Professional services for research and development of a wastewater facility master plan to meet the needs of current and future customers

REQUEST FOR STATEMENTS OF QUALIFICATIONS
FOR PROFESSIONAL SERVICES

Notice is hereby given that the Northwest Arkansas Conservation Authority is seeking statements of qualifications from qualified firms/organizations interested in providing professional services for research and development of a wastewater facility master plan to meet the needs of current and future customers. The master plan will need to look at phasing of construction, sludge drier facility construction and capacities for both. Ideally the master plan would include an approximate timeline for construction phases, projected land use for the NACA property, and rate setting study to provide the funding necessary for the long-term operation, maintenance and improvement of NACA. The Facility is located at 11579 Snavely Road in Bentonville Arkansas and began wastewater treatment in 2010. NACA currently has a permitted capacity of 7.2 MGD and a daily flow of 4MGD. Written Statements of Qualifications will be received until 2:00 PM, Friday, July 10, 2026, at the Northwest Arkansas Conservation Authority Wastewater Treatment Plant located at 11579 Snavely Road, Bentonville, Arkansas. All statements shall be addressed to:

Please provide three (3) hard copies and one (1) digital copy of Statement of Qualifications in a sealed envelope marked "Statement of Qualifications Northwest Arkansas Conservation Authority Plant Expansion". Submittals shall include the following information:
Cover letter explaining the firm's understanding of the project and reasons the firm should be selected. Letter shall be signed by an individual with contractual authority.

Statement of Qualifications including:
Brief history of the firm/organization.
Previous experience on related projects with specific examples.
List and resumes of key people who will be assigned to this project if firm is awarded the assignment.
List and resumes of sub-consultant firms who will be included in the project team if selected.
Location of office(s) performing work.

Examples of similar services the firm provided within the last five (5) years in the field of wastewater plant construction design, and master planning for facilities or cities.

References including full name, title, organization, address, phone number and brief description of service(s) provided.


Evaluation criteria and procedures for the procurement of professional services in Arkansas will be strictly followed.
