PROFESSIONAL SERVICES FOR PANAMA CITY FOR
FEMA ROAD REPAIRS

The City of Panama City, Florida (the “City”), through the City’s Public Works Department (“PWD”), seeks Qualifications from experienced and qualified engineers to provide Professional Services for the design of the repairs for 287 roadway segments (intersection to intersection) throughout the City. These segments are identified in the map which can be accessed at the link as follows (

) and the document included as Enclosure A with this RFQ. The approximate total length of these segments is 20.61 centerline miles, with a total paved area of approximately 269,624 square yards. There are two (2) methods of repair that are approved to be used for this Project: one method consists of a variable depth milling of the existing asphaltic roadway section followed by overlaying with up to 3” of new asphalt paving; the other method will be full reconstruction of the pavement section. Of the 287 roadway segments, 285 will use the mill and overlay repair method, and 2 will use the full reconstruction method. All design and construction shall be performed in accordance with the latest editions of Florida Department of Transportation (FDOT) standards and specifications. The Project is more fully described in Section 2, “RFQ Scope of Services” for the Request for Qualifications (RFQ) documents. This RFQ is issued pursuant to Section 287.055 of the Florida Statutes, the “Consultants Competitive Negotiation Act” (“CCNA”). All references to Florida Statutes, City of Panama City and Panama City Codes, and other laws/regulations will be interpreted to include “as amended from time to time.”

A Voluntary Pre-Qualification Conference will be held in-person on Tuesday, September 9, 2025, at 2:00 p.m. CT, at City Hall, First Floor, Room 120 in the HR Conference Room located at 501 Harrison Avenue, Panama City, FL 32401, and by video conference for remote attendance. Attendance is strongly encouraged but not required.

Panama City reserves the right to accept any Qualifications deemed to be in the best interest of the City, to waive any minor irregularities, scrivener’s errors, minor omissions, minor deviations, and/or technicalities in any Qualifications, or to reject any or all Qualifications and to re-advertise for new Qualifications, in accordance with the applicable sections of the Florida Statutes, the City Charter and City Code, and this RFQ. The responsibility for submitting Qualifications before the stated time and date is solely and strictly that of the Proposer. The City is not responsible for any delayed, late, lost, misdelivered, or non-delivered Qualifications, no matter the cause.
PROPOSERS ARE ADVISED THAT QUALIFICATIONS SUBMITTED WITH IRREGULARITIES, DEFICIENCIES, AND/OR TECHNICALITIES THAT DEVIATE FROM THE MINIMUM QUALIFICATIONS, EXPERIENCE, AND SUBMISSION REQUIREMENTS OF A REQUEST FOR QUALIFICATIONS (“RFQ”), REQUEST FOR PROPOSALS (“RFP”), INVITATION TO BID (“ITB”), INVITATION FOR BIDS (“IFB”), INVITATION TO QUOTE (“ITQ”), REQUESTS FOR LETTERS OF INTEREST (“RFLI”), AND REQUEST FOR SPONSORSHIPS (“RFS”) SHALL RESULT IN A NON-RESPONSIVE DETERMINATION. ONLY MINOR IRREGULARITIES, DEFICIENCIES, AND TECHNICALITIES MAY BE ALLOWED TO BE TIMELY CURED BY PROPOSERS AT THE SOLE DISCRETION OF THE CITY. MATERIAL IRREGULARITIES, DEFICIENCIES, AND TECHNICALITIES CANNOT BECURED BY THE PROPOSER, AND ARE NOT WAIVABLE BY THE CITY.
PROPOSERS ARE ADVISED THAT ALL AGREEMENTS NEGOTIATED WITH SUCCESSFUL PROPOSERS FOR PROJECTS SHALL BE TIME AND MATERIALS TYPEAGREEMENTS/CONTRACTS WITH A NOT TO EXCEED CEILING. IN NO EVENT SHALL ACOST PLUS CONTRACT BE AWARDED.
