premium Underlayment with
exterior glue, 5 ply minimum, solid crossband directly under face ply, species Group 1
and manufactured in accordance with PS-1-95.
Section 8.3 Manufacturer:
* Telescopic seating as manufactured by lnterkal, or owner approved equal.
* Other manufacturers may receive prior approval after submitting a request with a list of
deviations
Section 8.4 Materials:
* Model: Closed Deck Telescopic Bleachers
* Type: Wall Attached
* Quantity: Provide (1) bank x 6 rows x 80' long, plus end rails
* ADA: Notchouts: Provide a 36" wide wheel chair space as required to meet local code
jurisdiction compliance with ADA One row deep.
* Dimensions: Rise per row - 10.25" and Row to row spacing - 24"
* Propulsion: Friction Power- Furnish friction power, integral automatic electro-
mechanical propulsion system to open and close telescopic seating system. Operation
shall assure full visual control of the seating bank. The Wide Track System incorporates
two friction drive roller assemblies as part of both first-row vertical column assemblies.
Each section of bleacher shall have a power system that shall consist of two vertical
column roller assemblies which shall include two 6" diameter by 2 12" wide cast drive
wheels for a minimum of four friction roller contact points per section of bleacher. Each
roller shall have a specially formulated 45-durometer rubber covering to grip the floor
as the units roll in and out. The two friction drive roller assemblies shall be installed a
minimum of 7-feet apart per section. The two friction roller assemblies are linked
together by a continuous drive shaft driven by a 1/2 H.P. 120V, 1-phase motor that shall
enable the rollers to work simultaneously, resulting in a more efficient operation with
allowance for minor variations in the floor surface. All floor friction power systems shall
be controlled by a dual directional, removable walk along pendant which plugs into the
front of the first row to give the operator proper position for visual control. The pendant
control voltage shall be 24 VAC @ less than 50 MA for the safety of all operating

personnel. The entire power system shall be U.L. Approved. A 120 volt 1-phase power
source, including conduit, wiring, and safety disconnect must be provided by others. The
electrical contractor shall perform the connections to the seating equipment at the
safety disconnect. Motors, housing, and wiring shall be installed by certified personnel.
Section 8.5 Accessories:
* Foot Level Aisles: Provide footrest level aisles at locations and sizes as shown on plans
and approved shop drawings.
Center Aisle: Provide a permanently attached self-storing aisle rail, which is
o
designed to eliminate all labor associated with set up and storage of the aisle rails.
Intermediate Steps: Provide manufacturers standard intermediate step as necessary
o
per applicable code.
* Last Row Closure:
Rear Closure Board: Provide and install a properly supported, flush mounted board
o
between the last row of the bleacher and the wall.
* Wheelchair Seating:
Recoverable Notchouts: Provide manufacturers standard recoverable handicap
o
notchout (36" wide). Notchouts to be one row deep.
* End Railing:
Self-Storing End Rails: Provide steel self-storing 42" high self-storing end guard rails
o
with tubular supports and vertical intermediate members to comply with all code
requirements. Rails shall be fitted to each exposed bank end from third row and
above with all steel-to-steel connections. Finish shall be a polyester powder coat.
* Operation:
Pendant Control: Provide pendant control style operation for the bleachers.
o
Extension and retraction shall be accomplished by use of the pendant control
plugged into a single receptacle. The receptacle shall be mounted at the first row.
* Vinyl-End Curtains: Provide manufacturers standard vinyl end curtains to close off
under the bleacher units in the extended position. Curtain color is to be selected from
manufacturers standard offering.

Section 8.6 FABRICATION:
* Continuous Wheel Channel: Wheel channels shall consist of a one piece formed steel
channel welded to the base of a vertical column. Wheel channels accommodate 8 to 12
wheels for maximum weight distribution and operating ease. The number of wheels
increase as the number of rows increase.
* Wheels: 3-1/2" diameter with 1-1/8" non-marring soft rubber face with rounded edges
designed to protect wood or synthetic floor. Provide 1/2" diameter axle for all wheels
* Columns: Electrically welded closed rectangular steel tube, 2" x 3" minimum size, 14-
gauge steel fitted with a rear welded gusset at the wheel channel.
Row Interlocks: Join each row structure front to rear by means of two
(2) interacting steel connections, plus automatic gravity row locks where Engineering
determines they are required.
Lower: Lower track guides shall be an external super slide rod to guarantee positive
o
engagement of vertical supports without binding and assures smooth operation over
uneven floor conditions.
Upper: Upper track guides shall completely interlock adjacent understructure
o
support. A welded stop to ensure correct extension of bleacher unit on deck
support. Use of bolt and nut stops are not acceptable, due to risk of loosening.
* Diagonal Braces: Structural formed steel truss fitted to rows 4 and beyond. Bracing shall
be attached to the rear riser at optimum locations to ensure structural integrity. Bracing
will be designed and shaped to support a minimum load of 1000(lbs.) of both
compression and tension forces created when the bleacher is loaded.
* Deck Supports: Shall be of structural steel, 11 gauge spaced not greater than 60" on
center for maximum deck stiffness.
Rollers: Every deck support not attached to a vertical post will have an integral nylon
o
roller to avoid steel to steel friction points for more efficient operation.

