1. Purpose of this Request
1.1. The Jefferson County Sheriff’s Office is seeking interested and qualified organizations to
operate the MOUD/MAUD program at the Jefferson County Jail. Located at 81 Elkins
Rd, Port Hadlock, WA 98339
1.2. To support a comprehensive treatment program for incarcerated individuals with Opioid
Use Disorder (OUD) and Alcohol Use Disorder (AUD), beginning with screening upon
entry and ending with seamless transition to care in the community, with use of
Medications for Opioid Use Disorder (MOUD) and Medications for Alcohol Use
Disorder (MAUD) at its core.
This Contract supports RCW 71.24.599: Opioid use disorder—City and county jails—
Funding. (wa.gov).
Health Equity - This program also intends to address inequities in treatment and
recovery services by providing medically necessary treatment to incarcerated
individuals. Programs should understand cultural barriers and provide culturally
appropriate services. Additionally, this program intends to identify stigma and educate to
ensure ongoing collaboration and openness to change.
1.3. The Jefferson County Jail has contracted with the Healthcare Authority (HCA) to
develop and implement the MOUD/MAUD in jails program. Jefferson County Jail
contracts out for MOUD/MAUD program services to a local organization for program
and reporting services as required in the HCA scope of work for MOUD/MAUD in jails
program. The current professional services contract for the MOUD/MAUD program
expires on September 30, 2026
1.4. The successful proposal shall be for a minimum of one year and a maximum of five
years. The contract shall have an option for Jefferson County Sheriff’s Office to extend it
at the end of each year for up to one additional year on or before 60 days before the end
of each annual period.
2. Scope of work
2.1. The Scope of work for the MOUD/MAUD programs is provided in section 8 Attachment
1-B. The successful proposal shall meet all terms of the HCA Scope of work, and

Response to questions or clarifications regarding the RFP will be addressed via email by
September 1, 2026
3.2. Instructions for Respondents and Proposal Content
A. All proposals shall contain a cover sheet as shown in section 9 Attachment 1-A
B. All proposals shall be in an 8 1/2 by 11-inch format and no more than 25 pages in length
including all elements of this RFP
C. Provide an introductory cover letter
D. Identify the applicant’s project manager and all the applicant’s team members, including
all proposed subcontractors.
E. Describe the proposed approach to and understanding of the project. Include a brief
explanation of how the applicant’s team will be organized.
F. Provide the relevant background and experience of the firm. Describe the relevant
experience of the applicant’s team members who will be performing the work.
G. Provide résumés for each of the applicant’s key team members.
H. Provide project descriptions of previously completed projects that are relevant.
I. Provide a minimum of three and a maximum of eight references along with the
applicant’s client contact information for similar projects, preferably completed within
the last five years.
J. Quality control, project management and product delivery: Keeping a project on track
and delivering a quality product are important elements to ensure a successful outcome.
Describe measures that the applicant’s team will use to account for these elements.
Describe how these elements have been utilized on similar projects in the past. Indicate
ability to meet the schedule described under Section 5.
K. Complete the Staffing Plan and Pricing under Attachment 1-D
L. Include evidence that the firm maintains the following minimum insurance with
companies or through sources approved by the State Insurance Commissioner pursuant to
Revised Code of Washington (RCW) Title 48:
a. Worker’s compensation and employer’s liability insurance as required by the
State.
b. General commercial liability insurance in an amount not less than a single limit of
one million dollars ($1,000,000.00) for bodily injury, including death and
property damage per occurrence, and two million dollars ($2,000,000.00) in the
aggregate for each policy period.
c. Professional liability insurance shall be the amount payable under agreement or
one million dollars ($1,000,000.00), whichever is greater, unless modified by the
County. In no case shall the consultant’s professional liability to third parties be
limited in any way.
3.3. Delivery of Proposals
To be considered, all proposals shall be submitted by email, delivered in person, or
received by regular mail no later than 4:00pm September 8, 2026 to:

4. Evaluation and Selection
4.1. Evaluation Process and Criteria
A. The proposals shall be evaluated by a selection committee of Jefferson County staff.
B. The proposals shall be rated according to the following criteria for a maximum of
100 points:
a. Responsiveness of the RFP (maximum of 20 points).
b. The applicant’s ability and history of successfully completing contracts of
this type, meeting project deadlines and experience in similar work.
Information provided by references is a critical evaluation component
(maximum of 20 points).
c. The applicant’s demonstrated ability to meet schedule (maximum of 10
points).
d. Qualifications of the applicant’s key team members, including relevant
experience of the applicant’s key team members, while employed with the
applicant, or with some other entity, including input from references provided
by the applicant (maximum of 25 points).
e. Proposed Staffing Plan and Pricing (Attachment 1-D) (maximum of 25
points).
C. Jefferson County reserves the right to reject any or all the proposals or to waive
immaterial defects or minor irregularities in them.
D. Jefferson County will enter into contract negotiations with the highest scoring
qualified applicant. Should Jefferson County not reach a favorable agreement with
the highest scoring qualified applicant, Jefferson County shall suspend or terminate
negotiations and commence negotiations with the second highest scoring qualified
applicant and so on until a favorable agreement is reached.
5. Anticipated Budget and Schedule
The budget for the MOUD/MAUD in Jails programs is anticipated not to exceed
$285,787.00. As described above, Jefferson County Sheriff’s office is seeking an
organization that can operate the MOUD/MAUD in Jails programs that represent the most
cost-effective solution accounting for ability to provide the required services outlined in the
scope of work.
Once a contract is approved there will be an initial meeting within seven days between the
successful applicant and county staff to determine implementation plans.
Jefferson County anticipates an aggressive schedule for initiation of services. Organizations
responding to this RFP must be able to initiate work by October 1, 2026, and meet all the
requirements of this RFP.

6. Legal Requirements
Prospective Consultants are hereby advised that, if selected for this contract, the successful
applicant shall be held to Federal Equal Employment Opportunity requirements, as well as
Americans with Disability Act and Civil Rights language, as it applies to Jefferson County.
7. Contract Type
The contract shall be on Jefferson County’s Standard Professional Services Agreement
attached as Attachment 1-C, modified to include the Scope of Services in Section 2.
