PLUMBER/PIPEFITTER
The Town of Charlestown is presently accepting bids (hourly wage costs) for fiscal year 2027
(July 1, 2026, to June 30, 2027) from licensed/approved tradespersons with the following
expertise: PLUMBER/PIPEFITTER to service Town Hall and other municipal buildings.
Sealed bids shall be received no later than 3:00 PM, APRIL 1, 2026 at the Town Clerk’s Office,
4540 South County Trail, Charlestown, RI. 02813. All bids shall be clearly marked
“PROFESSIONAL TRADE SERVICES BID” in the lower left-hand corner of the
envelope. Electronic (e-mail or fax) bids will not be accepted. Questions regarding this bid
should be directed to Michael P. DiCicco, Director of Public Works at (401) 364-1230. Bid
award shall be made by the “evaluated method” and evaluated by a minimum of the following
criteria: cost, experience, reputation of the bidder, and other criteria determined relevant by the
Town Council. The Town reserves the right to reject any and all bids and to accept that bid
which it deems, in their sole judgment, to be in the best interest of the Town.

DETAILED SPECIFICATIONS FOR
PROFESSIONAL TRADE SERVICES BID
Town of Charlestown
Invitation to Bid
1. The bidder shall not withdraw his bid within ninety days (90) after the scheduled closing
time of the bid.
2. The Town seeks to award municipal work to qualified tradespersons, licensed by the
State of Rhode Island, to provide routine and emergency service: Professional Trade
Service –PLUMBER/PIPEFITTER at Town Hall and other municipal locations.
3. The bidder shall present his costs on the BID PROPOSAL form provided with the bid.
Additional information may be attached as necessary.
4. For repairs anticipated to cost ($1,000.00) one thousand dollars or more per instance
(job), “Prevailing Wage” compensation and protocols shall apply. For “Prevailing Wage”
work, the bidder shall provide all verifications and documentation, including certified
payrolls to all parties specified before payment will be released.
5. A maximum combined cost for parts and labor shall not exceed ten thousand dollars
($10,000.00). For any job where the anticipated cost exceeds ten thousand dollars
($10,000.00), additional quotations, cost approval, Town Council action or sealed bids
may be required.
6. Bid proposals shall be accepted as an hourly rate for one master technician, and
helper/apprentice (utilized only where essential), working during normal business hours
(8:00 am through 4:30 pm) Monday through Friday, and: An hourly rate for the master
technician and helper/apprentice, working during non-business hours, including nights,
weekends and holidays.
7. The bid proposal shall include the contractor’s maximum percentage mark-up for all
necessary parts and materials. No “extras” or surcharges of any kind will be paid.
8. The response time for ‘REGULAR’ service calls shall be no longer than TWENTY-
FOUR HOURS from the notification call.
9. The response time for ‘EMERGENCY’ service calls shall be no longer than TWO
HOURS. The official shall state whether the call is of a regular or emergency nature.
10. It is expected that the majority of the work will be of a non-emergency nature, completed
by a single technician, and scheduled in regular working hours, however emergencies are
to be expected. Failure of the bidder to respond within the allocated response times will
be grounds for cancellation of the contract, at the sole discretion of the Town.
11. All work shall be performed according to recognized industry standards, in accordance
with all Federal, State, and Local laws, regulations and codes. All required replacement
parts are to be warranted by their respective manufacturers.
12. All bidders shall be insured for general liability, motor vehicle liability and workers
compensation in amounts sufficient to satisfy Town requirements for the duration of the
contract period. The bid award winner shall provide a certification of Insurance listing the
Town of Charlestown as additional insured prior to issue of contract.
13. The contractor shall comply with all provisions, conditions and stipulations of the
DAVIS-BACON ACT as applicable, and all provisions, conditions and stipulations OF
RHODE ISLAND GENERAL LAW as applicable.
14. The CONTRACTOR shall provide adequate statutory Workman’s Compensation
Insurance for all labor employed on the Project who may come within the protection of
such laws and shall provide EMPLOYERS GENERAL LIABILITY INSURANCE in the
amount of One Million Dollars ($1,000,000.00) for the benefit of his employees not
protected by such compensation laws.
