Background: The Ohio Department of Rehabilitation & Corrections (ODRC), as established
under House Bill 494, with responsibilities defined in Ohio Revised Code 5120 oversees the
supervision of about 45,000 offenders in Ohio at 28 state prisons, which includes 3 prisons
operating as private prisons, contracted to the agency. The institutions vary in level of
security and include correction reception centers, correctional camps, and pre-release
centers. The mission of ODRC is to reduce recidivism among those we touch. The values of
the agency are aligned to support the mission of the agency. The values of the agency are

team-one purpose (3) Civility towards all and (4) Hope is job one.
The Toledo Correctional Institution is a Level 4 (Maximum) Security Facility located in

Protestant Contract Chaplain Posting
The Ohio Department of Rehabilitation & Correction is seeking the services of a protestant
religious services provider to perform the duties of a contract chaplain at Toledo
Correctional Institution.
Responses to this Request for Proposal are to be submitted via OhioBuys.
Any questions related to the solicitation shall be addressed using the OhioBuys Inquiry
function pertaining to Protestant Contract Chaplain.
SCOPE OF SERVICES
• Conduct weekly protestant worship services
• Provide religious study/education classes, Faith Based Programming
• Provide pastoral care for inmates, consultation of religious issues, grief care, crisis
counseling, etc.
• Attend annual religious services meetings-Mandatory
• Make referrals to inmates for appropriate services
• Distribution of Religious literature/programming
• Assist Chaplain in duties/programming
• Complete monthly report form for services provided, submit to DWSS & RSA-OSC
by 5th of each month
• Provide specialized ministry services including.
1. Pastoral care/ visits to inmates in specialized units i.e.; TPU, ERH, ERHT,
Protective Custody General Population Housing units, visiting room.
2. Facilitate funeral services for Protestant inmates
3. Perform holiday services i.e.; Easter, Christmas
Compensation Rate:
Contractor will be compensated for up to forty hours of services per week at a rate of
$22.00 per hour. Up to $45,760.00 annually.
Candidates should provide a Certificate of Ordination and/or License to Preach, and
transcript of any Clinical Pastoral (CPE) Units that are obtained. Candidates should provide
a letter of endorsement from his or her local congregation or denomination.
Candidates applying must be in good standing with his or her denomination. The candidate
selected will be subject to a background check and must undergo institutional orientation
as well as specialized training under the Prison Rape Elimination Act (PREA) and will be
subject to a background check. The selected candidate must be willing to accept that a
prison is a potentially hazardous environment.
The candidate selected will be expected to coordinate his or her activities with the
institutional Chaplain under the overall direction of the Deputy Warden of Special Services
(DWSS). Monthly reports of services rendered must be submitted to the DWSS each month
and attendance at the yearly ODRC Religious Services meeting is required.
