The City of Newton, Iowa requests Statements of Qualifications from interested and qualified Consultants for Professional Rental Inspection Services for the City for the next five (5) years. Professional, technical, and advisory services are needed for the services
described
in the Scope of Work.
SCOPE OF WORK
The purpose of this Request for Qualifications (“RFQ”) is to engage a qualified firm to perform residential rental property inspections in Newton, Iowa. The required services include, but are not limited to:
-
Perform all tasks relevant to conducting physical inspections of rental dwelling units, sites/grounds, building systems, building exteriors, common areas, and interiors of housing units - all in accordance with the applicable standards under local, state, and federal law;

Schedule and conduct inspections in a timely fashion in accordance with Newton, Iowa, Code of Ordinances; Title XV, Land Usage; Chapter 151 – Minimum Rental Housing Code and the City of Newton Rental Housing Inspection Program Administration Policy;

Communicate with the owner/manager directly after an inspection to establish an action plan and deadline by which deficiencies must be remedied;

Provide city staff with reports using City software or an approved reporting system in a preset timeframe that includes (1) General property description. (2) Photos of deficiencies and violations, (3) A description of all deficiencies with a time period assigned to correct each deficiency, and (4) Coordinate with city staff on following up with the property owner until all violations are corrected;

Answer questions from tenants, landlords, elected officials, or any other citizen regarding rental inspections;

Re-inspect units as necessary to ensure corrective work is completed in an appropriate manner;

Attend public meetings as needed to answer questions about the rental inspection process.
The proposed future inspection fees will be paid by the property owner directly to the consultant before or at the time the inspection is conducted, and the City will not have any role nor take any responsibility for the collection of those inspection fees.
