GENERAL PROVISIONS & INSTRUCTIONS

All work shall be performed in accordance with the Michigan Department of Transportation's (MDOT)
2020 Standard Specifications for Construction or as modified by these General Provisions & Instructions.
Special Requirements
In accordance with section 107.10 of the MDOT 2020 Standard Specifications for Construction, the
Contractor shall submit all necessary copies of insurance certificates to the Jackson County Department of
Transportation (JCDOT) prior to starting work.
A preconstruction meeting will be held to finalize a progress schedule and to determine the execution and
administration of the contract. Work on the project shall not begin prior to July 6 or a date agreed upon by
the Project Manager. The completion date for all work shall be October 23, 2026. Failure of the Contractor
to complete the work within the contract time will result in an assessment of liquidated damages in
accordance with Section 108.10 of the MDOT 2020 Standard Specifications for Construction. Liquidated
damages will be deducted from contractor payments.
JCDOT will work in close coordination with utility service providers who may perform scheduled
maintenance work prior to the start of construction activities on various roads.
Payment
The contractor shall submit invoices for completed contract items to JCDOT (Jim Cole) on a monthly basis.
The invoice will be processed and payment for approved contract items will be made within thirty (30)
calendar days or less of receiving the invoice.
The Contractor shall submit a statement to JCDOT certifying that all Subcontractors and Suppliers that
furnished any labor, equipment, and materials for the project have been paid before the final payment on
the contract is made.

Project Scope
The work will consist of HMA Base Crushing and Shaping, driveway removals, HMA resurfacing, and slope
restoration on Cambria Drive in Spring Arbor, Jackson County, Michigan as specified in this proposal, the
attached map, and table below.

HMA Base Crushing and Shaping limits will be marked out by the Engineer and performed in accordance
with Section 305 of the MDOT 2020 Standard Specifications for Construction. The Engineer may mark out
locations where subgrade undercutting is required and will specify the dimensions and depth of the
undercut; this will be paid for as Subgrade Undercutting, Type II. Dust control is included in the HMA Base
Crushing and Shaping pay item.
For Subgrade Undercutting, Type II, the Engineer will specify the location and depth of the subgrade
undercut in accordance with Section 205.03 of the Michigan Department of Transportation (MDOT) 2020
Standard Specifications for Construction. Pavement removal shall be paid for as HMA Surface, Rem.
Bond coat shall be included in each HMA pay item. Bond coat shall be placed at a rate of 0.05 - 0.15
gallons per square yard. HMA placement at all driveway approaches and intersection approaches will be
included in HMA pay items.
Spot curb and gutter repair may be marked by the Engineer. The replacement curb shall match to the
existing and shall follow the latest edition of the MDOT Standard Plan R-30-G.
For Curb and Gutter, Conc, Det F4, the Engineer will specify the location and depth of the base material in
accordance with Section 602.03.B of the MDOT 2020 Standard Specifications for Construction.
Add curb and gutter for cul-de-sac F4 183 ft (will include Earth Excavation and Aggregate Base).
The item Slope Restoration, Modified shall be used for topsoil restoration along the edges of pavement.
The work shall be performed in accordance with the Slope Restoration, Modified special provision contained
within this proposal.

Maintenance of Traffic
Traffic control devices and regulators used by the Contractor shall be considered in the cost for the major
items of HMA Base Crushing and Shaping, HMA, LVSP and HMA, 5EL. All traffic control devices and their
usage must conform to Part 6 of the MMUTCD. The Contractor must review, adjust, and maintain all traffic
control devices on a daily basis or as directed by the Engineer. The Contractor must notify the Engineer at
least 24 hours in advance of erecting construction zone signing.
Signing for traffic regulator operation shall be in accordance with the latest edition of the MDOT maintaining
traffic typicals and drawings.
Signing for traffic regulator operation shall be in accordance with the Michigan Department of
Transportation maintaining traffic typical drawings WZD-100A, WZD-125-A, 101-GEN-SPACING-
CHARTS, and 110-TR-NFW-2L, or as approved by the Engineer.
Mobilization
Mobilization shall be considered in each item of work at the discretion of the Contractor. There will not be
a separate item or payment made for the cost of Mobilization.

PROGRESS CLAUSE
Work shall begin within ten (10) days of formal notice of award or date agreed upon by the Engineer. In no
case shall any work be commenced prior to formal notice of the award by JCDOT.
The Engineer will arrange the time and place for the preconstruction meeting after contract award.
Liquidated Damages shall be assessed in accordance with Section 108.10 of MDOT's 2020 Standard
Specifications for Construction.
HMA paving shall take place within ten (5) calendar days of any crush and shape operation. Miscellaneous
shoulder and topsoil restoration shall take place within ten (10) calendar days of top course HMA paving.
All work, including site restoration and cleanup, shall be completed no later than October 23, 2026.
GENERAL NOTES
The contractor will be required to submit a quality control (QC) Plan for HMA, in accordance with the HMA
Production Manual. In this QC Plan, please include a list of equipment, the manufacturer's recommended
speed, impacts per foot, and vibration amplitude for the HMA thickness.
JCDOT reserves the right to perform material testing and inspections in accordance with MDOT's 2020
Standard Specifications for Construction for quality assurance (QA).
No work shall be performed on Memorial Day (Monday, May 25, 2026), Independence Day (Saturday, July
4, 2026), Labor Day (Monday, September 7, 2026), or any Saturday and Sunday without the consent of the
Engineer.
COMMUNICATION PROCEDURES
The Contractor shall notify the Project Manager and/or Engineer at least 72 hours in advance prior to the
start of all paving, shouldering, and HMA base crushing and shaping operations for each road. Furthermore,
in-house or third party quality assurance (QA) technicians need to be notified of any upcoming construction
activities so they can be on site if necessary. At no point shall work begin without a representative from
JCDOT on site. The Project Manager and/or Engineer reserve the right to shut down any construction
operations if no proper communicable notice is received.
Advance notice is also required to ensure that residents are properly notified of any construction work that
will be starting and the approximate day of when work will begin, weather permitting. Portable message
signs shall also be placed at least 72 hours in advance of the anticipated start date of construction work.

