INTRODUCTION
The Green Bay Aus�n Straubel Interna�onal Airport (GRB) is seeking writen Statements of
Qualifica�ons (Statements) from qualified firms with a thorough knowledge of, and experience
in, the prepara�on of agreements for facili�es leased by airlines, as well as providing analy�cal
insights, current industry best prac�ces, economic analysis, annual reconcilia�on and rate
determina�on, to deliver cri�cal support to GRB and provide a comprehensive nego�a�on plan
with the airlines, leading to the execu�on of a new airline lease and use agreement.
BACKGROUND & PURPOSE OF REQUEST FOR QUALIFICATIONS (RFQ)
GRB is a county-owned public-use airport located in Brown County, Wisconsin, serving the
passenger and cargo needs of Northeast Wisconsin and the Upper Peninsula of Michigan.
Located 7 miles southwest of downtown Green Bay, GRB is the third largest airport in the state
of Wisconsin, comprising approximately 2,441 acres.
GRB is a Non-hub Primary Commercial Service Airport and is served by Delta Air Lines, United
Airlines, American Airlines, Fron�er Airlines, and seasonal service from Sun Country Airlines and
served over 600,000 passengers in 2022. We are currently opera�ng in hold over on a month-
to-month basis with our airline carriers.
GRB’s current facili�es comprise of over 240,000 square feet of terminal and concourse space
which includes twelve passenger boarding gates with boarding bridges.
GRB has a cost per enplaned passenger of approximately $7.23 for 2022 and a signatory landing
fee of $2.1526 per 1,000 pounds and non-signatory landing fee of $2.6908 per 1,000 pounds in
2024. GRB’s opera�ons are not funded by property taxes and rely on aeronau�cal revenue
(landing fees, terminal rent, etc.) and non-aeronau�cal revenue (parking, rental cars, etc.). The
landing fee and terminal rental rates are adjusted annually.
While it is our inten�on to have a fee structure that is atrac�ve to airlines doing business at
GRB, it is desired to arrive at a fee structure that balances the financial needs of the Airport
while s�ll mee�ng the cost expecta�ons of the airlines.
GRB currently allocates all expenses to classifica�ons which separates terminal, airfield, and
other cost centers.

Note: It shall be the responsibility of the sender to ensure project information arrives by the

rejected. When hand delivering project; prospective qualified firms are encouraged to verify
the time on the atomic clock as this is the official time used for the receiving of all information.

CONTRACT DOCUMENT
Any or all por�ons of this RFQ and normally any or all por�ons of the Respondent’s response
will be incorporated by reference as part of a final contract.

The following �meline is intended to illustrate the an�cipated �meline for the RFQ.

QUESTIONS
All RFQ ques�ons must be submited in wri�ng no later than local �me 12:00 p.m. on January
17, 2024. Ques�ons must be e-mailed to bcpurchasing@browncountywi.gov . Please be sure
to put “Project 2645 Airport Consul�ng Service” in the subject line. Any ques�ons submited
a�er this date will not be answered.
All ques�ons submited in accordance with the requirements stated above will be answered in
wri�ng and posted to the Purchasing website by 3:00 pm on January 19, 2024, along with the
original RFQ. The firm shall acknowledge receipt of any addenda that may be necessary in the
Statement.
SCOPE
GRB desires a contractor to provide airport consul�ng services to focus on the renewal of airline
use and lease agreements. GRB seeks the following items to be addressed related to this
mater:
Provide informa�on on current airport industry prac�ces related to airline use
agreements and provide analysis to support recommended business agreement
strategies.
Review and refine the current rate determina�on model to determine accuracy and/or
areas of improvement.
Recommend a rates and charges methodology which best supports the airport’s interest
while remaining compe��ve and suppor�ve to the airlines.

Develop with the support of GRB staff an updated rates and charges model aligned with
the recommended methodology chosen.
Conduct a strategic discussion with senior management to outline the various op�ons
that have been considered in trying to arrive at a balance between legacy and ultra-low-
cost airlines including but not limited to the determina�on of a turn fee.
Discuss the impacts on each type of carrier to arrive at a model that can be executed
with an analysis by airline for each alterna�ve to be considered.
Develop a rate schedule and CPE analysis for each.
Par�cipate in airline nego�a�on mee�ngs in order to create the final airline use and
lease agreement.
Dra� the use and lease agreement upon the selec�on of the model by GRB.
Revise lease agreement resul�ng from nego�a�ons with the airlines with an update to
the model and analysis done in the selec�on phase.
Conduct follow up nego�a�ons and discuss remaining issues with airlines.
Prepare final lease document for legal review and execu�on to meet requirements of
legal counsel and senior management.
Other financial analysis as necessary.
PROPOSED PROJECT TIMELINE AND FEES
Proposed Timeline: 6-7 months
Fee Structure: To be requested and nego�ated with en�ty with highest ranked Statement of
qualifica�on submission.
RFQ SUBMISSION REQUIREMENTS
1. Qualified firms, individuals, or teams must demonstrate in their Statement, knowledge
and experience in projects similar to that requested in this RFQ.
2. Statements must include an overview of the proposed method or approach for providing
the requested products and services.
3. Statements must list at least five (5) airports, within the last four (4) years where similar
tasks were completed, what the scope was at each airport and include the airport
contact references for each of the five.
4. Statements must provide the name of the program/account manager who will serve as
the primary contact to GRB, any other personnel who may provide assistance during the
project, and what their roles will be in comple�ng the tasks. Include resumes and past
relevant work experience for each member of the team.
5. If you or your firm has a standard set of terms or condi�ons or standard contract, please
submit them with your Statement. All terms and condi�ons will be subject to
nego�a�on upon selec�on of the consultant.
6. Briefly summarize the Respondent’s ability to supply the requested products and
services that meet the applica�on requirements defined in this RFQ.
