1 STATEMENT OF WORK
1.1 Purpose
The purpose of this Request for Proposal (RFP) is to invite prospective qualified
Installer/Systems Integrator/Partners - also known as 'Bidders' - to submit a proposal to
supply and install an Integrated Cloud Access Control and Video Surveillance System to
Brentwood Borough School District.
1.2 Coverage & Participation
The intended coverage of this RFP, and any agreement resulting from this solicitation, shall
be for the use of Brentwood Borough School District. Brentwood Borough School District
reserves the right not to enter into any contract, to add and/or delete elements, or to change
any element of the coverage and participation at any time without prior notification and
without any liability or obligation of any kind or amount.
2 GENERAL INFORMATION
2.1 Original RFP Document
Brentwood Borough School District shall retain the RFP, and all related terms and conditions,
exhibits, and other attachments, in original form in an archival copy. Any modification of, or
deviation from these in the Bidder's submission is grounds for immediate disqualification.

2.3 Existing Technology Environment
The current CCTV video system at the Brentwood Middle/High School consists of
approximately 88 cameras deployed across the schools campus, including exterior coverage
at each school, the main Administration building(s), and Facilities building(s), with particular
emphasis on primary entrances. These cameras operate on the District's existing network
infrastructure and are located in various interior and exterior areas. As part of this project, the
existing VSM and access control software at the Middle/High School will be fully replaced
while the hardware components remain in operation. To minimize operational disruption, the
District requires a phased transition approach. Removal of the VMS and access control
software at the Middle/High School should have no impact nor interrupt the existing
Elementary Schools' operability with the current system in place. The selected Bidder
shall provide a detailed migration and cutover plan that supports temporary coexistence of
legacy and new systems during installation, commissioning, and validation phases. The
District is looking to:
Cover the entirety of the exterior and selected interior areas of each of the Brentwood
Borough Middle/High School and buildings by retaining the existing IP video surveillance
cameras and replacing all Network Video Recorders (NVRs) with Cloud Connector
appliances to enable cloud management.

Have a scalable and Integrated Cloud Access Control and Video Surveillance system
that will support future growth and integrate with other internal and third-party systems.
Have the capability of retaining recorded video for a minimum of 30 days at 15 frames
per second (FPS) at full camera resolution.
Install a new (or retrofit the existing) Cloud Access Control System consisting of
approximately 16 doors.
The existing video surveillance cameras and field access control devices shall be
retained and migrated to the new solution. However, the existing Video Management
System (VMS) hardware and software shall be fully decommissioned and replaced upon
completion of the phased migration.
2.4 Schedule of Events
The following is a tentative schedule that will apply to this RFP. Sequence changes in events
may take place in accordance with the organization's needs or unforeseen circumstances.

3 PROPOSAL PREPARATION INSTRUCTIONS
3.1 Bidder's Understanding of the RFP
In responding to this RFP, the Bidder accepts full responsibility to understand the RFP in its
entirety, and in detail, including making any inquiries to Brentwood Borough School District as
necessary to gain such understanding. Brentwood Borough School District reserves the right
to disqualify any Bidder who demonstrates less than such understanding. That right extends
to cancellation of award - if award has been made. Such disqualification and/or cancellation
shall be at no fault, cost, or liability whatsoever to Brentwood Borough School District.
3.2 Good Faith Statement
All information provided by Brentwood Borough School District in this RFP is offered in good
faith. Individual items are subject to change at any time. Brentwood Borough School District
makes no certification that any item is without error. Brentwood Borough School District is not
responsible or liable for any use of the information or for any claims asserted there from.
3.3 Communication
Verbal communication shall not be effective unless formally confirmed in writing by a
specified procurement official in charge of managing this RFP process. In no case shall
verbal communication govern over written communication.
3.3.1 Bidder Inquiries
Applicable terms and conditions herein shall govern communications and inquiries
between Brentwood Borough School District and Bidder as they relate to this RFP.

