This Solicitation is for Professional Design Services for a pavement rehabilitation project for Taxiway A and some of its connectors between Taxiway A1 and Taxiway A5 at the Orlando Executive Airport. Additionally, the project includes the construction of an aircraft holding bay. The construction work includes asphalt pavement mill and overlay, removal of existing asphalt pavement, construction of new asphalt pavement, clearing and grubbing, excavation, hauling, grading, drainage, sodding, marking, lighting and signage.
Taxiway A and its associated connectors between Taxiway A1 and Taxiway A5 at Orlando Executive Airport serve as critical infrastructure for aircraft movement between the runway and apron areas. Over time, the existing asphalt pavement has experienced surface deterioration, including cracking and raveling, which compromises structural integrity and operational safety. These conditions increase the risk of foreign object debris (FOD) and can lead to accelerated pavement failure if not addressed promptly.
In addition to pavement rehabilitation, the project includes the relocation of certain taxiway connectors to eliminate direct access from the ramp to the runway. This modification is a Federal Aviation Administration (FAA) safety requirement intended to reduce the potential for runway incursions, which remain a significant hazard in airport operations. By reconfiguring these connectors, the airport will enhance compliance with FAA Advisory Circular 150/5300-13 and improve overall airfield safety. The construction of an aircraft holding bay is also included to accommodate staging and sequencing of aircraft during peak operations. This improvement will reduce congestion on Taxiway A and improve efficiency for general aviation traffic.
The scope of work—comprising asphalt milling and overlay, pavement removal and replacement, grading, drainage improvements, lighting, signage, and pavement markings—will restore the taxiway system to a condition that meets current FAA design standards. These enhancements will extend pavement life, improve operational safety, and support the airport’s role as a vital hub for business and recreational aviation in the Orlando area.