* Decking: All deck boards shall consist of 19/32" nominal C-C plugged Group 1 plywood
with exterior glue and solid cross bands. Tongue and Groove deck boards are
unacceptable. An extruded aluminum "H" connector shall be placed between plywood
panels. Exposed wear surfaces shall be finished with a layer of high-Density
polyethylene plastic .025 - .030 thick, Light Gray in color, complimentary to the seat
option. Deck finishes, such as clear coat, requiring more than simple touch up to restore
it to a new appearance after wear occurs are unacceptable.
* Welds: All welds shall be made at the factory by welders that are AWS certified on the
equipment and process used.
* Nose Beam: Shall be one-piece, grade 40, galvanized steel. A minimum design thickness
of .094" is utilized for the necessary structural integrity to accommodate section lengths
up to 26'.
* Rear Riser: Shall be one piece, grade 40, galvanized steel with a continuous access joint
to fully encapsulate footrest panel for ease of cleaning and additional structural support.
A minimum design thickness of .070" is utilized for the necessary structural integrity to
accommodate section lengths up to 26'.
* Splice Plates: (For Friction or Non-Friction power only) Each section joint shall be tied
together with two structural steel members per row, employing a minimum of four steel
to steel through bolt connections at the nose beam and a minimum of eight steel to
steel through bolt connections at the lower steel rear riser. Splice plate material to
match the nose beam and rear riser. Splice plates employing steel to plywood deck
board attachments will not be acceptable. In order to minimize deflections and keep
rows in alignment during operation, splice connections shall transfer both axial loads
(tension/compression) and bending.
* Fasteners: All structural connections shall be made with S.A.E. grade 5 or better stress
rated bolts. The use of self-tapping bolts is not acceptable.
* Finish: Steel Understructure abraded, cleaned and finished with russet brown water
base acrylic paint. Steel risers and nose beams finished with corrosion resistant silver-
gray matte finish with galvanized alloy plating.

Section 8.7 Seat Options:
* Excel Seat Modules (ESM): 10" deep
18-inch-wide one-piece individual seating modules shall be constructed of solid
o
injection molded, high density polyethylene.
Each module shall have three longitudinal and five transverse internal ribs to provide
o
additional structural integrity and resistance to impact.
Each module shall have a full 3/8" interlock to the adjacent module around the
o
perimeter to eliminate pinching hazards and assure proper alignment.
Each module shall be equipped with an 11-gauge steel bracket for a steel-to-steel
o
attachment of each module to the galvanized steel nose beam for maximum rigidity. All
such mounting hardware shall be concealed.
End caps shall be provided at the ends of each bank (section, if manual) of seating as
o
well as at each aisle.
Each module shall have a 2 14" x 1" recessed area for optional seat numbering.
o
Each end cap shall have two recessed areas including a 3 12" x 3
o
12" area for custom logos and a 2 14" x 1" area for row letters/numbers.
Select from manufacturer's 15 standard solid colors.
o
Section 8.8 Inspection:
* Verify that areas to receive telescopic bleachers are free from impediments interfering
with installation.
* Do not begin work until building conditions are satisfactory.
Section 8.9 Installation:
* Install telescopic bleachers in accordance with manufacturer's instructions and
approved submittal drawings.
* Adjust bleachers for smooth and proper operation.
* Clean bleachers and remove all debris from gymnasium resulting from installation

Section 9.0 - Cleaning Area and Safety:
Job site must be clean and free of all litter and debris daily and upon completion of the
contract. Passageways must be kept clean and free of material, equipment, and debris at all
times. Inflammable material must be removed from the job site daily, because storage will not
be permitted on the premises. Precautions must be exercised at all times to safeguard the
welfare and safety of the general public, employees of Jefferson Parish, and other Parish
officials.
Section 10.0 - Existing Structure:
Should any cutting, patching, alteration, addition, or repairs to existing structure or gate be
required of this project, the successful bidder shall restore the alteration to its original condition,
with the same type materials, finish, and workmanship.
Section 11.0 - Warranty:
* 10-Year warranty on structural components of the understructure.
* 5-Year warranty on all non-structural materials such as accessories, everything at deck level
and above, and all power/electrical components.
Section 12.0 - Hours of Work:
The work to be performed shall be scheduled during normal working hours, 7:00 a.m. - 4:00
p.m., Monday through Friday. The successful bidder may choose to work before or after normal
building working hours to provide a safe work environment at no extra charge to Jefferson
Parish.
Section 13.0 - Construction Term:
Upon receiving a notice to proceed, the Bidder agrees that all work shall be completed as
follows: Vendor agrees to commence actual physical work on the site with an adequate force
and equipment within 10 days from the date of Notice of Proceed. All work shall be
substantially completed in One hundred-eighty (180) consecutive calendar days from date of
Notice to Proceed.
