Project Storm Group R - Equipment Package

The City of Panama City, Florida, a Florida municipal corporation located in Bay County, Florida (“City”), will receive bids for the Invitation to Bid (ITB) No. PC25-007 Project Storm Group R – Equipment Package, Mott MacDonald Project No. 502101523 until 3:00 p.m. Central Time (CT) on Wednesday, January 15, 2025, at which time they will be opened and read publicly in Logistics Conference Room, Room 238 in City Hall located at 501 Harrison Avenue, Panama City, Florida 32401.

There is no pre-bid meeting scheduled for this project.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

The City shall accept the Bid of the lowest responsive and responsible bidder that best meets the needs of the City, taking into consideration, among other things, cost effectiveness, the financial responsibility of the bidder, capability to perform the contract on a timely basis, previous satisfactory performance, and such other abilities of the bidder that the City, in its sole discretion, determines will enable the bidder to perform effectively and efficiently.

The City of Panama City reserves the right to accept any Bids deemed to be in the best interest of the City, to waive any minor irregularities, scrivener's errors, minor omissions, minor deviations, and/or technicalities in any Bids, or to reject any or all Bids and to re-advertise for new Bids, in accordance with the applicable sections of the Florida Statutes, the City Charter and City Code, and this ITB. The responsibility for submitting a Bid before the stated time and date is solely and strictly that of the Responsive Bidder. The City is not responsible for any delayed, late, lost, misdelivered, or non-delivered Bids, no matter the cause. 3

The City reserves the right to accept or reject any and all bids, proposals, competitive or otherwise, in whole or in part, to waive minor informalities in the solicitation documents, to obtain new bids, or to postpone the bid opening pursuant to the City’s purchasing policies as they may deem in the best interest of the City.

The City shall not be liable for any costs incurred by any bidder in connection with its response to this ITB. The City reserves the right to reject any and all bids, to waive any informality in any bid, to solicit and re-advertise for new Bid submittals or to abandon the project in its entirety.
