REQUEST FOR PROPOSALS
Proposal: Jefferson County Sheriff’s Office (“County”) is seeking proposals for a
licensed health care provider to perform psychiatric services for inmates of the
Jefferson County Jail (“Facility”) in accordance with this request. Responses to this
RFP must not be more than 30 pages in length (15 double-sided or 30 single-sided
pages).
The County requires the proposer (“Proposer(s)”) to sign and return this entire
Request for Proposal (“RFP”) document and submit their proposal by no later than
4:00pm September 8, 2026
The County prefers that proposals be submitted by email. Emailed proposals must be
in MS Word or PDF format. They must include “Proposal – Inmate Psychiatric
Services” in the subject line and be addressed to David Fortino at
dfortino@co.jefferson.wa.us.
However, if a Proposer prefers to submit a paper proposal, the original plus four
copies of all proposals in printed form shall be delivered and received, regardless of
the delivery method, through 4:00pm September 8,2026 at the following location:

1.0 GENERAL INFORMATION
1.1
The County is an Equal Opportunity Employer and does not discriminate

1.2
In addition to these nondiscrimination compliance requirements, the
contractor ultimately awarded a contract shall comply with federal, state
and local laws, statutes, regulations and ordinances relative to the
execution of the services. This requirement includes, but is not limited to,
protection of public and employee safety and health; disabilities;
environmental protection; waste reduction and recycling; the protection of
natural resources; permits; fees; taxes; and similar subjects.
1.3
All submitted proposals and evaluation materials become public information
and may be reviewed by anyone requesting to do so at the conclusion of
the evaluation, negotiation, and award process. This process is concluded
when a signed contract is completed between the County and the Proposer
who is awarded the Contract (“Successful Proposer”).
1.4
By electing to participate in this RFP process, the Proposer agrees not to
make a public records request for any documents or information submitted
by any other proposer who responds to this RFP, and to the extent allowed
by law, waives its right to make such a request until contract execution is
complete.
1.5
The County reserves the right to reject any or all proposals, in whole or in
part, that are deemed not responsive to its needs, or to elect not to proceed
with an award under this RFP for any reason. The County is under no legal
obligation to award a contract to any proposer as a result of this solicitation.
1.6
If it becomes necessary to revise any part of this RFP, addenda may be
created and distributed to all known potential Proposers providing an
accurate email address.
1.7
The County is not liable for any cost incurred by the Proposer in responding
to this RFP or during the RFP review process.
1.8
A contract may be negotiated with the Proposer whose proposal, all factors
considered, would be most advantageous in the opinion of the County.
1.9
The contents of the proposal of the Successful Proposer shall become
contractual obligations if a contract ensues. Failure of the Successful
Proposer to accept these obligations may result in cancellation of their
selection. At the County’s discretion, specific provisions may be subject to
further negotiation. If contract negotiations ensue, no language changes

will be accepted to the County’s standard terms which are identified in
Section 8.0, “Terms and Conditions” of this RFP.

A response from a Proposer which indicates that any of the information
requested by the County in this RFP will be provided only if the Proposer is
selected as the Successful Proposer is not acceptable, and, at the County’s
sole discretion, such response may disqualify the proposal from
consideration.
It is understood that the County reserves the right to reject any and/or all
qualifications and to waive irregularities and informalities and to accept the
proposal that, in the opinion of the County, is in the best interest of the
County. Any contract awarded pursuant to this RFP will only be entered into
with a responsive Proposer, found to be satisfactory by the County,
qualified by experience, and in a secure financial position to do the work
specified.
2.0 GENERAL DESCRIPTION AND STATEMENT OF PURPOSE
2.1
The Facility is legally responsible for the provision of adequate healthcare
to all inmates in its custody. The County will be accepting proposals for the
provision of psychiatric health care services, psychiatric health care
personnel and program support services to the inmate population at the
Facility.
2.2
The Successful Proposer(s) shall be the supplier and/or coordinator of the
psychiatric care at the Facility. The Successful Proposer shall be responsible
for all psychiatric care for all inmates at the Facility. The term “Psychiatric
Care” includes “Mental Health Care.” The responsibility of the Successful
Proposer for the psychiatric care of an inmate commences with the
commitment of the inmate to the custody of the Facility and ends with the
release of the inmate, to include necessary referrals to maintain continuity
of care for the inmate upon their release.
2.3 Grant-Mandated Program Definitions: To maintain alignment with the facility's
underlying state funding allocations, all healthcare delivery workflows under
this contract must strictly adhere to the following criteria:
• Informed Refusal: Occurs when an individual declines clinical care only
after a qualified provider delivers an intensive explanation of benefits,
immediate risks, and valid alternatives, purposefully addressing the
individual's concerns to ensure the refusal is made with full decision-
making capacity.
• Appears Unwell: Demonstrating clear signs, symptoms, or contextual
indications observable by a layperson or corrections staff implying an
individual may be physically or psychologically ill, or indicating that a
previously assessed patient's baseline condition is actively worsening,

becoming unstable, or presenting an immediate danger to themselves
or others.
2.4
The intent of the RFP is to solicit qualifications and proposals for the
selection of an experienced correctional psychiatric provider to provide
psychiatric services to inmates, utilizing industry best practices. Except as
otherwise specifically provided for in this RFP (e.g., on-call telephone
consultations, tele-med psych), all psychiatric care services are to be
conducted at the Facility in accordance with specifications detailed
elsewhere in this solicitation.
2.5
As described in Section 7.0 and Exhibit B, Proposers are to make proposals
in the alternative for matching the current staffing level contracted by the
County, and any other feasible alternative staffing schedule that the
Proposer believes could sufficiently meet the Facility’s psychiatric care
needs. Alternative proposals are not required to be considered, though each
proposal in the alternative will be reviewed by the County holistically for
the costs and benefits provided.
3.0 BACKGROUND
Jefferson County is located on the Olympic Peninsula. The county seat is
Port Townsend located on the North Eastern portion of the peninsula.
Jefferson County has a population of 31,285.
3.1 The Jefferson County Jail:

The facility was opened in 1986 and has a design capacity of 57 beds. The
facility houses adult male and female inmates, with an average daily
population of the following:
• 2023 – 20.89
• 2024 – 17.67
• 2025 – 16.68
3.3
The Facility has six popular units and one modular unit, two holding cells,
two insolation cells, and one crisis cell and utilizes indirect supervision to
manage inmates. The within the facility is also a control center, visitation
rooms, kitchen, medical unit, laundry room, outdoor and indoor recreation
areas, salle-port and storage facilities. The facility contracts with the City
of Port Townsend, and the Washington State Department of Corrections to
house inmates.
