Station
Overview
The Town of Mansfield is soliciting qualifications from engineering consulting firms qualified
to design, specify, and complete construction of an aerated static compost system at the
MansfieldTransferStation,221WarrenvilleRoad,MansfieldCenter,CT. Thisworkisbeing
undertaken to increase the town's capacity to compost residential food scraps.
The Town is recipient of a $129,500 CT DEEP Materials Management Infrastructure Grant
to replace the current windrow compost pile with an aerated system. The successful
consultantshallhaveexperiencesuccessfullyimplementingaeratedstaticcompostdesigns.
Allworkperformedunderthiscontractshallbeunderthedirectionofaprofessionalengineer
andlandscapearchitectlicensedbytheStateofConnecticut.Consultantsshouldbefamiliar
with any State and Federal regulations that may apply when working on certain projects.
Questions/Addenda
Submit questions concerning this RFQ through the Bonfire Portal by Thursday,
April 16, 2026 at 2:00 p.m. local time. Questions submitted after that date and
time will not receive a response.
Responses to questions will be issued only as a written Addenda posted to the
Town website (www.mansfieldct.gov -> Your Government -> RFQ, RFP and
Bid Postings), State of CT DAS Bidding Portal, and Bonfire portal. It is the
responsibility of bidders to check for addenda on the document posting sites.
Addenda will be posted by Tuesday, April 21, 2026, at 2:00 p.m. local time.
Scope of Services
ThesuccessfulfirmshallprovideservicestotheTownofMansfieldasitrelatestothedesign,
permitting and construction of an aerated static compost system at the Mansfield Transfer
Station,221WarrenvilleRoad,MansfieldCenter,CT.ThroughaConnecticutDepartmentof
Energy and Environmental Protection Materials Management Infrastructure grant, the Town
has been awarded $129,500 to build an aerated static compost pile in place of the windrow
system currently used for composting leaves and some food scraps. The intent of

constructing an aerated system is to expand the amount of food scraps accepted into the
leaf compost pile from collection service.
Currently, food scraps are added to the leaf pile through two demonstration projects. The
first, approved in 2015, allows residents to bring in and place food scraps in the leaf pile.
Around 50 households use the leaf pile regularly. The second demonstration project,
approved in 2020, allows food scraps from the K-12 public schools to be composted in the
leaf pile.
Since 1990, Mansfield has been using a pay-as-you-throw trash service, offering different
trash service sizes and charging by trash container size. The larger the trash container, the
higher the cost of service. The Town has 3,211 households subscribed to single-family
collection. We estimate that, on average, a household produces four pounds of food scraps
per week (or 208 pounds per year). If 40 percent of households with collection service
participate in food scrap collection, we will be composting 134 tons of food scraps per year
in the aerated static compost system.
Mansfield has a registered leaf pile, Registration LCF-078-001, located at the Transfer
Station on Warrenville Road. The current leaf composting operation is outside the 100-year
flood zone. The distance from the Fenton River is 880 feet, with drainage to the river being
over 1,000 feet. The nearest neighbors are 1,100 feet away, buffered entirely by a wooded
area. Prevailing winds blow west to east. The Mansfield leaf pile is located in a gravel pit,
surrounded by walls of earth that prevent surface water pollution. Mansfield's active
compostingareais25,959squarefeetor0.6acres,butthisareawillmostlikelybeenlarged
based on an engineered plan for an aerated static pile composting system. Maps are of the

Conditions
Respondents to this RFQ will be expected to adhere to the following conditions and must make
a positive statement to that effect in the proposal submitted:
Have personnel/resources reserve sufficient to assure task continuity and
timeliness of reviews and responses.
Agree that a Certificate of Non-Collusion shall be provided as part of any resulting
contract.
Agree that any resulting contract between the Town and the Respondent shall be
governed by and construed in accordance with the laws of the State of Connecticut
and the ordinances of the Town of Mansfield.
Agree that the Bidder will adhere to minimum insurance requirements as specified
in any resulting contract.
Submission Requirements
Interested consultants must submit the following information by the proposal deadline
through our online, secure E-Procurement Portal: mansfieldct.bonfirehub.com under
the bid title "Professional & Technical Services for the Design of an Aerated Static

Compost System at the Mansfield Transfer Station." Bidders will be required to create a
Bonfire profile before uploading their bid. Step-by-step instructions on how to register as a

Letter of Interest. Submit a letter of interest signed by an officer of the firm
containing the following information:
o Project Manager. Identify the staff person that will be assigned to manage
services under this contract.
o Contact. Provide the name, title and contact information for the person
who should be contacted with questions on the proposal.
Experience. Please provide a detailed written summary of the firm's history,
experience and capability in providing the requested services in the State of
Connecticut. Examples of similar work performed, including a detailed
description of the work performed by your firm and contact information for the
sponsoring organization/municipality should also be provided.
Staffing Plan. Please identify key personnel whom the firm has designated to
work on projects under this contract, their state certifications, their background
and experience and their areas and levels of responsibility. Please provide the
resumes of all key personnel and a copy of their current professional
licenses issued by the State of Connecticut.
Management Plan. Describe the firm's management system and how it will
function to ensure timely delivery of services.
Demonstration of Project Understanding. Please provide a detailed written
summary of the firm's plan to complete the project for the Town of
Mansfield. This may include a scope of services. Please do NOT present a
Fee for services.
References. Please provide six (6) references with a brief written summary
of the scope of work, contract amount, name, telephone number and timing
of service.
Certificate of Non-Collusion. Complete and submit a Certificate of Non-
Collusion on the form provided.
Acknowledgement of Addenda. Complete and submit the Acknowledgement of Addenda
Form
Evaluation and Award
Selection Criteria
The background and experience of the firm in providing the range of
services requested or could be anticipated.
The demonstrated effectiveness of the Consultant's proposed service
delivery system to ensure quality service and timely completion of
services.
The Consultants' record of safety (Attachment A), certificate of non-
collusion, and receipt of addenda.
The background, education, qualifications and relevant experience of key

personneltobeassignedtothiscontract,especiallythoseoftheday-to-day
project manager and licensed professionals required for the project.
Appropriately licensed as a Professional Engineer and Landscape Architect
by the State of Connecticut.
References attesting to the quality of services performed and/or
demonstrated ability of the Consultant.
Proposer's demonstrated knowledge and familiarity with the Town and the
areas where the work is proposed. Completion of a non-collusion certificate.
Award Process
ThePublicWorksDirectorreservestherighttorejectanyorallproposalsorpartsthereofforany
reason,tonegotiatechangestoproposaltermsandtowaiveminorinconsistencieswiththeRFQ.
ThePublicWorksDirectorreservestherighttomakeaselectiononthebasisofqualifications,
experience in providing similar services elsewhere, the proposal's responsiveness to the RFQ
requirements; and to negotiate a contract with the consultant.
ProposalsinresponsetothisRFQwillbereviewedagainstthecriterialistedabove,andaward
ofthecontractshallbemadeinaccordancewithstandardpurchasingprocedures. ASelection
Committee shall assist the Public Works Director in choosing the successful respondent to
provide the requested services.
As part of selection/award process, the Town reserves the right to:
Short-list and interview finalists
Request clarification of any submitted information
Accept or reject all proposals or options therein
Select a firm or firms in a manner that is advantageous to the Town
Award more than one contract if it is in the best interest of the Town and/or
issue similar RFQs in the future
Amend or cancel this process at any time
Change the scope of services to be provided
Cancel any resulting contract with 30 days' notice
Timeline
