Overview
Summary

The Greenville County Department of Parks, Recreation, and Tourism has been awarded a ~$20 million RAISE grant from the Federal Highway Administration (FHWA) to plan, design, permit, and construct the San Souci Connector to the Swamp Rabbit Trail (SSC/SRT). At the time of submitting the RAISE grant application to FHWA, the County had a generalized scope to describe the project and its community and transportation benefits, but not sufficient detail to lead to the actual obligation of federal funds. To access the federal funds, the county must now enter into an extensive agreement with FHWA that documents in sufficient detail the project scope, schedule, and budget and documents the County’s ability to meet the requirements of Title 23 (Federal-Aid Highways Act) and 2 CFR 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards).

Ultimately, the County will need to select a Program Management Consultant (PMC) and a General Engineering Consultant (GEC) to deliver the project but until those firms are selected pursuant to a process approved by FHWA, advisory services are needed to move the project forward.

Conflict of Interest – Advance Notice

To preserve the broadest opportunity for future participation in design and construction of the SRT/SSC, a person or firm providing project advisory services will not be eligible as a prime consultant for either the PMC or GEC or role. [1] At the discretion of the County, the County may direct the selected PMC or GEC to retain the Project Advisor to continue assisting the County Project Manager.

[1] The intent of this provision is to promote compliance with the spirit of 23 CFR 636.116 (Organizational Conflict of Interest)
