REQUEST FOR STATEMENTS OF QUALIFICATIONS (SOQ)

Professional Engineering and Surveying Services

The City of Siloam Springs is requesting SOQ from firms interested in providing Professional Engineering and Surveying services for the 2026 calendar year.

The SOQ’s will be used for selection of firms for partial or comprehensive design and construction management of various projects, to be implemented in 2026 and 2027. Please submit one (1) paper copy of SOQ and one (1) identical digital PDF copy on a properly labeled flash drive. Submissions shall be received no later than 2:00 pm on Monday, January 26, 2026.

Proposals shall be enclosed in sealed envelopes or packages and hand delivered to 410 N. Broadway, Siloam Springs, Arkansas; or mailed to:

The name and address of the firm shall be on the outside of the package and include “Qualifications for Engineering and Surveying Services”.

In evaluating the qualifications of each firm, the following shall be considered:

The specialized experience and technical competence of the firm with respect to the type of professional services required are:

• The capacity and capability of the firm to perform the work in question, including providing any specialized services, within the time limits fixed for the completion of the project.
• The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules and deadlines.
• The firm's proximity to and familiarity with the area in which the project is located.

Prospective firms should structure their responses to follow the above sequence where possible.
