Project Information Introduction
The City seeks an experienced consultant to assist with project management, construction management, and inspection, including special inspections, for the upcoming community center improvement project: Senior and Scout House (Project No. D-950). The City is the administering agency for the construction of this project. Responses to this RFP shall include project management, construction management, and inspection as combined services, as further described below, for Project No. D-950.
Consultant to work closely with Public Works staff to ensure that the Project(s) are executed in a timely manner. Specifically, the City is soliciting proposals for project management, construction management, and inspection services for the demolition of an existing 1-story community building and the construction of a brand-new two-story community building. In addition, inspection of more typical right-of-way construction, including, but not limited to, sidewalk, utility relocation/connection, driveways, curb and gutter, irrigation, and signs. The project is in highly visible areas with robust community engagement. It is also along a heavily trafficked local roadway, adjacent to a park, baseball fields, basketball courts, an active community center, and a post office. Responses to this RFP shall contain project management, construction management and inspection fees itemized per Project with a Grand Total not-to-exceed Fee.
Background
Project Description
Demolition of the existing single-story building, with approved site trees to be removed and specified trees to be protected in place as per the City arborist’s determination. Construction of a new 6,699 square-foot two-story community center. The community center will consist of an entry lobby that has a small office and display cases. The lobby leads back to the central stairs and restrooms. Beyond the restrooms are a large assembly space, a commercial teaching kitchen, a senior assembly space, and a senior kitchenette. The senior space has its own gender-neutral restroom. The second floor houses more restrooms and assembly spaces. There is an elevator connecting the two floors as well as two stairs. From the access road on the north side of the building, a gender-neutral restroom is accessible to the baseball field and the trash enclosure. On the 2nd floor of the west side of the building, there is a mechanical equipment space on the roof that is screened from the neighbor’s view. The building is an “L” shape, and the interior courtyard has a fire pit, seating areas, and a flagpole.
The new Community Center will provide 6,699 square feet to meet the community's needs, including, but not limited to:
- Large central meeting space and breakout rooms
- Multiple rooms for expanded activities and programs
- Courtyard with outdoor flagpole, fire pit, and amphitheater
- Art Room/Maker Space
- Dedicated space for seniors’ lounge and computers
- Commercial and demonstration kitchen
- Storage spaces for regular user groups
- Display cases for historical displays and awards
- Central heat and air conditioning
- Wi-Fi and technology-enabled
- New furnishings and portable stage
As of July 2026, the project plans are currently in the last round of Building and Safety review.