15. The CONTRACTOR shall carry Comprehensive General Liability Insurance with broad
form of Contractual General Liability Endorsement attached, providing a limit of not less
than One Million Dollars ($1,000,000.00) for all damages arising out of bodily injuries to
or death of one (1) person, and subject to that limit for each person, a total limit of not
less than One Million Dollars ($1,000,000.00) for all damages arising out of bodily
injuries to or the death of two (2) or more persons in any one accident; and Contractors
Comprehensive Property Damage Liability providing for a limit of not less than One
Million Dollars ($1,000,000.00) for all damages arising out of injury to or destruction of
property during the policy period.
16. The CONTRACTOR shall provide the Owner an insurance policy written in the name of
the OWNER, it’s employees, servants and agents, and extended to include the interests of
the Engineer, it’s employees and agents, to protect the OWNER, and the Engineer from
any liability which might be incurred against them as a result of any operations of the
CONTRACTOR or his subcontractors, or their employees. Such insurance shall provide
a limit of not less than One Million Dollars ($1,000,000.00) for all damages arising out of
bodily injuries to or the death of two (2) or more persons in any one accident; and a limit
of not less than One Million Dollars ($1,000,000.00) for all damages out of injury to or
destruction of property in any one accident, and subject to a limit of not less than One
Million Dollars ($1,000,000.00) for all damages arising out of injury or destruction of
property during the policy period.
17. The CONTRACTOR shall carry Comprehensive Automobile Liability Insurance
covering all owned vehicles, or non-insured vehicles in the amount of not less than One
Million Dollars ($1,000,000.00) for all damages arising out of bodily injuries to or the
death of any one (1) person, and subject to that limit for each person a total of not less
than One Million Dollars ($1,000,000.00) for all damages arising out of bodily injuries to
or the death of two (2) or more persons in any accident; and Property Damage in an
amount not less than One Million Dollars ($1,000,000.00) for all damages arising out of
injury to or destruction of property.
18. Special hazards shall be covered by a rider or riders to the Public Liability Insurance and
Property Damage Insurance policy or policies herinabove required to be furnished by the
CONTRACTOR, or by separate policies of insurance as follows:
1. Property Damage Liability arising out of the collapse of, or structural injury to
any building or structure, due to excavation (including burrowing, filling, or
backfilling in connection therewith), tunneling, pile driving, cofferdam work or
caisson work; or to moving, shoring, underpinning, razing, or demolition of any
building or structure, or removal or rebuilding of any structural support thereof.
2. Property Damage Liability for injury to or destruction of property arising directly
or indirectly from blasting or explosions however caused, other than pressure,
prime movers, machinery or power-transmitting equipment.
3. Property Damage Liability for injury or destruction of wires, conduits, pipes,
mains, sewers, or other similar property or any apparatus in connection therewith,
below the surface of the ground, arising from and during the use of mechanical
equipment for the purpose of excavating or drilling within the Project limits;
injury to or the destruction of property at any time resulting there from.
4. During the progress of the work the CONTRACTOR shall effect and maintain
BUILDERS RISK INSURANCE ON COMPLETED VALUE FORM against loss
by fire, lightning, windstorm, hurricane, cyclone, tornado, hail, explosion, riot,
riot attending strike, aircraft, smoke and vehicle damage, vandalism, and
malicious mischief upon all Work in place and all materials stored at the building
site, whether or not covered by partial payment made by the OWNER. This
insurance shall be in an amount equal to 100 percent (100%) of the insurable
portion of the Project and shall be for the benefit of the OWNER, the
CONTRACTOR, and each subcontractor, as their interest may respectively
appear. If there are any existing adjacent, or adjoining structures presently used
by the OWNER, the risk of the existing or adjacent structures will be by the
OWNER.
19. One million dollars ($1,000,000.00) is desired; however, alternate proposals will be
considered.
20. For repairs which will be greater than ($1,000) one thousand dollars per instance,
“Prevailing Wage” compensation and protocols shall be in force, and the bidder shall
provide all required documentation to all parties as specified.
21. The successful bidder shall supply phone numbers that allow twenty-four (24) hours a
day, seven (7) days a week contact.
22. The initial period of this bid award shall be from July 1, 2026, to June 30, 2027. However,
the Town reserves the right to extend the period of award for TWO additional (2) years,
upon agreement to the same by the vendor and the Town Council. Nothing herein shall
obligate the Town to any such extension. All bid prices contained within the accepted
proposal must be held for the original and extended term or terms, should said agreement
to extend the term or terms take effect.
