The City of New Smyrna Beach is seeking proposals from qualified Consultants, registered in the State of Florida, to provide Construction Engineering and Inspection (CEI) services for the Washington Street Roadway Improvements project. The project is partially funded through the Florida Department of Transportation (FDOT).
This project involves renovating a section of Washington Street being a two-lane collector roadway between N. Dixie Highway and Riverside Drive for approximately 1,766 LF. The improvements include roadway re-surfacing, drainage and storm sewers, 7’ wide sidewalks, signage & striping, lighting, landscaping, and streetscape items to make it more appealing, and replacing NSBU water main along with all corresponding services.
The awarded firm shall be responsible to provide Professional Construction Engineering and Inspection Services associated with roadway improvements. The firm must have engineers, inspectors, and any other required professional personnel that is necessary to complete the various services for this project. The prime consultant must have a valid Professional Engineer (P.E.) License and prequalified to fulfill the FDOT Rule 14-75 qualifications requirements for Group 10 CEI. The Prime Consultant or their Sub-consultants must be FDOT prequalified for 10.1: Roadway CEI, 10.3: Construction Materials Inspection.
The awarded firm will also provide the watermain inspection for this project. The electrical inspection will be provided by the City of New Smyrna Beach Utility Commission (NSBU) internal staff.
Sealed Proposals shall be received via the City's eProcurement Portal found at https://procurement.opengov.com/portal/cityofnsb . Proposals received after the designated time will not be allowed on the City's e-Procurement Portal.
The City serves an area of 41.6 square miles in size and serves a population of approximately 33,402. It is located off of Florida’s East Coast, in the County of Volusia, just north of Cape Canaveral with easy access to both Interstate 95 and Interstate 4. The City’s fiscal year begins on October 1st and ends on September 30th.
The City was created in 1887 by adoption of its first charter, which was replaced through Chapter 224.08, Special Acts of Florida, 1943, and subsequently amended, with the most recent update taking effect January 1, 2021.
The legislative branch of the City is composed of an elected five-member City Commission consisting of the Mayor and four Commissioners. The City Commission is governed by the City Charter and by state and local laws and regulations. The City Commission is responsible for the establishment and adoption of policy. The execution of such policy is the responsibility of the Commission-appointed City Manager.
