SOURCES SOUGHT NOTICE
THIS IS A Sources Sought Notice ONLY.
The U.S. Government is conducting market research to determine the availability of responsible sources capable of providing recurring Project Management Professional (PMP) Training in support of the 15th Military Intelligence Battalion, 116th Military Intelligence Brigade, Fort Hood, Texas.
The Government anticipates establishing a contract vehicle to support two (2) in-person PMP training events per year on a recurring basis. The intent is to design a vehicle that allows continued execution of this requirement over multiple years.
The Government is considering whether this requirement may be suitable for small business participation. All small businesses, including all socioeconomic categories (8(a), HUBZone, SDVOSB, WOSB, SDB, etc.), are encouraged to respond.

If a solicitation is released, it will be synopsized on sam.gov. It is the responsibility of potential offerors to monitor sam.gov for updates.
The anticipated NAICS code is 611430 – Professional and Management Development Training (Size Standard: $15M). Final NAICS determination will be made by the Contracting Officer.
REQUIREMENT DESCRIPTION
The contractor shall provide non-personal services to deliver in-person, instructor-led PMP training at Fort Hood, Texas.
Anticipated Structure
- Two (2) or more in-person training events per year (we can remove this bullet if you feel the annual frequency is not set in stone)
- Recurring requirement over multiple years
- Maximum of 25 students per event
- Minimum of 35 contact hours per event
- Conducted during normal duty hours (0800–1700, Monday–Friday)
Instructor Requirements
- Certified Project Management Professional (PMP) instructor
- Demonstrated experience delivering PMP instruction to working professionals and adult learners
- Live, in-person instruction only (virtual or hybrid delivery not anticipated)
Curriculum Requirements
Instruction shall align with the most current PMI PMP Examination Content Outline and include:

- People
- Process
- Business Environment
- Predictive, Agile, and Hybrid methodologies
- Practical application of project management principles
Materials and Support
The contractor shall provide:
- PMP study guide
- Access to PMI-authorized or PMI-aligned content
- Digital workbook with exercises and case studies
- Access to a PMP exam simulator with performance analytics
- Exam application assistance
- Defined post-course support period
Place of Performance
Fort Hood, TX 76544. Government will provide classroom space and utilities.
RESPONSE INSTRUCTIONS
Interested parties shall submit a capability statement limited to 5 pages, including:
- Company name, point of contact, phone number, email address, UEI, and CAGE code
- Small business status and socioeconomic certifications
- Experience delivering recurring PMP training to DoD or federal agencies
- Confirmation of ability to support two in-person events annually
- Description of instructor qualifications and curriculum alignment
- Typical firm-fixed pricing structure (per event)
- Recommended contract vehicle structure
- Identification of any condition that may unnecessarily restrict competition
