Section 1.0 - Site Visits:
All prospective bidders can schedule a site visit through George Folse or Daren Cook with the
Department of Parks and Recreation between 8:00 a.m. to 2:00 p.m. Monday through Friday.

Section 2.0 –License Requirements:
The following Louisiana State license shall be required for this project:
• Commercial License – LIMITED SPECIALTY SERVICES
Section 3.0 – Permits:
The successful bidder shall obtain any and all permits required by the Jefferson Parish
Department of Inspection. The successful bidder shall also be responsible for payment of these
permits. All permits must be obtained prior to the start of the project.
Section 4.0 – Pre-Construction Conference and Notice to Proceed:
A Pre-Construction Conference shall be held between the successful bidder and the owner
before any work commences. No work shall be performed until the successful bidder receives a
written “Notice to Proceed” to begin work.
Section 5.0 – Scope:
We extend this proposal to provide labor, materials, equipment, transportation, and all other
incidentals necessary to Supply and Install New Telescoping Gymnasium Bleaches at Mike Miley
Playground 6716 W Metairie Ave, Metairie LA. 70003
Section 6.0 Submittals:
If the bidder intends to provide materials equal to or better than owner-specified materials, the
following shall be provided with the bid submission. Provide the requested information with
your bid to ensure the bid is deemed responsive.

Section 7.0 – Quantities/Inspection:
Bidders must inspect the site and perform their measurements to determine the proper
quantity of materials and equipment required to complete this project. All measurements given
in these specifications are for informational purposes only.
Section 8.0 Bid Specifications:
Note: Wherever a brand name, make, manufacturer, model, or catalog number is
specified, it is used only to denote the quality standard of product desired and does not
restrict bidders to that brand or manufacturer. Such references are intended solely to
convey the general style, type, character, and minimum quality of product required.
Equivalent products may be acceptable if, in the Parish’s sole discretion, they meet all
specifications and project needs. Required documentation for proposed equivalents shall
be submitted in accordance with these specifications.
• All materials for this project shall be bidder-supplied new.
• Old Bleaches shall be removed by Owner.
• Labor and Materials to install new Closed Deck Telescoping Gymnasium Bleaches.
• Size One (1) Bank X Six (6) Rows X Eighty (80) Feet Long, plus End Rails.
• Self-Storing End Rails: Provide steel self-storing 42" high self storing end guard rails with
tubular supports and vertical intermediate members to comply with all code requirements.
Rails shall be fitted to each exposed bank end from third row and above with all steel-to-steel
connections. Finish shall be a polyester powder coat.
• Rise per row shall be 10.25 inches.
• Row to Row spacing shall be 24 inches.
• New Bleaches shall be wall attached.

• The bleacher system shall be comprised of multiple tiered, closed deck seating rows
operating in a telescopic manner, incorporating the most economical quantity of sections
while still complying with all loading requirements.
• The first moving row shall be secured with friction or mechanical locks. Other rows shall be
mechanically locked, operable only upon unlocking and cycling the first row, quantity to be
determined by Manufacture Engineering.
• Each bleacher row shall be comprised of risers, seat and deck components, and a complete
set of supportive columns and braces.
• The telescopic bleacher shall incorporate a locking system permitting the use of one,
several, or all rows, each locked in the extended position.
Section 8.1 Quality Assurance:
• Qualifications
o Manufacturing: Manufacturer shall be regularly engaged in the design and
manufacturing of telescopic seating for not less than twenty years.
o Deviations: It will be the responsibility of the bidder to furnish with their bid, a list
clarifying any deviations from the specifications, written or implied. Those bidders
not submitting a list of deviations will be presumed to have bid as specified.
Section 8.2 Design Criteria:
• Telescopic bleacher design and fabrication shall conform to NFPA 10.1
• Telescopic gymnasium seating will be designed to support a vertical live load of 100 PSF,
but not less than 120 PLF on both seat boards and footboards. Seating shall also be
designed to carry a horizontal sway force of 24 PLF parallel to the seating and 10 PLF
perpendicular to the seating.
• Steel components shall be cold-formed from appropriate width strip stock conforming
to ASTM A570 - Grade C 30KSI, ASTM A653- Grade 33 and 50, ASTM A500 - Grade B 46
KSI as applicable.
• Lumber components are kiln dried, finger jointed, edge glued southern pine of grade "B
& B Finish" manufactured to the current SPIB glued-laminated

• Plywood deck boards shall be fabricated from Douglas Fir Premium Underlayment with
exterior glue, 5 ply minimum, solid crossband directly under face ply, species Group 1
and manufactured in accordance with PS-1-95.
Section 8.3 Manufacturer:
• Telescopic seating as manufactured by lnterkal, or owner approved equal.
• Other manufacturers may receive prior approval after submitting a request with a list of
deviations
Section 8.4 Materials:
• Model: Closed Deck Telescopic Bleachers
• Type: Wall Attached
• Quantity: Provide (1) bank x 6 rows x 80' long, plus end rails
• ADA: Notchouts: Provide a 36" wide wheel chair space as required to meet local code
jurisdiction compliance with ADA One row deep.
• Dimensions: Rise per row - 10.25" and Row to row spacing - 24"
• Propulsion: Friction Power- Furnish friction power, integral automatic electro-
mechanical propulsion system to open and close telescopic seating system. Operation
shall assure full visual control of the seating bank. The Wide Track System incorporates
two friction drive roller assemblies as part of both first-row vertical column assemblies.
Each section of bleacher shall have a power system that shall consist of two vertical
column roller assemblies which shall include two 6" diameter by 2 ½" wide cast drive
wheels for a minimum of four friction roller contact points per section of bleacher. Each
roller shall have a specially formulated 45-durometer rubber covering to grip the floor
as the units roll in and out. The two friction drive roller assemblies shall be installed a
minimum of 7-feet apart per section. The two friction roller assemblies are linked
together by a continuous drive shaft driven by a 1/2 H.P. 120V, 1-phase motor that shall
enable the rollers to work simultaneously, resulting in a more efficient operation with
allowance for minor variations in the floor surface. All floor friction power systems shall
be controlled by a dual directional, removable walk along pendant which plugs into the
front of the first row to give the operator proper position for visual control. The pendant
control voltage shall be 24 VAC @ less than 50 MA for the safety of all operating
