INFORMATION FOR BIDDERS
RECEIPT AND OPENING OF BIDS
The City of Sevierville, Tennessee (herein called the "Owner") invites bids on the form(s) attached
hereto for Property and Liability Insurance Coverage. The Owner will RECEIVE BIDS UNTIL 11:00 AM on
April 28, 2026. at Sevierville City Hall, 120 Gary Wade Boulevard, Sevierville, Tennessee, 37862, (Mailing
address: P.O. Box 5500, Sevierville, Tennessee, 37864-5500). Bids will then be publicly opened and read
aloud at Sevierville City Hall, 120 Gary Wade Boulevard, Sevierville, Tennessee. The envelopes
containing the bids must be sealed, addressed to Tracy Baker, Assistant City Administrator and must
bear the following information:

Date and Time of Bid Opening
Bid Enclosed: Property and Liability Insurance Coverage
Each bidder shall submit three (3) copies of the completed bid packet and one (1) electronic copy.
The Owner may consider informal any proposal not prepared and submitted in accordance with the
provisions hereof, and may waive any informality or reject any and all proposals. Any proposal received
after the time and date specified shall not be considered.
1. INTRODUCTION
The City of Sevierville, Tennessee ("City") is requesting proposals from qualified insurance carriers
and/or licensed insurance agencies to provide Property and Liability Insurance Coverage for municipal
operations. The intent of this RFP is to secure comprehensive, financially sound, and stable coverage
that is substantially equivalent to or better than the City's current coverage program.
2. BACKGROUND
The City of Sevierville is a full-service municipality providing public safety, public works, parks and
recreation, and administrative services. The City seeks proposals that maintain continuity of coverage,
improve risk management where possible, and provide competitive and sustainable pricing.
3. SCOPE OF SERVICES
A. Property Coverage:
- Buildings, contents, and infrastructure
- Replacement cost valuation
- Coverage for major perils
B. Liability Coverage:
- General Liability
- Automobile Liability

- Public Officials Liability
- Law Enforcement Liability
- Employment Practices Liability
- Umbrella/Excess Liability
C. Additional Coverages:
- Cyber Liability (optional)
- Equipment Breakdown
- Crime/Fidelity
Coverage must be substantially equivalent to current coverage and clearly identify any exclusions or
deviations.
4. AVAILABLE INFORMATION
The City will provide current policies, loss runs, property schedules, and additional underwriting
information upon request.
5. MINIMUM QUALIFICATIONS
Proposers must be licensed in Tennessee, have experience with municipal clients, and provide coverage
through financially sound carriers rated A or better by recognized rating agencies.
6. PROPOSAL REQUIREMENTS
Proposals shall include:

7. EVALUATION CRITERIA
Proposals will be evaluated on coverage quality, financial strength, experience, risk management service
capabilities, cost, and responsiveness. The award will be based on best value.
8. CONTRACT TERM
Initial term of one (1) year with up to three (3) one-year renewal options subject to mutual agreement.
9. GENERAL CONDITIONS

The City reserves the right to reject any or all proposals, waive informalities, and negotiate terms. The
selected proposer must comply with all applicable laws and provide indemnification as required. The
City is an equal opportunity entity and requires compliance with Title VI and Tennessee statutory
requirements.

b. To re-bid anytime during the term of the contract.
Note: Bidders shall not add any conditions or qualifying statements to this bid, except as provided
herein, as otherwise the bid may be declared irregular as not being responsive to the Advertisement
for Bids.
