ProMinent Analyzer- Endress+Hauser

Project Description: Hillsborough County intends to recommend the award of a sole source procurement to TriNova, Inc., for a five (5) year period, at a total cost of $1,739,113.18 for the ongoing and as-needed ProMinent brand analyzers and Endress+Hauser parts, repair, consumables and training. Prominent brand and Endress+Hauser equipment includes flow meters, level and pressure transducers, and analyzers that are critical for daily operations to ensure regulatory compliance and efficient treatment of potable, reclaimed, and wastewater across all county facilities. This procurement is being made in accordance with Section 3-205(2)(e) of the County’s Procurement Policy as maintenance, parts and services of the existing system are being provided by the original equipment manufacturer (OEM), TriNova, Inc., is the only reasonably known representative authorized to provide the required proprietary OEM parts and services for these brands. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and services that are substantially and materially the same as those identified in the attached vendor quote, dated December 8, 2025, must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be submitted using the “submission” section in EUNA Procurement, formally known as Bonfire, for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
