This project is for licensed mechanical contractors to provide boiler replacement at the County’s Emeline Campus.

The project estimate is $110,000.00.

Background

Under the California Uniform Public Cost Accounting Act (CUPCCAA), Public Contract Code (PCC) Section 22032 allows work on public projects of two hundred thousand dollars ($220,000) or less may be let to contract by informal procedures. This work is not subject to formal bidding procedures and no bidder security/bond will be required. The County is soliciting bids to perform this work and will select the lowest bidder to perform the work. All other contracting requirements of the PCC remain applicable such as performance bonds, certificate of insurance, and prevailing wages, etc.

Pursuant to Section 1700, and following, of the California Labor Code, the Contractor shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Copies of such prevailing rate of per diem wages are available at the following web site: http://www.dir.ca.gov/DLSR/statistics_research.html#PWD .

County will be the sole judge as to the technical acceptability of any proposals and any award will be as determined most advantageous to the County considering such factors as completeness and responsiveness to Request for Proposal, experience, references, and anticipated costs. The County reserves the right to reject any or all proposals or parts thereof and to waive any informality or irregularity in any proposal.

The Contractor shall complete all or any designated portions of the work called for under the contract in all parts and requirements within 30 working days (except as modified in the technical specifications). The County, through General Services Department, reserves the right to reject any or all bids received as the public good may require.

Each contractor shall include in their bid all labor, tools, and materials for a complete and working project for each trade component in conformance with the intent shown on any construction documents issued which may include plans, specifications, exhibits, etc. as specified herein.

Bids should include Payment bonds for every project over $25,000 and Performance bonds for every project over $10,000.

Prospective bidders must be fully qualified, licensed, certified, and insured to perform the work requested. All work performed must meet all current applicable laws and regulations.

This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations (DIR) and winning bidder will be required to register with the DIR and adhere to all applicable rules including paying prevailing wage.

Prior to bidding, interested contractors are required to attend a pre-bid walk to review the work site location and discuss expected scopes of work on June 13 th , at 9:00 AM at 1060 Emeline Ave Santa Cruz, Ca 95060 back of building, conducted by Facilities Maintenance & Project Operations, a Division of General Services Department.