Questions concerning this RFP must be submitted in writing and be received
prior to 04/10/2026, at 3:00pm (Eastern Standard Time).
Inquiries about technical interpretations must be submitted in writing and be
received prior to 04/10/2026, at 3:00pm (Eastern Standard Time).
Inquiries for clarifications and supporting information that will not require addenda
may be submitted verbally to Brentwood Borough School District and/or the
buyer named above at any time during this process.

3.4 Proposal Preparation Instructions:
1. Title Page - show the RFP subject, the name of the Bidder, local address, telephone
number, name and email of contact person, and the date.
2. Notice of Intention - Bidder shall fill out and include information from 'EXHIBIT "A":
NOTICE OF INTENTION".
3. Table of Contents - show a clear list of the included material by section and by page
number.
4. Executive Summary - Bidder shall clearly state its intention to propose a solution and
include a clear and concise overview of that solution.
5. Bidder Profile - include the following company information:
Full legal name of the company.
Physical location of the office that will be performing the installation and responding
to requests for service and support.
Year business established.
Number of people currently employed.
Brief outline of the Bidder's company including product lineup and services offered.
A description of their geographic reach.
Total number of current clients in the local region.
6. Security Licensing - Bidder shall provide evidence of qualification to sell and install
electronic security systems in the State of Pennsylvania.
7. References - Contact information for three (3) references from projects similar in size,
application and scope, and a brief description of their implementation. For each reference
listed include:
Name of the client
Client's physical address
Contact name and title
Contact telephone number
Contact email address
Approximate dates of service
Type of video surveillance services provided
Other pertinent information
8. Complete Copy of RFP -Provide a set forth in 'SECTION 4 - SCOPE OF WORK,
SPECIFICATIONS AND REQUIREMENTS' of this RFP. Provide images and technical
specifications for each type of proposed hardware that is to be used in the proposed
Integrated Cloud Access Control and Video Surveillance System solution.
9. Budget and Estimated Pricing - Bidder shall fill out and include information in 'SECTION
5 - BUDGET AND ESTIMATED PRICING'.
10. Bidder Acknowledgement - Bidder shall provide information from 'SECTION 6 -
ADDITIONAL TERMS AND CONDITIONS' as required by Brentwood Borough School
District.
11. Evidence of Insurance - Bidder shall provide information from 'EXHIBIT "E": SAMPLE
INSURANCE REQUIREMENTS FOR BIDDERS as required by Brentwood Borough
School District.

12. Bidder Certification - Bidder must be a trained and Certified Installer/Systems
Integrator/Partner of the approved manufacturer and must hold a current and valid
Certification as the primary installing contractor. Bidder must provide proof of Installation,
Configuration and/or Operator Certification by the manufacturer and shall identify and
designate its manufacturer-trained and Certified installation technician(s) for the duration
of the project. Bidder must provide proof of continuous certification with the manufacturer
for a minimum of five (5) years prior to the bid due date.
13. Non-Collusion Affidavit- Bidder must complete and submit Exhibit G: Non-Collusion
Affidavit.
All information requested in 'SECTION 4 - SCOPE OF WORK, SPECIFICATIONS AND
REQUIREMENTS' of this RFP should be submitted. Any respondent to the RFP that fails to
submit all information requested may be required to promptly submit missing information,
which may result in a low evaluation of the proposal. Brentwood Borough School District may
reject proposals which are substantially incomplete or lack key information. Proposals should
be prepared simply, providing a clear and concise description of capabilities that meet the
criteria of this RFP. Bidders submitting a response to this RFP may be required to give an
oral presentation of their response to Brentwood Borough School District. Brentwood
Borough School District will schedule a time and date for these presentations. Oral
presentations are an option of Brentwood Borough School District and may or may not be
conducted.
3.5 Proposal Submission
In order to be considered for selection, Bidder must submit a complete response to this RFP
by 04/16/2026, prior to 11:00 am. (Eastern Standard Time). Bidders are to submit one
original, one copy, and one electronic copy on a flash drive. Brentwood Borough School
District shall not accept proposals received by fax or e-mail. Proposals must be signed by an
authorized representative of the Bidder submitting the proposal, sealed and delivered to:

