This Request for Bids is being made by the Jackson County Department of Transportation. All references
contained herein to “county” shall be construed to mean Jackson County. This Request, together with all
pages, documents, and attachments contained herein or subsequently added or made a part here of,
submitted as a fully and properly executed bid, shall constitute a contract with Jackson County, subject to
the limitations set forth herein and any specific quantities that Jackson County may commit to herein and
the successful and most responsible bidder, as determined by Jackson County.

Jackson County officially posts bid documents online at https://www.mijackson.org/Bids.aspx. It will be the
bidder’s responsibility to monitor for any addendums or amendments to this solicitation.
Communications and Contacts with Jackson County Personnel:
All contact with Jackson County regarding this RFB or any matter relating thereto must be sent in writing via
e-mail to: Jim Cole (jcole@mijackson.org). This is to ensure fair consideration for all interested vendors.
The County prohibits communications to or with any other employee during the submission and evaluation
period.
Section 1.0 – SPECIFICATIONS AND SCOPE OF WORK

The work will consist of HMA surfacing on 6.61 miles of various roads throughout Jackson County, Michigan
as specified in this proposal and on the attached map. The Jackson County Department of Transportation
reserves the right to reject any and all bids and to make the award in the best interest of the Jackson County
Department of Transportation and Jackson County. Treatments for each road are subject to change,
and JCDOT may add or remove roads based on a multitude of factors including contractor
availability, weather, and any sudden issues that arise during construction.
HMA Application Rate per Treatment
- CIPR: LVSP Wedge Course (110 lb/syd) and 5EL/5EML Top Course (165 lb/syd)
- CSC3.5: LVSP Leveling Course (220 lb/syd) and 5EL/5EML Top Course (165 lb/syd)
- CMHO3.5: LVSP Leveling Course (220 lb/syd) and 5EL/5EML Top Course (165 lb/syd)
- GSP3.5: LVSP Leveling Course (220 lb/syd) and 5EL/5EML Top Course (165 lb/syd) on prepared
gravel surface
Summary of Roads
Refer to Table 1. A list of each road or subdivision street is shown with the length, planned width, estimated
total surface area in square yards, planned HMA mixes, estimated total HMA tons, and treatment.
Treatments for each road are subject to change, and JCDOT may add or remove roads based on a
multitude of factors including contractor availability, weather, and any sudden issues that arise
during construction.
