1.0 General Information
1.1 Introduction
Anchorage is situated on a broad plain at the head of Cook Inlet in Southcentral Alaska. It has been
inhabited by the Dena’ina Athabaskan people for thousands of years, who hunted, fished, and lived
across the area. Explorers from Europe and Russia began to arrive in the 1700’s and by the late 19th
century, settlers from the United States began to migrate to the area. Today, Anchorage is a modern
metropolitan city and the Dena’ina peoples continue to occupy and provide stewardship of Anchorage
lands. At each Assembly meeting there is an acknowledgement that we gather on the traditional lands
of the Dena’ina Athabascan and it is with gratefulness and respect that we recognize the contributions,
innovations, and contemporary perspectives of the upper Cook Inlet Dena’ina.
1.2 Purpose
The Municipality of Anchorage requests proposals from organizations to administer a Municipal program
funded by the Anchorage Child Care and Early Education (ACCEE) Fund. The program will contribute funds
toward the cost of child care or early education for an early educator’s (or other employee of an early
education or child care organization or entity) child or children. The employee must satisfy eligibility
requirements, which will in part be designed by the Contractor, including working in the child care and
early education sector at least 20 hours per week. This program is funded for the 2025 Municipal budget
cycle as a pilot program. While it could be funded beyond 2025, that will not be determined until late in
2025, when the 2026 Municipal budget is finalized.
1.3 Background
This program is a new program and has not yet been operated by the Municipality of Anchorage. The
ACCEE Fund Board and Municipal staff, with the support of the existing ACCEE Fund contractor who was
hired to support ACCEE Fund implementation and the ACCEE Fund Board, have started discussing how
this new program might be implemented and will be available to share feedback and discuss the
program with the Contractor, once selected.

1.4 Period of Performance
The estimated initial period of performance for the contract is February 28, 2025, through December 31,
2025. Upon mutual consent of the parties, the contract may be renewed under the terms and conditions
in the awarded contract for four (4) additional one-year periods with the final renewal period ending
December 31, 2029.
1.5 Eligible Applicants
Entities eligible to apply include non-profit organizations who meet the qualifications and assurances
required by the contract.
1.6 Eligibility Requirements
The contractor must be capable of administering the early educator subsidy program, as demonstrated
by its experience in the child care and early education sector and/or experience administering and
distributing funding to eligible organizations.
1.7 Funding
For the first year, 2025, $1.25 million is available for the Early Educator Child Care Subsidies pilot
program. These funds come from the Municipal Marijuana Retail Sales Tax Program.

1.10 Preparation Costs
The Municipality shall not be responsible for proposal preparation costs, nor for costs including attorney
fees associated with any (administrative, judicial or otherwise) challenge to the determination of the
highest ranked Proposer and/or award of contract and/or rejection of proposal. By submitting a proposal
each Proposer agrees to be bound in this respect and waives all claims to such costs and fees.
