1.0 PURPOSE
The County of Greene, Virginia, invites qualified engineering firms to submit proposals for
providing professional engineering services on an “as needed” basis for an initial period of one (1)
year with an option for four (4) additional one-year extensions. Sealed proposals, subject to the
specifications and conditions contained herein and attached hereto, will be received in the Greene
County Administration Building, County Administration Office, until, but no later than, 2 p.m.
local time prevailing on February 12, 2026. A selection committee shall evaluate the proposals and
rank the firms:
PURPOSE
The purpose of this Request for Proposals (RFP) is to solicit bids to establish a contract through
competitive sealed bidding for the purpose of receiving proposals from qualified professional
engineering firms (Firms) to provide engineering services. Greene County frequently requires
professional engineering services for various projects. The objective of this RFP is to reduce the
cost and time of advertising, shorten the response time, and improve efficiency and clarity in the
production of the contracts for professional services. This process may be used to award an open-
ended professional services contract to more than one offer.
If submitted via mail, the firm shall submit four (4) copies of the proposal documents to: Greene
County Administration, 40 Celt Road, PO Box 358, Stanardsville, VA 22973, in a sealed envelope.
Mark the outside of your envelope with Request for Proposals RFP #20246-001. Additionally,
proposals may be submitted electronically via eVA and will be opened during the bid opening.
Proposals, to include addenda or changes to a response, shall not be accepted via Fax machine,
email, orally, or via telephone.
Time is of the essence and any proposal received after the announced time and date for submittal,
whether by mail or otherwise, will be rejected. The time of receipt shall be determined by the
Greene County Administrative Office.
2.0 SCOPE OF SERVICES
Proposals are requested for engineering and consulting services in the following specific
professional disciplines:
• General Civil Engineering – to include land surveying, site development, drainage systems,
streets/highway design, ADA compliance, traffic control and landscaping.
• Water/Wastewater Utility Engineering: Physical plant design, maintenance and operation;
wells, pump stations, odor control, distribution line upgrade/rehabilitation, regulatory
compliance, and permitting.
• Environmental Engineering: Environmental engineering with emphasis on stormwater
management, BMP design/evaluation; consulting oon MS4 and VSMP requirements (With
Wetlands either in-house or under sub-consultant agreement).

• Parks and Landscaping: Evaluation and design of multi-function area and linear parks;
pedestrian and biking trails, multi-purpose athletic facilities, landscaping and theme type
facilities.
• Plan Review: Stormwater Management, Erosion and Sediment Control, Site General,
Construction building (residential and commercial).
The County may issue multiple awards to successful Firm(s) to provide professional and
construction support services for any of the following:
• Site design
• Water and sewer
• Building systems planning
• Studies
• Design
• Contract administration assistance
• Topographic surveys
• Boundary surveys
• Easement surveys
• Preparation of plats for small construction projects
• Small building construction and renovation
• Development of recreational facilities
• In consultation with the County staff, develop the necessary plans, sketches, specifications
and/or statements of work required to bid and construct small construction or renovation
projects in accordance with all local and state regulations.
• Develop an estimate of the probable costs of construction for each project on an as-required
basis.
• Provide on an as-required basis suggestions on the most cost-effective means to get a
project completed.
• Provide construction administration services, and other such services as requested by the
County.
Selection of firms for individual projects shall be solely at the discretion of the County. No promise
is made or implied that Firms chosen under this RFP will be selected to perform services on
individual projects during the contract term. The County will issue Task Orders for individual
projects. The County reserves the right to determine which projects will be included under the
open-end contract.
The County undertakes many small-scale projects that require outside professional and
construction support services. The on-call contracts are intended to supplement the County’s
internal resources on an as needed basis by providing a flexible and effective way for the County
to respond to recurring consultant professional service needs for multi-dimensional tasks covering
a wide range of work.

3.0 TERMS AND PROPOSAL CONTENT AND FORMAT
A. Codes, Permits, Fees, Licenses, and Notices
a. Engineers must be registered with the Department of Commerce and the
Commonwealth of Virginia in accordance with the requirements of the Code of
Virginia. It is the responsibility of the Firm to maintain all required licensing and
training for his/her employees to provide the services as stated in this RFP.
b. The Firm(s) shall supply copies of all licenses to Greene County, upon request.
c. A Greene County Business License will be required by the selected vendor. Please
contact the Commissioner of Revenue at ktate@gcva.us for more information. A
Firm without a Greene County Business License may submit a bid but will be
required to get one prior to starting work. The Firm is responsible for the cost to
acquire the license.
d. The selected Firm(s) is responsible for any necessary building permits and shall
include these costs in their respective bid price. Please contact the Greene County
Building Department at inspections@gcva.us for information.
e. Insurance: The Firm(s) shall agree to provide a certificate of insurance naming the
County of Greene as additional insured and, if requested, a certified copy of said
policy or endorsement(s) before commencement of the contract. All insurance shall
be placed with an insurer licensed to do business in the Commonwealth of Virginia.
The underwriter shall be subject to the approval of the County of Greene. The Firm
shall maintain limits no less than:
i. General Commercial Liability: $1,000,000 (One million dollars) combined
single limit per occurrence for bodily injury, personal injury and property
damage. The general aggregate limit shall apply separately to this
project/location or the general aggregate shall be twice the required
occurrence limit.
ii. Automobile Liability: $1,000,000 (One million dollars) combined single
limit per accident for bodily injury and property damage.
iii. iii. Worker's Compensation and Employer's Liability: Worker's
Compensation as required by the Code of the Commonwealth of Virginia
and Employer's Liability with limits of $1,000,000 (One million dollars) per
accident.
iv. iv. Professional Liability coverage (errors and omissions), $250,000 per
occurrence minimum.
B. Submittals
a. Qualified Firms shall provide appropriate information in accordance with the