3.6 Criteria for Selection
The evaluation of each response to this RFP will be based on its demonstrated competence,
compliance, format, and organization. The purpose of this RFP is to identify those suppliers
that have the interest, capability, and financial strength to supply Brentwood Borough School
District with an Integrated Cloud Access Control and Video Surveillance System identified in
'SECTION 4 - SCOPE OF WORK, SPECIFICATIONS AND REQUIREMENTS'. Selections
will be based on the capability of the Bidder to meet the following criteria:
1. Capability of Bidder to propose and provide a fully Integrated Cloud Access Control and
Video Surveillance System solution, including all necessary equipment, hardware,
software, cabling, networking equipment, peripheral devices, etc)
2. Financial stability of the Bidder.
3. Bidder's depiction of average response times for service and support requests.
Bidder's ability to demonstrate timeline and implementation strategy for the proposed
system.
4. Ease of operations, management, and support of the Integrated Cloud Access Control
and Video Surveillance System solution.
5. Capability of Bidder to provide administrator, operator and/or end user training.
6. Cost effectiveness of the Bidder's Integrated Cloud Access Control and Video
Surveillance System Solution.

7. Bidder must demonstrate a minimum of 20 years of continuous operation in the security
integration business.
8. Diversity Status: Preference will be given to Bidders certified as a Woman-Owned
Business Enterprise (WBE) and/or Minority Business Enterprise (MBE).
9. Turnkey Capability: Bidder must be capable of a fully turnkey installation using their own
full-time employees. Use of subcontractors for core installation labor is not permitted.
4 SCOPE OF WORK, SPECIFICATIONS AND REQUIREMENTS
Brentwood Borough School District is requesting proposals from qualified Bidders interested in
providing a fully Integrated Cloud Access Control and Video Surveillance System solution. This
system will interface with (or replace) the existing Access Control and Video Surveillance
system(s).
The proposed solution shall provide native, event-level integration between the cloud video
surveillance system and the cloud access control system, including synchronized event review,
unified user management, and shared audit logs. The manufacturers specified within this RFP are
the basis of design. Substitutions for manufacturers, platforms, or core system components will not
be accepted.
4.1 Cloud-Hosted Video Surveillance System Specifications
The Cloud-Hosted Video Surveillance System solution should be capable of handling 88
cameras. The solution should be scalable and have the capability of adding cameras as
required by Brentwood Borough School District.
Approved Cloud-Hosted Video Surveillance System manufacturer: Avigilon
The qualified Bidder will provide a fully Integrated Avigilon Alta Cloud Video Surveillance
System consisting of the following components: [retain only those items defined in the scope
of work for this project]
Avigilon Alta Aware cloud-hosted Video Management System software, also known as
the Network Video Management System (NVMS) or Video Management Software (VMS).
Avigilon Alta Cloud Connector appliance(s) for non-cloud video surveillance cameras.
Avigilon Alta cloud-connected video surveillance cameras.
Avigilon Alta video surveillance sensors.
Avigilon Alta video management system interfaces.
Power Supplies.
System Design including structured cabling, installation, maintenance, service and
support, warranty and training.
Note:
Prior to installation, the qualified Bidder will provide Brentwood Borough School District
with a camera schedule document or matrix with corresponding camera locations. The
final revision will become 'EXHIBIT "C": PROPOSED VIDEO SURVEILLANCE CAMERA
SCHEDULE AND NETWORK ROOM SCHEDULE'. This is not required for RFP
submittal.
Prior to installation, the qualified Bidder will provide Brentwood Borough School District
with device layout drawings (including conduit/cable routing), point-to-point diagrams,
installation details, installation manuals, and product data sheets for all systems and
devices provided by the bidder. The final revision will become 'EXHIBIT "E": BUILDING
FLOORPLANS, DRAWINGS AND DEVICE LOCATIONS. This is not required for RFP
submittal.
4.1.1 Cloud-Hosted Video Management System Software
Approved Cloud-Hosted Video Management System Software: Avigilon Alta Aware
Cloud Video Management System Software.

