NOTICE OF REQUEST FOR QUALIFICATIONS

The City of Tomball is soliciting qualifications from a State of Texas-registered engineering firm to assist with the City’s application for the Community Development Block Grant – Disaster Recovery Reallocation Program (CDBG-DRRP). Services will include budget/scope of work/cost estimates for preparation of the General Land Office (GLO) DRRP application for funding flood mitigation projects and planning for future events and the subsequent preliminary and final design plans, bid documents, and necessary interim and final inspections required by the City for the implementation of the GLO project if the City is awarded a GLO contract.

Sealed qualifications shall be addressed to Meagan Mageo - Project Manager, City of Tomball, 501 James Street, Tomball, Texas 77375 and shall be labeled “RFQ Number 2025-13 – “Professional Engineering Services”, “DO NOT OPEN”.  Proposals will be accepted until 2:00 PM CST on May 15, 2025. The City reserves the right to negotiate with any and all individuals or firms that submit qualifications and may award one or more contracts to one or more engineering service providers.

Upon consideration of the qualifications submitted, the City of Tomball reserves the right to accept or to reject any submittal, to waive technicalities and to make any investigation deemed necessary concerning the bidder’s ability to provide the service(s) required and covered by the specifications, and to accept what in its judgment is the most advantageous.

During the period between the Request for Qualifications, submission date, and the contract award, respondents including their agents and/or representatives/owners, shall not directly or indirectly promote their submission to any member of the Tomball City Council or City staff except in the course of City-sponsored inquires, briefings, interviews, and/or presentations requests.  Violation of this provision may result in the rejection of the respondent’s submittal.