ACCEPTANCE OF HOT MIX ASPHALT MIXTURE ON LOCAL AGENCY PROJECTS

a. Description. This special provision provides sampling and testing requirements for local
agency projects using the roller method and the nuclear density gauge testing. Provide the hot
mix asphalt (HMA) mixture in accordance with the requirements of the MDOT 2020 Standard
Specifications for Construction, except where modified herein.
b. Materials. Provide aggregates, mineral filler (if required), and asphalt binder to produce a
mixture proportioned within the master gradation limits shown in the contract, and meeting the
uniformity tolerance limits in Table 1.

a. This range allows for normal mixture and testing variations. The mixture must be proportioned to test
as closely as possible to the Job-Mix-Formula.
b. Deviation from Job-Mix-Formula.
Parameter number 2 as shown in Table 1 is aggregate gradation. Each sieve will be evaluated on
one of the three gradation tolerance categories. If more than one sieve is exceeding range 1 or
range 2 tolerances, only the one with the largest exceedance will be counted as the gradation
parameter.
The master gradation should be maintained throughout production; however, price adjustments
will be based on Table 1. Aggregates which are to be used in plant-mixed HMA mixtures must not
contain topsoil, clay, or loam.
c. Construction. Submit a Mix Design and a Job-Mix-Formula to the Engineer. Do not begin
production and placement of the HMA until receipt of the Engineer's approval of the Job-Mix-
Formula.

Maintain the binder content, aggregate gradation, and the crushed particle content of the HMA
mixture within the Range 1 uniformity tolerance limits in Table 1. For all mixtures, field regress air
voids content to 3.5 percent with liquid asphalt cement unless specified otherwise on HMA
application estimate.
All persons performing QC and QA HMA field sampling must be "Local Agency HMA Sampling
Qualified" samplers. At the Pre-Production or Pre-Construction meeting, the Engineer will
determine the method of sampling to be used. Ensure all sampling is done in accordance with
MTM 313 (Sampling HMA Paving Mixtures) or MTM 324 (Sampling HMA Paving Mixtures Behind
the Paver). Samples are to be taken from separate hauling loads.
For production/mainline type paving, obtain a minimum of two samples, each being 20,000 grams,
each day of production, for each mix type. The Engineer will sample and maintain possession of
the sample. Sampling from the paver hopper is prohibited. Each sample will be divided into two
10,000 gram parts with one part being for initial testing and the other part being held for possible
dispute resolution testing. Obtain a minimum of three samples for each mix type regardless of the
number of days of production.
Obtain samples that are representative of the day's paving. Sample collection is to be spaced
throughout the planned tonnage. One sample will be obtained in the first half of the tonnage and
the second sample will be obtained in the second half of the tonnage. If planned paving is reduced
or suspended, when paving resumes, the remaining sampling must be representative of the
original intended sampling timing.
All persons performing testing must be Bit Level One certified or Bit Quality Assurance/Quality
Control (QA/QC) Technician certified.
Daily test samples must be obtained, except, if the first test results show that the HMA mixture is
in specification, the Engineer has the option of not testing additional samples from that day.
At the Pre-Production or Pre-Construction meeting, the Engineer and Contractor will collectively
determine the test method for measuring AC content using MTM 319 (Determination of Asphalt
Content from Asphalt Paving Mixtures by the Ignition Method) or MTM 325 (Quantitative
Extraction of Bitumen from HMA Paving Mixtures). Back calculation will not be allowed for
determining asphalt content.
Ensure all labs performing local agency acceptance testing are qualified labs per the HMA
Production Manual and participate in the MDOT round robin process, or they must be AASHTO
Materials Reference Laboratory (AMRL) accredited for AASHTO T 30 or T 27, and AASHTO T
164 or T 308. On non-NHS routes, Contractor labs must be made available, and may be used,
but they must be qualified labs as previously stated. Contractor labs may not be used on NHS
routes. Material acceptance testing will be completed by the Engineer within 14 calendar days for
projects with less than 5,000 tons (plan quantity) of HMA and within 7 calendars days for projects
with 5,000 tons (plan quantity) or more of HMA, after the Engineer has obtained the samples.
Quality Assurance test results will be provided to the Contractor after the Engineer receives the
Quality Control test results.
