TheTexas Lottery intends to enter into a proprietary purchase of participation ina promotional and sponsorship agreement with A-L Tier II, LLC the multi-mediarights holders for University of Texas athletics, with a football stadiumaccommodating over 100,000 per game. A-L Tier II, LLC represents University ofTexas football and will allow for marketing and promotional support for TexasLottery games to engage members of the public who might not typically purchasea lottery ticket to do so, because of the appeal and engagement provided bylive sports.

This solicitation is being advertised in accordance with theState Lottery Act (Tex. Gov't Code §§ 466.001 et seq.), as amended; the TexasLottery’s administrative rules (16 Tex. Admin. Code §§ 401.101 et seq.); andother applicable laws of the State of Texas. If a competing vendor believes itcan satisfy these specifications, it should respond with its product andexplain how the specifications will be adequately met.
