Bid Description:
The City of Barre seeks a developer(s) to partner with on the Prospect Heights Development project (the “Project”), the largest housing development in the City in decades located on an undeveloped 34-acre parcel off from Prospect Street. The parcel is currently under contract for purchase by the City of Barre from Fecteau Residential, Inc. and the City has secured funding to construct roads, water, sewer, stormwater and other needed infrastructure to serve the parcel.

The City has secured approximately $9 million for infrastructure through several different sources including: $2.875 million from Northern Border Regional Commission (NBRC), $750,000 from the State of Vermont, and $5.434 million from the Agency of Commerce and Community Development (ACCD) through the Community Development Block Grant-Disaster Recovery (CDBG-DR) program. The NBRC’s award has a period of performance ending September 30, 2027, and it is expected the City will request a one-year extension. The City received conditional approval by ACCD of the $5.434 million CDBG-DR award. The condition imposed by ACCD requires the City to secure a binding contractual obligation between the City and a Housing Developer(s), who can bring online at least 42 housing units of which 32 are affordable to households at or below 80% Area Median Income (AMI) and will be occupied by low-to-moderate income (LMI) households, by December 31, 2030.

Given the period of performances and conditions imposed on the project, the City is eager and excited to partner with a Housing Developer to complete the remaining tasks, and conveyance of parcel(s) within the site for low-to-no cost, to effectuate the construction of the required housing units. With this Request for Qualifications (RFQ), the City desires to identify a developer(s) who are interested in collaborating with the City and their partners on final design and implementing housing construction to be completed by December 31, 2030.

Based on the RFQ responses, the City will invite up to five (5) developers to submit more detailed proposals for the development project including a comprehensive project description (e.g., number/mix of residential units) any conceptual plans, and financial and proforma information).