Description: Provide workstations with a simplified screen layout, intuitive controls,
and customizable features that improve multi-person interactions. The VMS software
shall include the following features:
a. The VMS software shall be fully hosted in the cloud.
b. Provide access to cloud-connected cameras.
c. Provide access to third-party cameras via the Avigilon Alta Cloud Connector
Appliance.
d. Provide video analytics from all connected cameras to identify objects and
events based on pre-determined rules and unusual activity detection.
e. Provide instant notification and alarms via text/email.
f. Allow for monitoring of live and recorded video over wireless IP networks from
Apple or Android mobile devices.
g. Allow to share an unlimited amount of external video links from multiple
cameras that include password encryption.
h. Support up to 16 total camera views within a single layout and concurrently
runs multiple instances of the VMS in separate tabs within the same web
browser without logging the user out.
i. Enable viewing of access control events directly in a camera view.
j. Enable people counting, vehicle counting, intrusion detection and forensic
investigation.
k. Employ AI to self-learn, enabling progressively more accurate analytic results
over time.
l. Include the option to add license plate recognition (LPR) functionality to
individual or system wide cameras to provide the user with rules-based alerts,
post-event investigation information, and optimized search parameters.
System: Provide a scalable cloud hosted VMS solution with the following
capabilities:
a. Compression types supported: H.265, H.264, MJPEG, JPEG2000
b. VMS shall support IP cameras and encoders from third-party manufacturers.
c. VMS shall discover IP cameras and encoders automatically.
d. Camera capacity: per server 16-200
e. Camera capacity: per site: unlimited
f. VMS shall provide dynamic stream selection.
g. VMS shall provide Avigilon Alta Smart PathTM technology to find and use the
most efficient media routing paths between cameras and viewing stations and
Alta Aware mobile apps.
Forensic Search Functionality: the VMS shall facilitate forensic or other investigation
by provisioning the following search functions:
a. Similarity.
b. Physical characteristics.
c. Event.
d. Individual image.
e. Timeline with embedded thumbnail images.
f. All videos.
CyberSecurity Functionality:
a. Cloud connectivity shall only be possible via HTTPS (port 443).
b. All cloud connections shall be outbound and require no ports to be opened for
inbound communication to support the VMS application.
c. Each cloud deployment shall be a fully independent instance, fully isolated and
protected from other deployments.
d. Users shall have full control over the system maintenance window(s).
e. Video streaming shall be controlled via RTSP operating over TLS.SRTP shall be
used to provide encryption, message authentication, and integrity of the
streaming video.
f. The cloud system shall be architected so that latency and bandwidth
consumption are minimized, as is the involvement of the manufacturer-operated
cloud.
g. All videos shall be encrypted using AES.

