Project-Based Voucher (PBV) Program

Project Description: The City of Tempe (“City) through its Tempe Housing Authority is issuing this Request for Proposal (“RFP”) to establish a term contract with qualified property owners / affordable housing developers of new construction housing to participate in a Project-Based Voucher (PBV) program. Up to sixty (60) PBVs from Section 8 Housing Choice Vouchers (HCV) for regular PBV projects subject to approval, availability, and funding by HUD. Under the HCV program, the Tempe Housing Authority is authorized to provide subsidy to units under a Housing Assistance Payment (HAP) contract through the PBV program for an initial term of up to 20 years. PBVs provide rental assistance that assists affordable housing developers with a longer-term agreement to provide rental assistance and assists low-income families and individuals by ensuring access to affordable and stable housing.
