Summary

Greenwood County, South Carolina, is seeking statements of qualifications from experienced professional planning and consulting firms to assist in the preparation of the County’s next Comprehensive Land Use Plan. This plan will guide growth, development, infrastructure planning, and policy decisions within Greenwood County over the next ten years.

The Comprehensive Plan will serve as an integrated and internally consistent framework of policies for future growth and development within the County and its incorporated municipalities. The plan must comply with the South Carolina Comprehensive Planning Enabling Act of 1994 and the requirements outlined in South Carolina Code of Laws Section 6-29-510, as amended.

The selected consultant will work closely with County staff, elected officials, community stakeholders, and the public to prepare a forward-looking plan that reflects Greenwood County’s vision for growth while preserving its natural resources, economic vitality, and community character.



Background

Greenwood County’s current Comprehensive Plan provides policies and strategies addressing population trends, economic development, housing, transportation, community facilities, and land use. The plan identifies existing conditions, development trends, and goals that guide public and private investment decisions throughout the County.

The County is undertaking this update to ensure that planning policies remain responsive to evolving community needs, economic conditions, infrastructure demands, and growth patterns.

The updated Comprehensive Plan will:

  • Establish a long-range vision for Greenwood County
  • Identify goals, policies, and implementation strategies
  • Guide land use and development decisions
  • Coordinate planning among local governments and agencies