h. All recordings and metadata shall be encrypted at rest in both the cloud and the
camera.
i. Tampering detection shall be provided through the digital watermarking of video.
j. The Installer shall coordinate with Brentwood Borough School District IT staff to
ensure system configuration aligns with District cybersecurity, password, MFA,
and logging policies.
Mobile Application: The VMS shall have an available mobile app for both the Apple
App Store and Google Play Store. The mobile app must offer the following features:
a. Remote viewing of live and recorded video.
b. Remote access to audio recordings.
c. Access to alarms on mobile devices.
d. Ability to add cameras to the Cloud-Hosted VMS via QR Code on mobile
devices.
4.1.2 Cloud-Hosted Video Management System Software Functionality
Description: Provide a Cloud-Hosted VMS application that can be logged into from
any web-browser (Chrome, Microsoft Edge, etc.) with a username and password.
a. The VMS shall also support two factor authentication via an authenticator app
(such as Google Authenticator or Microsoft Authenticator) and allow the system
administrator to enable corporate account single-sign-on for the deployment.
Dashboard: Provide an intuitive dashboard upon user login that displays tools based
on user access level. Dashboard shall display the following:
a. Video view.
b. Map view.
c. Devices.
d. Search.
e. Rules.
f. Appliances.
g. Users.
h. Alarms.
i. Counts.
j. Saved clips.
Video View: Provide an intuitive interface where users can choose their layout from a
pre-defined number of tiles that can display up to 16 camera streams at one time.
a. Users shall be able to populate each view by selecting and dragging individual
cameras, camera groups, or all cameras associated to a site.
b. Each individual viewing tile shall be able to switch between live or recorded
video.
c. Video View interface shall support automatic rotation configuration, and the
ability to set up custom rotations.
Once rotation is set, VMS shall automatically display Analytic or high
priority rule triggers automatically within the Video view pane.
d. Video View shall be capable of enabling additional information as graphic
layers within each tile and showing the following:
Timeline.
Vehicle Bounding Boxes.
People Bounding Boxes.
Object Counts.
Access Control Information.
Cloud Storage Usage.
License Plate Data.
Sound Equalizer.
Audio Levels.
Map View: Support mapping of physical locations of cameras and other devices
throughout VMS. Provide maps with the ability to do the following:
a. Upload site maps to view.
b. Add single and room walls within site map.

c. Add cameras and other devices onto map by dragging to a representative
position.
d. Set camera fields of view.
e. Link site maps and additional information markers.
f. Display object types and counting for vehicles and people.
g. Add integrated access control points.
h. Remotely unlock access control points.
i. Enable heatmap information.
j. Map view shall display and track different object types as they move through
linked cameras in real time.
k. User shall be able to click on person or vehicle icons to view video stream from
selected camera.
Devices Tool: VMS shall provide a centralized device administration tool capable of
displaying all connected cameras, access control points, sensors, and IP speakers at
all sites in one location. From the Device Tool the user shall be able to do the
following:
a. Search for cameras and other devices (access control points, sensors, etc.)
visible to VMS.
An advanced search feature can be enabled to filter results based on user
selected category.
b. Edit the information for existing cameras and devices.
c. Add new cameras and devices into VMS.
d. Show/hide a thumbnail view for each camera.
e. Set up configuration profiles that can define resolution, recording mode, and
retention policy.
f. Set up anomaly detection settings for cameras.
g. Define credentials to be applied to cameras used in VMS.
h. Define device groups to use when assigning cameras.
i. Show the devices tool in full-screen mode.
j. Enable audio announcements.
4.1.3 Cloud-Hosted Network Appliance
Approved Cloud-Hosted Network Appliance: Avigilon Alta Cloud Connector
Description: The Cloud-Hosted Network Appliance (appliance) shall be the Avigilon
Alta Cloud Connector workstation/appliance. No substitution will be accepted. The
appliance shall be a standalone or rack mount device with internal Graphics
Processing Unit (GPU), able to support the management and storage of multiple
video surveillance cameras via network connectivity.
Primary Characteristics: the Appliance shall meet or exceed the following primary
characteristics:
a. Embedded Nvidia GeForce GPU.
b. Installed Alta Aware Video Management System (VMS).
c. Embedded Linux kernel for the operating system.
d. Embedded machine learning-based video analytics.
e. Dual Gb Base-T (Gigabit Ethernet) network ports.
f. Pre-loaded security certificates.
g. Third-party connectivity through ONVIF protocols.
h. Standard support.
i. 3-year warranty.
j. Power cables to be included.
