1.0 INTRODUCTION AND GENERAL INFORMATION
Introduction
Missouri State University-West Plain’s Office of Administrative Operations and the
Office of Procurement Services is conducting a prequalification assessment to
determine the best qualified source(s) interested in purchasing University property
located at 308 Pennsylvania Avenue, West Plains, MO 65775.
The Property is a two story building, that originally was owned by the Church of the
Nazarene. Since the purchase in 2006, the University has utilized the building as
offices for the outreach center, AEL classes and most recently a rental residence. The
property is 568 GSF. The Property legal description is the following: Lot Five (5) and
Six (6) in Block 19 of Foust’s Addition to the City of West Plains, Missouri.
The property is zoned in the C-3 Mid-Town Commercial District.
Interested parties may view and inspect the Property for sale by appointment

General Information:
Missouri State University is a public, comprehensive metropolitan university system with

Missouri State University-Mountain Grove serves Missouri’s fruit industry through
operation of the State Fruit Experiment Station. The Extended Campus provides
anytime, anyplace learning opportunities through telecourses, Internet-based instruction
and through its interactive video network (BearNet).
The University also operates various other special facilities, such as the Darr
Agricultural Center in southwest Springfield, the Jordan Valley Innovation Center in
downtown Springfield, the Bull Shoals Field Station near Forsyth, Baker’s Acres and
Observatory near Marshfield, the Missouri State University Graduate Center in Joplin
and a branch campus at Liaoning Normal University in Dalian, China. In addition,
Missouri State has the operations and program offerings of one entire academic
department, its Department of Defense and Strategic Studies, located near Washington,
D.C., in Arlington, Virginia.

4.0 CONDITIONS
Contractor/Individual must be self insured and be able to provide a Certificate of Liability
Insurance.
5.0 PROCESS
Provide a price quote of the total dollar amount for this real estate purchase. The
minimum acceptable bid amount is $160,000, based on current appraised value.
After evaluating the submitted material, the University, at its sole discretion, may
determine to issue a Request for Quote, a Request for Proposal, or negotiate with the
entity with the most favorable terms as determined by the University. Upon identifying a
Buyer, The University will proceed with a Purchase Agreement, to be approved by The
Board of Governors of Missouri State University, prior to closing.
