The City of Pontiac is issuing a Request for Proposals (RFP) to hire a qualified professional archaeological consultant and/or architectural historian to conduct environmental testing services across various properties within the City. The scope of work will include assessments related to historic preservation as well as properties without historical significance.
This project is funded through the Community Development Block Grant (CDBG) program and is subject to all applicable federal, state, and local requirements, including Section 106 of the National Historic Preservation Act where applicable.
The selected professional will be responsible for:

Conducting archaeological and/or historic property reviews,
-
Preparing environmental review reports,
-
Assisting with compliance documentation to satisfy HUD requirements,
-
Supporting the City’s efforts to meet environmental review standards for redevelopment projects.
The City of Pontiac is undertaking the demolition of various residential, commercial, and industrial properties as part of its broader effort to eliminate blight, promote public health and safety, and support neighborhood stabilization initiatives. Properties identified for demolition may range from severely dilapidated residential structures to abandoned commercial buildings posing significant safety hazards.
Demolition activities are essential to:

Remove public nuisances and hazardous structures,

Support future redevelopment efforts,

Improve neighborhood aesthetics and property values,
-
Ensure compliance with local, state, and federal environmental regulations.
Some of the properties scheduled for demolition may involve additional environmental considerations, including, but not limited to, asbestos abatement, lead-based paint removal, or historical preservation review under Section 106 of the National Historic Preservation Act, especially when federal funding sources such as Community Development Block Grant (CDBG) funds are involved.
